Rolling Five-Year Balanced Financial <strong>Plan</strong><br />

Police Department (PD)<br />

Goal: FP-PD-1 Utilize data and technology to identify staffing standards necessary to<br />

provide efficient and effective police services.<br />

Outcome: Safe community with efficiency in police service delivery.<br />

Action: Utilize proven technology which evaluates data, goals and industry standards to<br />

determine patrol staffing requirements for police services. Prepare a staffing study which<br />

identifies current and future police staffing requirements. Incorporate staffing requirements<br />

into the <strong>Town</strong>‟s financial plan.<br />

Measure: Analysis <strong>of</strong> staffing study against current resources.<br />

Prosecutor (PR)<br />

Goal: FP-PR-1 Accurately assess the financial needs <strong>of</strong> the Prosecutor‟s Office for a five year<br />

period to have informed decision making and ensure that priority needs are met.<br />

Outcome: Budgetary planning will allow efficient and effective operations. Personnel<br />

predictions will be in accord with service demand projections. Related organizational<br />

components will collaborate on predictions and shared opportunities for efficiency.<br />

Action: Statistically predict staffing and other resource needs for a five-year period.<br />

Measure: Deadlines for discovery, motion responses, and trial preparation are met and<br />

reported. All cases are pursued within statutory timeframe. Opportunities for improved<br />

efficiency are explored and employed where appropriate.<br />

Public Works (PW)<br />

Goal: FP-PW-1 Set and maintain utility rates that encourage wise use <strong>of</strong> resources, support<br />

system operations, and support long term maintenance and repair.<br />

Outcome: Utilities run as self-supporting enterprises.<br />

Action: Utility rates policy presented for Council consideration. Apply decision to rates.<br />

Measure: Utility rate structure established and applied.<br />
