7 May 2013 Dear Stakeholder INSHORE OBSERVER PROGRAMME 2013/2014 – DRAFT PLAN FOR CONSULTATION The Ministry for Primary Industries (MPI) and the Department of Conservation (DOC) invite you to provide your views on the proposals outlined in the draft plan. MPI and DOC are proposing observer coverage as part of the Programme. The Programme’s draft plan, developed jointly by MPI and DOC with some stakeholder input, is available online at http://www.fish.govt.nz/en-nz/Consultations/default.htm and as part of the wider DOC’s Draft Conservation Services Programme Annual Plan at http://www.doc.govt.nz/getting-involved/consultations/current/. The goals of the Programme are to: inform management of impacts from fishing on protected species by identifying and quantifying interactions between inshore fisheries and protected species, and assessing the effectiveness of mitigation measures, where appropriate; minimise adverse effects of fishing on the aquatic environment, including on biological diversity; and inform management of fish stocks by gathering biological and other information on board fishing vessels During 2013/14, MPI and DOC are proposing observer coverage on: set net and trawl vessels on the East and West Coasts of the South Island; bottom longline vessels on the North-East Coast of the North Island; and set net and trawl vessels on the West Coast of the North Island (subject to pending Ministerial decisions). As result of initial engagement with stakeholders, the draft plan includes a small change to the dates initially proposed for bottom longline coverage. Once this consultation period closes, all submissions will be considered before the plan is finalised. Final advice on the Inshore Observer Programme 2013/2014 (the Programme) will be provided to the Minister for Primary Industries and the Minister of Conservation.
