<strong>Flood</strong> Damages<br />

• <strong>Kosi</strong> floods in 2008 affected over 3 million people in<br />

<strong>Bihar</strong><br />

• Damaged over 300,000 houses<br />

• Major damages to roads, culverts, bridges and<br />

agriculture lands - over 284,000 ha, in 1063 villages<br />

• <strong>BKFRP</strong>'s objective is to support flood recovery as<br />

well future oriented risk reduction efforts.


• <strong>BKFRP</strong> - Snapshot:<br />

• Board Approval : September 09, 2010<br />

• Effectiveness : March 08, 2012<br />

• Credit Closing : September 14, 2014<br />

• Credit Amount : US$ 220 million<br />

• <strong>Project</strong> Cost : US$ 259 million


• Components include:<br />

• Housing Reconstruction - $ 74.8 million<br />

• Reconstruction of damaged roads and bridges - $<br />

82.3 million<br />

• Strengthening <strong>Flood</strong> Management Capacity – $35.3<br />

million<br />

• Livelihood Restoration and Enhancement – 35.3<br />

million<br />

• Contingency Emergency Financing - $20 million<br />

• Implementation support - $11.7 million


• Housing Reconstruction:<br />

• Housing reconstruction component targets<br />

reconstruction of about 100,000 houses<br />

• Dovetails with the ongoing 'Indira Awas Yojna', a GoI<br />

supported rural housing program<br />

• Housing reconstruction assistance of Rs. 60,000 (about<br />

$1,200) is provided in three installments into individual<br />

bank accounts.<br />

• House owners get Rs. 45,000 from IAY, balance from the<br />

project.<br />

• Those not eligible for IAY get full support from the<br />

project .


• Special Features include:<br />

• <strong>Owner</strong> build their own houses<br />

• Multi hazard (flood, earthquake and wind) resistant<br />

designs<br />

• Use of locally available material - 'Bamboo'<br />

• Provision of social and technical support, through a<br />

team of Social Mobilizers and Technical personnel<br />

• Local masons are provided training in appropriate<br />

construction techniques


• Special Features include:<br />

• Stage wise certification of completion and quality<br />

of construction<br />

• Third party validation of quality of construction<br />

• Incentive for completion of houses - last<br />

installment, Rs. 5000, for installation of Solar<br />

Lighting System<br />

• Grievance redress mechanism
