Rolling Five-Year Balanced Financial <strong>Plan</strong><br />
Community Services (CS)<br />
Goal FP-CS-1: Increase cost recovery for programs and activities provided.<br />
Outcome: Reduction in General Fund subsidy required for programs and activities.<br />
Action: Identify and examine successful best practices. Set appropriate cost recovery targets.<br />
Carefully evaluate and weigh consequences. Establish a five-year plan for implementation.<br />
Improve marketing techniques to generate traffic and revenue. Seek sponsorships and<br />
collaborations. Use innovative approaches to reduce costs without diminishing service.<br />
Measure: Ratio <strong>of</strong> actual cost recovery compared to recovery goals reported annually.<br />
Court (CO)<br />
Goal: FP-CO-1 Assure that all fines assessed are collected.<br />
Outcome: The Court will maintain an average aggregate collection rate greater than 75%.<br />
Action: Court sanction division will continue to place defendants on time payment plans and<br />
enforce. Aggressively pursue collection.<br />
Measure: Collection statistics reported and become part <strong>of</strong> the Court‟s statistical database.<br />
Development Services (DS)<br />
Goal: FP-DS-1 Create goals, policies, and implementation strategies to achieve Council and<br />
organization goals at build out.<br />
Outcome: Development Services is in alignment with the organization‟s budgetary goals.<br />
Action: Annually evaluate fees versus cost <strong>of</strong> service. Explore revenue enhancement<br />
opportunities. Perform gap analysis for the department to project future needs. Take the lead<br />
in developing a Transportation Master <strong>Plan</strong>.<br />
Measure: Completion <strong>of</strong> Transportation Master <strong>Plan</strong>. Annual review <strong>of</strong> budgetary compliance<br />
and alignment with outcomes reported.<br />
