2.2.2 General questions<br />

To the question, if the plant did fulfil owners expect<strong>at</strong>ions, two third answered with yes <strong>and</strong><br />

one third with no, which is r<strong>at</strong>her a high percentage of diss<strong>at</strong>isfied plant owners (see Figure<br />

3). For “no” the following reasons were mentioned:<br />

System is still not ready for oper<strong>at</strong>ion<br />

Plant was only fully oper<strong>at</strong>ing after the third season. The energy savings were much<br />

smaller than predicted by consultant<br />

Lots of adjustments for the oper<strong>at</strong>ion<br />

Commissioning didn’t happen (2 plants)<br />

Start up phase is too l<strong>at</strong>e in the morning (first time of cold production <strong>at</strong> noon)<br />

Lack of continuity on the management of the project after commissioning (chiller<br />

provider is unable to maintain correctly the chiller <strong>and</strong> its control/monitoring system)<br />
