Ottawa Recycling Centre officially opened
On December 18th, I
attended the opening
ceremonies of the Recycling
Centre at 499
Industrial Avenue.
The Centre, owned by
Thermo-Cell Insulation Ltd.
contains 26,000 square
feet and is equipped with
machinery to handle newspaper
from about 80,000
households in the Greater
Ottawa area.
It is interesting that
this centre, which had
already recovered about
2,400 tons of paper by the
beginning of its second
Earth
Beat
An environmental column
quarter of operation,
exists because of the unusual
combination of
private industries,
government and the handicapped
working together to
make this worthwhile
enterprise a success. But
the key element which
makes the whole thing
possible, is the effort
by the Ottawa residents to
participate in this endeavour.
It normally takes
two years for a program
such as this one to reach
its projected target. In
Ottawa however, within
three months, over 50% of
the target collection
figure has been reached.
This is exceptional.
Parrott opens centre
The Honourable Harry
Parrott, Minister of the
Environment for Ontario,
cut the ribbon to officially
open the centre in
the presence of many local
politicians, including the
Mayor, Marion Dewar and
numerous other people who
have been active in initiating
and handling the
recycling operation.
But mention must also
be made of other people
who were present: people
whom Harry Parrott brought
forward to cut the ribbon
with him who are not only
contributing to this operation
by their activities,
but are themselves being
made to feel worthwhile,
people who have traditionally
been prohibited from
participating in anything
in our society - the
mentally handicapped.
Centre employs
handicapped
I talked to some of the
twelve handicapped people
from A.R.C. Industries who
were sorting and baling
the waste paper materials
at the centre. They are
happy to be working and
very much enjoy the
company of other people.
The results of this
form of employment have
been so positive, that
the Federal Government has
commissioned S.P.A.R.
Systems to co-ordinate a
feasibility study on the
possibility of employing
the handicapped in various
places of the recycling industry
across the country.
The aim is to place handicapped
people full-time in
the industrial recycling
environment and to pay
them a wage related to
their activities in
accordance with industry
wage scales.
To recycle your newspapers,
put them in a brown
paper bag beside your
garbage can on collection
day and whenyou do that,
remember that you are not
only saving trees, energy
and money, but that you
are also helping to
employ the handicapped.
New anti-pollution unit
In response to a need to
prevent illegal dumping of
industrial wastes and other
unusual forms of pollution,
13 trained investigators
will be out to nab suspects.
This unit will be backed by
two lawyers and any number
of specialists such as
engineers and scientists
required to help in the
investigations.
