observation research using radioisotopes, and in fiscal
year the Institute began operations at the RI facility
after receiving approval from the Ministry of
Education, Culture, Sports, Science and Technology to
use radioisotopes. Operation of the RI facility at the
Institute is shown in Table . Management of the sealed
radiation source of the radioactive instruments
(gas chromatograph ECD display and gamma ray
density meter) on the "MIRAI" was transferred from
the Safety Control Division to Mutsu Institute for
Oceanography at the end of August .
3. YOKOHAMA Institute for Earth Sciences
In July , the Subcommittee on Earth Science
and Technology of the Council for Aeronautics,
Electronics and Other Advanced Technologies, of the
former Science and Technology Agency (current
Ministry of Education, Culture, Sports, Science and
Technology), issued a report, entitled "Toward the
Realization of Global Change Prediction." This report
recommended promotion of a research and development
study toward understanding and forecasting
global change, incorporating three functions: observation
research, model study, and simulation study.
In fiscal , JAMSTEC was enabled, by the third
supplementary budget for fiscal , to participate in
the Earth Simulator Project, led by the former Science
and Technology Agency. The project had actually been
promoted by the Japan Atomic Energy Research
Institute (JAERI) and the National Space Development
Agency of Japan (NASDA).
To promote the Earth Simulator Project, JAMSTEC
intended to obtain an appropriate site to construct necessary
facilities. Through mediation by the Science
and Technology Promotion Division of the Planning
Department of the Kanagawa Prefectural Government,
JAMSTEC was able to obtain the site of former
Kanagawa Prefectural Industrial Research Institute.
JAMSTEC decided to build the YOKOHAMA
Institute for Earth Sciences on this site, with the facilities
for the Earth Simulator constituting the core,
equipped with functions to disseminate information on
global change, and on the results of research work on
the ocean and the solid earth.
