) Method of the evaluation
First, each Subcommittee heard a presentation by
each researcher on his or her research theme, followed
by a question-and-answer session between the
Subcommittee and the researcher. Committee members
evaluated the projects in line with the items listed
in ) based on the question and answer session, and
such material as R&D reports prepared by researchers,
and separately published papers.
Thereafter, the R&D Theme Evaluation Committee
finalized the result of interim and result evaluations,
referring to the discussions of each Subcommittee.
) Key points / factor of the evaluation
The research themes were evaluated based on the
following items categorized according to the progress
of the each theme.
(i) Interim Evaluation (ongoing projects but five or
more years passed after commencement)
Adequacy of purposes, targets, and direction of
research and development
Adequacy of the outline, plan, and method of
research and development
Adequacy of expenses and framework for research
and development
Progress of research and development
Future schedule (plan)
(ii) Result Evaluation (projects that have been completed
by the preceding fiscal year)
Adequacy of purposes and targets of research and
development
Adequacy of outline, plan, and method of research
and development
Adequacy of expenses and framework for research
and development
Degree of achievements of research and development
Impacts of the outcomes, extensions, and reflection
on new projects
Self-examination on causes for successes and failures
2. Study into R&D Cost Effectiveness and
Quantitative Evaluation Methods
Administrative reform including reform of special
corporations, and amendments to the research evaluation
guidelines by the Council for Science and
Technology Policy under the Science and Technology
Basic Law now require JAMSTEC to carry out a
cost effectiveness and quantitative evaluation of
R&D.
In the light of these requirements and JAMSTEC's
own social mission: () JAMSTEC will clearly convey
the significance and results of its R&D to the government
and the people (accountability) to gain the under-
