celebration of our students’ achievements and a recognition of their families<br />

who supported them. Our ceremony is truly an academic ritual; therefore,<br />

we ask that you and your families recognize that such an event requires a<br />

certain decorum be maintained. So that all families can hear the<br />

announcement of each graduate’s name, please limit the length and decibel<br />

level of celebratory response. In addition, we ask that you turn off all electronic<br />

devices during the ceremony.<br />

The <strong>University</strong> retains the right to escort from the building any<br />

individual or group who creates inordinate noise that distracts from the<br />

solemnity of the program.


A B O U T T H E U N I V E R S I T Y<br />

FROM ITS INAUGURAL CLASS OF 57 STUDENTS,<br />

FROSTBURG STATE UNIVERSITY HAS GROWN TO<br />

A PRESENT DAY ENROLLMENT OF MORE THAN<br />

5,000 STUDENTS.<br />

Its physical plant, once limited to a single<br />

building, Old Main, which housed classrooms<br />

and a library, has also grown to over 30<br />

facilities including classroom buildings,<br />

residence halls, the Lewis J. Ort Library, the<br />

Harold J. Cordts Physical Education Center, the<br />

Lane <strong>University</strong> Center, the Performing Arts Center<br />

and the Compton Science Center, all situated on 260<br />

beautiful acres.<br />

Opened in 1902 as <strong>State</strong> Normal School No. 2, the<br />

<strong>University</strong> owes its existence to the tenacity of J. Benson Oder, editor of<br />

the <strong>Frostburg</strong> Mining Journal, and the citizens of <strong>Frostburg</strong> who, in spite of<br />

political barriers, raised funds and purchased the site on which “Old Main,”<br />

the <strong>University</strong>’s first building, is located.<br />

Principal Edmund Dandridge Murdaugh and three faculty instructed the<br />

first Normal School class; in addition, the other faculty taught 151 children in<br />

the Model School. The Normal School students, who were high school students<br />

having to meet no requirements other than age (girls, 16; boys, 17), had but<br />

one two-year course of study: elementary education. The curriculum consisted<br />

of Latin, mathematics, history, rhetoric and literature, natural and physical<br />

sciences, drawing, music, calisthenics, psychology, philosophy of education,<br />

philosophy of school management, pedagogy, observation, practice work and<br />

primary manual training.<br />

Over the years, the name of the institution has reflected the changes in<br />

the scope of its educational mission. In 1935, <strong>State</strong> Normal School No. 2<br />

became <strong>State</strong> Teachers College at <strong>Frostburg</strong>, a four-year college that offered a<br />

Bachelor of Science in Elementary Education. In 1963, the name became<br />

<strong>Frostburg</strong> <strong>State</strong> College, and finally in 1987, with the strong support of the<br />

local civic and business community, became <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, an<br />

indication of its growing resources, diversity and excellence in educational<br />

opportunities for the region and the state.<br />

ONE HUNDRED AND FORTY-SECOND COMMENCEMENT<br />

In 1988, FSU became a constituent institution of<br />

the <strong>University</strong> System of Maryland, comprised of 12<br />

of the state’s 14 public institutions.<br />

Throughout its growth, the <strong>University</strong> has<br />

emphasized excellence in teaching. Approximately<br />

80 percent of the full-time faculty hold<br />

Ph.D.s or terminal degrees from institutions<br />

that are among the most prestigious in the<br />

nation. Faculty scholarship has led to scholarly<br />

books, manuals and journals, as well as<br />

numerous articles and reviews. This excellence in<br />

faculty has resulted in superior results for students.<br />

FSU has been ranked first among its peers for the<br />

number of doctorates per 100 baccalaureate degrees awarded.<br />

In the same study, FSU was ranked second in the percentage of national,<br />

prestigious awards received by faculty. These have included Fulbrights and<br />

significant grants from the National Endowment for the Humanities, the<br />

National Endowment for the Arts and other national associations.<br />

At the same time, the <strong>University</strong> has developed comparable excellence in<br />

academic programs, research, consulting, cultural and athletic events and<br />

facilities. FSU was recently named a College of Distinction and has been<br />

honored for community service and sustainability efforts.<br />

Today, the <strong>University</strong>’s mission and services have expanded significantly.<br />

Over 400 full-time administrators and support staff and more than 200 fulltime<br />

faculty serve the educational needs of students who come not only from<br />

throughout the United <strong>State</strong>s, but also the world. These students have a<br />

choice of 44 major programs of study leading to the Bachelor of Arts,<br />

Bachelor of Science, Bachelor of Fine Arts, Bachelor of Technical and<br />

Professional Studies and Bachelor of Science in Urban and Regional<br />

Planning degrees as well as graduate degrees in applied computer science,<br />

applied ecology and conservation biology, business administration,<br />

counseling psychology, education, recreation and parks management,<br />

teaching and wildlife/fisheries biology. In addition, a new Ed.D. in<br />

Educational Leadership is offered.<br />

<strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> continues its pursuit of excellence, a tradition<br />

which now spans over a century.

the President<br />

Dear <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> Graduate:<br />

On behalf of the faculty and staff of <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, it is my sincerest pleasure to<br />

congratulate you on your graduation. It is both an honor and privilege for us to share this<br />

important milestone with you.<br />

I appreciate that you have placed your confidence in this fine <strong>University</strong> and hope that you<br />

have benefited from all that we have to offer. It is my hope that your degree will be one of many<br />

successes in your life and that you take the skills you learned here and use them to make your<br />

mark on the world. Your education is only the beginning of a lifetime of learning.<br />

Today, as you take your place in the history of <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, I invite you to<br />

return to take your rightful place in its future. We value your involvement, and we hope you will<br />

stay connected with your alma mater now that you have joined the ranks of proud FSU alumni.<br />

Jonathan Gibralter, President<br />

Dr. Jonathan C. Gibralter joined<br />

<strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> as its 14th president<br />

in 2006, bringing a solid record of educational<br />

and community leadership. He earned a<br />

bachelor’s degree from the <strong>State</strong> <strong>University</strong> of<br />

New York at Binghamton, a master’s from New<br />

York <strong>University</strong> and a doctorate from Syracuse<br />

<strong>University</strong>. He worked in the mental health field<br />

before entering higher education, where he has<br />

served for over 25 years as a faculty member<br />

and administrator.<br />

Under Dr. Gibralter’s leadership, FSU has<br />

improved enrollment; renewed its focus on<br />

marketing, branding and raising the<br />

institution’s profile; and successfully completed<br />

a comprehensive $15 million campaign,<br />

Staking Our Claim: The Campaign for<br />

<strong>Frostburg</strong>, which exceeded its goal by $1.7<br />

million. The <strong>University</strong> has also developed a<br />

comprehensive strategic plan to guide its<br />

growth and focus its efforts.<br />

Dr. Gibralter has aligned FSU with the<br />

issues of climate change and sustainability. He<br />

is a charter signatory and a member of the<br />

steering committee of the American College<br />

and <strong>University</strong> Presidents Climate<br />

Commitment. Since 2009, FSU has been<br />

following the strategic steps to reduce carbon<br />

emissions in its Climate Action Plan. In June<br />

2010, Dr. Gibralter accepted the Climate<br />

Leadership Award on behalf of the entire FSU<br />

community for its determined efforts to be<br />

more sustainable.<br />

Dr. Gibralter is addressing the issue of<br />

high-risk drinking through a communitybased,<br />

multi-faceted approach with his<br />

administration and key constituents off<br />

campus. He was honored with the first national<br />

Presidential Leadership Award for his efforts<br />

in promoting a campus climate that<br />

de-emphasizes alcohol. He has shared<br />

collaborative strategies with numerous higher<br />

education stakeholders and has urged his fellow<br />

college and university presidents to exert their<br />

leadership on this critical issue. Because of these<br />

efforts, he was named co-chair of the College<br />

Presidents Working Group of the National<br />

Institute on Alcohol Abuse and Alcoholism, and<br />

FSU is a member of the National Collegiate<br />

Health Improvement Project.<br />

In service to higher education, Dr. Gibralter<br />

is the Maryland delegate to the American<br />

Association of <strong>State</strong> Colleges and Universities’<br />

Council of <strong>State</strong> Representatives and a member<br />

of AASCU’s Professional Development<br />

Committee. His collaborative approach to higher<br />

education has engaged faculty, staff, students,<br />

alumni and friends in planning for the future<br />

of FSU.


A C A D E M I C R E G A L I A<br />

Academic regalia is a visible reminder that the process of intellectual<br />

pursuits has historic and honorable antecedents. The dignity of scholarship in<br />

the past remains vital in the present.<br />

Academic costume consists of gowns, hoods and caps. Traditionally made<br />

from black silk, gowns increasingly are the color of the institution granting the<br />

degree. The bachelor’s gown falls in straight lines and has long pointed sleeves,<br />

while the sleeves for the master’s gown are closed with slits for the arms at the<br />

wrist. The doctor’s gown has a velvet facing and three velvet bars on bellshaped<br />

sleeves. The velvet is either black or of the color stipulated for the<br />

degree held.<br />

The colorful hoods designate the degree of the wearer, the subject in<br />

which the degree is held, and the institution which awarded the degree. The<br />

colors of the velvet bands on each hood and robe represent the scholar’s field of<br />

learning, while the official colors of the school awarding the degree are always<br />

shown in the lining of the hood. <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>’s colors are red,<br />

black and white.<br />

The black mortarboard type of cap is most commonly worn, and it is<br />

usually made of the same material as the gown. Doctor’s caps may be made of<br />

velvet and may have tassels of gold or in the color of the wearer’s degree.<br />

Tassels of different colors are also used to indicate academic honors.<br />

T H E M A C E<br />

In the Middle Ages, the mace was a weapon used against armored<br />

warriors. It evolved through the years into an ornamental staff which served as<br />

a symbol of the authority of the ruler. Colleges and universities have adopted the<br />

mace as a decorative staff or baton which is carried by the grand marshal of the<br />

institution in all formal academic processions. The mace is also displayed at<br />

other significant events.<br />

The <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> mace was crafted from mountain walnut<br />

which was milled in nearby Flintstone, Maryland, in 1945. The grain pattern of<br />

the quarter-sawn wood was enhanced by laminating side sections to a central<br />

shaft which was then turned, point-to-point, on a wood lathe. To obtain a highgloss<br />

finish, 10 coats of trewax were applied while the mace was turned at high<br />

speed on the lathe. The fine detail work around the medallions and the final<br />

coating of wax were done by hand.<br />

The design of the <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> mace is based upon the<br />

recorder, a woodwind musical instrument. Two die-struck replicas of the<br />

<strong>University</strong> seal are affixed to the top.<br />

The mace was designed and crafted in 1986 by Dustin Davis of the<br />

<strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> Department of Visual Arts.<br />

T H E M E D A L L I O N<br />

The <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> medallion is a replica of the seal of the<br />

<strong>University</strong> and is worn by the President at all formal academic convocations as<br />

a symbol of leadership and responsibility vested in that office.<br />

The Presidential medallion is die-struck metal with a highly polished gold<br />

finish. The design depicts a torch and book atop a column encircled by the<br />

name <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> and the founding date of the <strong>University</strong>, 1898,<br />

with mountains in the background. The torch and open book symbolize the<br />

enlightenment of higher education, while banners on each side proclaim the<br />

dual mission of the <strong>University</strong>: Scholarship and Leadership. The mountains<br />

represent not only the location of the <strong>University</strong>, but timelessness and<br />

endurance, and the column represents the <strong>University</strong>’s foundation in the liberal<br />

arts and sciences. The seal’s original design was the result of a competition<br />

among the members of the junior class of 1960. By class vote, student Janet<br />

Beadle’s design was selected.

regalia, cords or sashes to signify their involvement in various organizations<br />

or to recognize specific achievements. Cum. GPA stands for cumulative grade<br />

point average on a 4.0 scale. Please note: Not all cords or drapes will be<br />

represented at both ceremonies.<br />

Gray cords with blue tassels: Psi Chi, national psychology honorary; achievement of<br />

3.0 cum. GPA and 3.2 GPA in major.<br />

Gold sash: Phi Epsilon Kappa, physical education honorary; achievement of 3.0 cum.<br />

GPA in major.<br />

Brown, blue and gold sash: Gamma Theta Upsilon, geography honorary;<br />

achievement of 3.0 cum. GPA in major and 2.75 overall cum. GPA.<br />

Red and black sash: Maryland Student Education Association; graduates entering the<br />

teaching field who have been active MSEA members.<br />

Gold cord with gold and green tassels: Alpha Epsilon Rho, mass communication<br />

symbolizes pride in African cultural heritage.<br />

Red, black and white cords: Membership in the Student Government Association.<br />

Navy blue and silver cords: Student membership in the American Society of<br />

Mechanical Engineers; accomplishment of service to the professional society.<br />

Cord or sash with insignia of a particular country: Indication of an international<br />

or study abroad student earning his/her degree at FSU.<br />

Red, black and white cords: Pi Sigma Alpha, political science honorary; achievement<br />

of 3.25 cum. GPA in major and 3.25 overall cum. GPA.<br />

Blue and white cords: National Residence Hall Honorary; one year of living in a<br />

residence hall, minimum cum. GPA of 3.0, record of service to and leadership in the<br />

residence hall system.<br />

Light blue and white cords: International Relations Club; active member for two<br />

years with achievement of 2.5 GPA.<br />

Green, red and white cords: Pre-Professional Medical Society, shared interest;<br />

members of PPMS share a common interest in practicing a branch of medicine and<br />

actively participate in community service.<br />

Green and red cords: Beta Beta Beta, National Biology Honor Society; full<br />

membership requires achievement of 3.0 GPA overall and in biology courses.<br />

Navy blue, gold and white cords: Student membership in the Student Affiliates<br />

of the American Chemical Society; accomplishment of service to the society.<br />

Blue, white and red: Pi Delta Phi, French National Honor Society; achievement<br />

Royal purple and old gold twisted cords/sash: Delta Sigma Pi, an international<br />

professional business co-ed fraternity for MBA and accounting, economics, and<br />

business administration majors.<br />

Yellow and white cords: Order of Omega, Greek National Honor Society; achievement<br />

of a 3.0 GPA and leadership in a Greek letter organization.<br />

Black and gold cords: Phi Eta Sigma, freshman national honor society; achievement<br />

of 3.5 GPA as first year student.<br />

Gold medallion with red and black ribbon: Participant in the Sloop Institute for<br />

Excellence in Leadership.<br />

White stole with UPE logo: Upsilon Pi Epsilon, National Honor Society for the<br />

Computing and Information Disciplines; achievement of 3.2 cum. GPA in major at time<br />

of induction.<br />

Teal cords: Alpha Kappa Delta, Sociology Honor Society; achievement of 3.0 overall<br />

cum. GPA and in sociology courses taken, minimum of 12 credit hours of sociology.<br />

Navy blue and light gray: Membership in the FSU student chapter of the Society for<br />

Human Resources Management (SHRM).<br />

Red and blue with red and blue tassels: Phi Alpha Theta, national history, honorary;<br />

achievement of 3.0 cum. GPA and 3.2 GPA in major.<br />

Red and white cords: Lambda Pi Eta, Communication Studies honorary; achievement<br />

of 3.25 cum. GPA in the major and 3.0 overall cum. GPA.<br />

Purple and gold cords: Kappa Pi, International Honorary Art Fraternity; achievement<br />

of 3.0 cum. GPA in major.<br />

Purple, teal and metallic cords: The BURG Peer Education Network students must be<br />

peer educators for four years; must have at least a 2.5 GPA and pass the national peer<br />

education certification upon graduation; colors represent passion, leadership and<br />

character.<br />

Navy, red and gold cords: Gamma Sigma Epsilon, Chemistry Honor Society;<br />

achievement of GPA of 3.0 or higher in chemistry and overall; recognition of membership<br />

in the society; encouragement of research and scholarship in the chemical<br />

sciences.<br />

Red and white cords with tassels: Sigma Alpha Iota, International Music Fraternity;<br />

encourages, nurtures and supports the art of music.<br />

Purple and silver cords with tassels: Membership in the <strong>University</strong> <strong>Program</strong>ming<br />

Council Executive Board; accomplishments in service and leadership; minimum GPA of<br />

2.3 required.<br />

Red, black and green cords: Membership in the African Students Association; the<br />

colors represent the blood of the ancestors, the African diaspora, and mother-continent<br />

Africa; the ankh represents the coming together of African man and woman in<br />

the creation of life and family.<br />

Red, black and gold cords: Phi Mu Alpha Sinfonia, men’s social fraternity in music<br />

founded in 1898 at the New England Conservatory of Music in Boston; membership<br />

requires only a love of music and efforts to advance music in America.<br />

Rose and green cords: Delta Zeta; national sorority founded in Oxford, OH in 1902;<br />

known as the “Mother of Fraternities;” non-profit organization that supports<br />

scholarship, leadership, philanthropy and education; minimum GPA of 2.5, 10<br />

philanthropy hours per semester and fulfill one position within the organization for a<br />

one-year term.<br />

Red and black twisted cords: Bobcat Ambassadors; students actively involved on<br />

campus; minimum cumulative GPA of 2.25, strong speaking skills, pride and<br />

enthusiasm for <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong><br />

Dr. Kevin Peterson, professor in the Department of Psychology, has<br />

been a member of the FSU faculty since 1992. His teaching specialties are<br />

psychological testing and assessment, and he coordinates the<br />

undergraduate internship program. He is licensed in Maryland as a<br />

psychologist and consults with agencies throughout the region. He holds a<br />

bachelor’s degree from the <strong>University</strong> of Steubenville, a master’s from<br />

<strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> and his doctorate from West Virginia <strong>University</strong>.

Lindsey Glotfelty graduates today with a<br />

double major in psychology and biology and a<br />

minor in chemistry. She came to FSU to pursue<br />

her dream of entering the medical field and has<br />

maintained a 4.0 GPA. “Reflecting on these past<br />

four years, I have had my fair share of hardships,<br />

but always pushed past them. It’s important in<br />

life to be able to overcome obstacles and push forward toward a goal,” said<br />

Lindsey. During her time at FSU, Lindsey has served as an active member of the<br />

Pre-Professional Medical Society and the Wildlife Society. She is also active with<br />

two local volunteer fire departments and a church where she helps with<br />

fundraising and charity events. In her future career, she hopes to blend her<br />

knowledge of pharmaceuticals and her understanding of psychological<br />

disorders to better serve those who struggle with health issues.<br />

Student & Educational Services<br />

Dr. Jesse Ketterman has served in various<br />

capacities during his 14 years at FSU, formerly as<br />

director of Student Development and assistant<br />

and associate director of Residence Life, and<br />

presently as assistant vice president for Student<br />

Services and dean of students. Ketterman received a national award as Mid-<br />

Level Student Affairs Professional of the Year by NASPA: Student Affairs<br />

Administrators in Higher Education and was named a member of The Daily<br />

Record’s VIP List because of his outstanding professional accomplishment, civic<br />

involvement and impact of achievement before age 40. He was elected treasurer<br />

of the Association for Student Conduct Administrators and serves as the secretary<br />

for the <strong>Frostburg</strong> Business and Professionals Association. He works with his<br />

fraternity, Kappa Alpha Order, and was inducted into its Hamilton Court of<br />

Honor. He earned two master’s degrees from FSU in business administration and<br />

education and holds a Ph.D. in educational leadership from Touro <strong>University</strong><br />

International. He and his wife, Lynn, support a number of scholarship funds,<br />

including the newly established Buckheit-Ketterman Family Scholarship.<br />

Appointed as a member of the <strong>University</strong><br />

System of Maryland Board of Regents in July<br />

2010, Dr. Paul L. Vance has over 30 years of<br />

combined experience in education. He served as<br />

superintendent of schools for the District of<br />

Columbia Public School System from 2003 to<br />

2006. Prior to that, he served as an area associate<br />

superintendent, deputy superintendent and then superintendent of Montgomery<br />

County Schools. He also served as principal of the Clarence E. Pickett Middle<br />

School in Philadelphia and social studies/science specialist. Vance has been<br />

awarded Educator of the Year from the African American Business Council and<br />

the Excellence and Service award from Montgomery County Alliance of Black<br />

School Educators. He has won the Lifetime Achievement Award and been<br />

inducted into the Hall of Fame by the National Alliance of Black School<br />

Educators. He was awarded the Legacy Award from the Montgomery County<br />

Workforce Development Commission. Vance obtained his master’s degree and<br />

Doctor of Education from the <strong>University</strong> of Pennsylvania.

AT THIS COMMENCEMENT, degrees are conferred upon persons who completed<br />

requirements in January and May 2013. As final action cannot always be taken by<br />

the time this program is printed, the list of candidates here is tentative only.<br />

The transcript of the <strong>University</strong>, signed and sealed by its proper officer, remains the<br />

official testimony to the possession of a degree.<br />

The designation of honors is based on the grade point average at the end of the<br />

intersession semester. The final grade point average will determine honor ranking.<br />

This commencement program lists the primary major for each candidate.<br />

If an undergraduate student has completed at least 50 credits at <strong>Frostburg</strong> <strong>State</strong><br />

<strong>University</strong> with a high cumulative grade point average, the scholastic achievement is<br />

recognized in the honors degree, awarded as follows: Cum Laude 3.400 - 3.649;<br />

Magna Cum Laude 3.650 - 3.899; and Summa Cum Laude 3.900 and above.<br />

A number of candidates for graduation who will complete their studies over the<br />

summer will be participating in the afternoon ceremony today. These students, from<br />

During this <strong>Commencement</strong>, the <strong>University</strong> recognizes students who have successfully<br />

completed the collaborative program in mechanical engineering offered by the<br />

<strong>University</strong> of Maryland, College Park and <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>. In this unique<br />

program, initiated in 1997 and the first of its kind in the country, students achieve<br />

their degrees through a combination of traditional classroom instruction and interactive<br />

Dr. Kevin Peterson, professor in the Department of Psychology, has<br />

been a member of the FSU faculty since 1992. His teaching specialties are<br />

psychological testing and assessment, and he coordinates the<br />

undergraduate internship program. He is licensed in Maryland as a<br />

psychologist and consults with agencies throughout the region. He holds<br />

a bachelor’s degree from the <strong>University</strong> of Steubenville, a master’s from<br />

<strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> and his doctorate from West Virginia <strong>University</strong>.

College of Business<br />

Caleb Stair is graduating with a major in<br />

economics and a minor in mathematics. He has<br />

served as a Bobcat Ambassador for several years<br />

and has attained a 3.6 cumulative GPA and a 4.0<br />

in his major. “I did not even consider any other<br />

universities. As a student, I have immersed<br />

myself in many aspects of <strong>Frostburg</strong> <strong>State</strong><br />

<strong>University</strong>,” says Caleb. He has served as captain of the FSU swim team for two<br />

years and is well-liked and respected by his peers and teachers. During his time<br />

at FSU, Caleb has been an active member of the Economics Club; Beta<br />

Gamma Sigma, the Business Honors Society; vice president of the Water Polo<br />

Club; head swim instructor for Activities for Life; and a student aide in the<br />

Admissions Office. Caleb believes that he will be a step ahead of his<br />

contemporaries because of the education he has received at the College of<br />

Business at FSU.<br />

M A N E Y G A L E<br />

College of Education<br />

Maney Gale graduates today as a recreation and<br />

parks management major, with a 3.46 GPA. She<br />

is a non-traditional student who has persevered<br />

to complete her degree program at <strong>Frostburg</strong>.<br />

She characterizes herself as a full-time mom<br />

and student, with a full-time job. “As a<br />

non‐traditional student who began at FSU over 10 years ago, I hope to serve as<br />

an example that it’s never too late to pursue your education and be a<br />

successful student while leading a jam‐packed life as well,” said Maney.<br />

During her time as an FSU student, Maney served as a team leader for the<br />

<strong>Frostburg</strong> Halloween parade and party, East End Playground Assessment, Laser<br />

Tag Battle to Beat Cystic Fibrosis and the Evergreen Heritage Center Nature<br />

Center Design Project, and a member of the Jennings-Randolph Lake Visitor<br />

Survey Research Project. She is employed as the program coordinator for<br />

Continuing Education and Health, Wellness and Fitness in the new CARC<br />

building at Garrett College.<br />

PA U L L . VA N C E , E D . D .<br />

Regent, USM Board of Regents<br />

Appointed as a member of the <strong>University</strong><br />

System of Maryland Board of Regents in July<br />

2010, Dr. Paul L. Vance has over 30 years of<br />

combined experience in education. He served as<br />

superintendent of schools for the District of<br />

Columbia Public School System from 2003 to<br />

2006. Prior to that, he served as an area<br />

associate superintendent, deputy superintendent and then superintendent of<br />

Montgomery County Schools. He also served as principal of the Clarence E.<br />

Pickett Middle School in Philadelphia and social studies/science specialist.<br />

Vance has been awarded Educator of the Year from the African American<br />

Business Council and the Excellence and Service award from Montgomery<br />

County Alliance of Black School Educators. He has won the Lifetime<br />

Achievement Award and been inducted into the Hall of Fame by the National<br />

Alliance of Black School Educators. He was awarded the Legacy Award from<br />

the Montgomery County Workforce Development Commission. Vance<br />

obtained his master’s degree and Doctor of Education from the <strong>University</strong> of<br />

Pennsylvania.<br />

M R . T O M C R E A M E R ’ 8 2<br />

Manager of Technology Consulting<br />

and Data Analysis<br />

Thomas Creamer is manager of<br />

Technology Consulting and Data Analysis<br />

within Marriott’s Technology Management<br />

Center, with responsibility for the processes and<br />

procedures that result in the expenditure of<br />

more than $40 million annually. He recently<br />

received two Marriott Values in Practice awards<br />

for his efforts to lower costs and increase staff efficiency. One of his efforts<br />

resulted in savings of more than $2.1 million over the last two years. Before<br />

moving into technology procurement in the private sector, Creamer worked<br />

for 10 years on Capitol Hill, initially as a legislative aide and later as systems<br />

manager for the congressional computer networks. He has been an election<br />

judge with the Montgomery County Board of Elections for four years. After<br />

his father died in 2003, Creamer established the Paul J. Creamer Memorial<br />

Scholarship in FSU’s Political Science Department. In 2010, he was<br />

appointed to the Board of Directors of the FSU Foundation, Inc.

AT THIS COMMENCEMENT, degrees are conferred upon persons who completed<br />

requirements in January and May 2013. As final action cannot always be taken by<br />

the time this program is printed, the list of candidates here is tentative only.<br />

The transcript of the <strong>University</strong>, signed and sealed by its proper officer, remains the<br />

official testimony to the possession of a degree.<br />

The designation of honors is based on the grade point average at the end of the<br />

intersession semester. The final grade point average will determine honor ranking.<br />

This commencement program lists the primary major for each candidate.<br />

If an undergraduate student has completed at least 50 credits at <strong>Frostburg</strong> <strong>State</strong><br />

<strong>University</strong> with a high cumulative grade point average, the scholastic achievement is<br />

recognized in the honors degree, awarded as follows: Cum Laude 3.400 - 3.649,<br />

Magna Cum Laude 3.650 - 3.899, and Summa Cum Laude 3.900 and above.<br />

A number of candidates for graduation who will complete their studies over the<br />

summer will be participating in this ceremony. These students, from all three<br />

Today we welcome you into a proud fellowship – that of<br />

alumni of <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> and the institutions that<br />

preceded it: <strong>Frostburg</strong> <strong>State</strong> College, <strong>Frostburg</strong> <strong>State</strong> Teacher’s<br />

College and <strong>State</strong> Normal School #2 at <strong>Frostburg</strong>. As other<br />

alumni will attest, with the education you have received here, the<br />

sky is the limit for you.<br />

internships or other experiential learning that further enhanced<br />
