New committee at City Hall to invite citizen participation At City Hall we are now in the process of determining the 1981 budget and tax level. While the documents indicate a 30 per cent tax increase as a possibility, after detailed study it is hoped that any increase can be kept at or near the inflation rate so that the same level of City services can be provided for the same The City already has a number of ad hoc measures in place but Council now wants a policy to ensure this input happens in a more consistent and meaningful way. I have been selected as the Chairman of a Committee to oversee the first steps towards preparing such a policy and your reactions and ideas are welcome. A seafood restaurant opens on Bank Street When I was growing up, "fish" meant just two things: salmon loaf for supper or tuna sandwiches for lunch, made from canned fish. Only later did I discover the delicate taste and infinite variety of fresh fish. Since the opening of Glebe Fish three years ago, many Glebites have been tempted and encouraged to try new varieties and new dishes. Part fish market, part aquarium ("Look at the Lobsters, Mommy:), Glebe Fish has made a lot of converts with its wide assortment of finny food and its helpful advice. Now co-owners Caren von Merveldt and Wayne Duford have opened Flipper's, a restaurant upstairs at 823 Bank Street, so that we can all taSte their ideas on seafood cooking. Dining Spot Restaurant column by Barbara Riley Flipper's has a small menu supplemented by daily specials - salmon à la king ($7.95) and broiled swordfish ($6.95) the night we were there. For appetizers we started with the house salad ($2.95) and stuffed crab ($3.95). The salad was a generous one with several chunks of fish mixed in with the greens, while the crab was a delight - hot, delicately flavoured, with a crisp coating, it just melted in my mouth. These two appetizers, with rolls and dessert, would have made a sati-;factory supper in themselves. Servings generous They certainly proved to be unnecessary when we saw the size of the main dishes laid before us - generous servings of fish accompanied by equally large helpings of rice and cooked carrots. Swordfish is almost meatlike in texture, very solid and heavy, yet with a definite fish flavour. The white rice, with some wild rice mixed in, was suitably fluffy, but the carrots were disappointingly tough - whether through age or undercooking, I could not tell. The lmon à la king, served on a patty shell, was perfectly delicious. Our service was friendly and well-timed; we never felt rushed nor did we ever feel that we had been waiting anxiously for something to arrive at the table. UPPER LEVEL Flipper's regular menu includes a house chowder ($1.25 a bowl) and various appetizers such as smoked mussels $3.55), Jamaican cod cakes ($1.95), and escargots (8 for $3.95). There is a selection of complete dinners including seafood quiche ($5.25), and seafood platter ($12.50). For children under 12 there are fish cakes or shrimp crisp at $2.50. (This is definitely a fish restaurant and there are no hamburger substitutes.) GIFT STORE JUST IN Valentine cards Gifts A small sampling of desserts, among them Loretta's cheesecake ($1.75), a delicious finish, and a few beverages complete the menu. Flipper's has a liquor licence and also has a small, stand-up bar at one end of the room. Warm atmosphere The decor is simple and pleasing - brick walls, wood floor, and nautical touches provided by some handsome ship models and framed illustrations of the sea. The lighting is warm and beckons welcomingly out to Bank Street through large, arched windows. The restaurant is not very large and does not take reservations; therefore, if you do not arrive early for dinner, be prepared for a wait. Flipper's is open from noon to midnight every day except Sunday when the hours are from 5 to 10 p.m. There are daily specials for lunch, for those folks lucky enough to be close at noon.
