4.4.10 It is therefore considered that the one hectare extension would have a less than
minor impact over and above the effects from the existing consented farm.
4.4.11 With respect to marine mammals or seabirds, the applicant has advised that there
have been no known reports of entanglement, during the operation of the
existing farm.
4.5 Any effect on natural and physical resources having aesthetic, recreational, scientific,
historical, spiritual, cultural, or other special value for present or future generations
4.5.1 The legislative and subsequent RCP provisions anticipated that any effect on
natural and physical resources having aesthetic, recreational, scientific, historical,
spiritual, cultural, or other special value for present or future generations, would
be less than minor in respect of the proposed farm extension. The proposed
extension to the existing farm has been recognised as an appropriate use in the
RCP.
4.5.2 Potential adverse effects on navigation safety and fishing will be minimal due to
the small size of the extension. The farm extension is not located in any
navigation channels or mooring areas. There are no other navigation issues
associated with the existing farm and none anticipated from the proposed
extension area. It is considered that the lighting and the buoys (black and
orange), will facilitate safe public access around the proposed structures.
4.5.3 Public access through the consented farm and proposed extension will not be
restricted. There is also high recreational value to fishers for catching fish in the
vicinity of the farm.
4.5.4 As mentioned above, the extension to the farm would have minimal adverse
visual or aesthetic impact on land-based observers.
4.5.5 There are no known adverse effects of the proposal on tangata whenua interests.
4.5.6 The applicant has no knowledge of any heritage values which could be adversely
affected by the proposal. Likewise it is not considered that there would be any
adverse effects on any nearby Department of Conservation land.
4.5.7 In terms of the use of the Sugar Loaf wharf, any potential adverse effects will be
minimal due to the fact that no additional service vessels will be required and the
product from the one hectare will be negligible in respect to the total product
crossing the wharf.
