specific plans and compare robust responses
Provides decision support tools that:
– Reduce information of varying quality from many sources
about many types of physical and socio-economic factors
into a concise set of key tradeoffs
– Allows comparison of dynamic plans that evolve over time
– Provides a means to effectively communicate this
information to diverse stakeholders
However, approach creates risk/vulnerability
