The U.S. Government, through a reimbursable arrangement with the <strong>Saudi</strong> Government, is<br />
work<strong>in</strong>g with <strong>Saudi</strong> authorities to upgrade customs valuation procedures. As part of its WTO<br />
accession, <strong>Saudi</strong> <strong>Arabia</strong> will b<strong>in</strong>d its tariffs on over three-fourths of U.S. exports of <strong>in</strong>dustrial<br />
goods at an average rate of 3.2% and 15% on over 90% of agricultural products.<br />

The <strong>Saudi</strong> <strong>Arabia</strong>n Standards Organization (SASO) has about 14,000 SASO<br />
promulgated standards, and is actively pursu<strong>in</strong>g the promulgation of hundreds of new<br />
standards currently <strong>in</strong> various draft<strong>in</strong>g stages of development. SASO has decided to<br />
adopt ISO 9000 as the approved standards for <strong>Saudi</strong> <strong>Arabia</strong>, and will act as an<br />
accreditation body through the Quality Assurance Department. Compliance will be on a<br />
voluntary basis. However, it would be prudent for American <strong>in</strong>dustry and services to<br />
consider this matter seriously <strong>in</strong> plann<strong>in</strong>g to do bus<strong>in</strong>ess <strong>in</strong> <strong>Saudi</strong> <strong>Arabia</strong>. There may be<br />
many cases where procurement agencies will <strong>in</strong>sist on purchas<strong>in</strong>g and plac<strong>in</strong>g orders<br />
only with those companies that are <strong>in</strong> compliance with ISO 9000, or the U.S. equivalent<br />
series.<br />
<strong>Saudi</strong> <strong>Arabia</strong> is the most <strong>in</strong>fluential member of the Gulf Cooperation Council (GCC),<br />
which <strong>in</strong>cludes five other countries <strong>in</strong> the <strong>Arabia</strong>n Pen<strong>in</strong>sula: United Arab Emirates,<br />
Kuwait, Bahra<strong>in</strong>, Oman, and Qatar. As a group, the GCC is striv<strong>in</strong>g to create a common<br />
set of food standards, with the <strong>Saudi</strong> <strong>Arabia</strong>n Standards Organization (SASO) as the<br />
lead agency. SASO is the only <strong>Saudi</strong> organization responsible for sett<strong>in</strong>g national<br />
standards for commodities and products, measurements, test<strong>in</strong>g methods,<br />
meteorological symbols and term<strong>in</strong>ology, commodity def<strong>in</strong>itions, safety measures, and<br />
environmental test<strong>in</strong>g, as well as other subjects approved by the organization’s Board of<br />
Directors. While standards are set by SASO, the laboratories of the <strong>Saudi</strong> M<strong>in</strong>istry of<br />
Commerce and Industry perform sample test<strong>in</strong>g of all processed and packaged food<br />
items at various ports of entry. The <strong>Saudi</strong> M<strong>in</strong>istry of Municipality and Rural Affairs’<br />
Environmental Control Department tests foodstuffs at po<strong>in</strong>ts of sale for product safety
