<strong>Saudi</strong> <strong>Arabia</strong> conta<strong>in</strong>s significant <strong>in</strong>dustrial m<strong>in</strong>erals beside the oil and gas fields. The Deputy<br />

M<strong>in</strong>istry for M<strong>in</strong>eral Resources (DMMR) has located 1,273 sites of precious metals, and 1,171<br />

sites of non-precious metals. Over 30 m<strong>in</strong>erals have already been identified <strong>in</strong> the K<strong>in</strong>gdom,<br />

with at least 15 <strong>in</strong>dustrial m<strong>in</strong>eral that could successfully be exploited by <strong>in</strong>vestors. Feasibility<br />

studies have shown that many of the <strong>in</strong>dustrial m<strong>in</strong>erals <strong>in</strong>dentified <strong>in</strong> the K<strong>in</strong>gdom would have a<br />

return on <strong>in</strong>vestment close to 30 percent. Despite of m<strong>in</strong>eral wealth, <strong>Saudi</strong> <strong>Arabia</strong> is still <strong>in</strong> the<br />

prelim<strong>in</strong>arily stage, particularly <strong>in</strong> the metallic m<strong>in</strong>erals. The government established <strong>Saudi</strong><br />

<strong>Arabia</strong>n M<strong>in</strong><strong>in</strong>g Company (Ma’aden) <strong>in</strong> 1997, and <strong>Saudi</strong> Geological Survey Agency <strong>in</strong> 2000 to<br />

survey, identify and explore m<strong>in</strong><strong>in</strong>g resources and prepare them to be attractive for local and<br />

foreign <strong>in</strong>vestors.<br />

The government aims to diversify the economy and become a lead<strong>in</strong>g exporter of m<strong>in</strong>erals<br />

beside oil and gas. There are, however, many challenges and obstacles fac<strong>in</strong>g the m<strong>in</strong><strong>in</strong>g<br />

sector, which <strong>in</strong> the turn may require a long period of time before the government’s goal is<br />

achieved. At the top of these challenges is the fact that most of m<strong>in</strong><strong>in</strong>g resource are <strong>in</strong> remote<br />

areas and lack basic <strong>in</strong>frastructures. This has made m<strong>in</strong><strong>in</strong>g very costly to develop, not only for<br />

the government but also for the private sector.<br />

Data on the potential market size are extremely difficult to estimate. The m<strong>in</strong><strong>in</strong>g <strong>in</strong>dustry <strong>in</strong><br />

<strong>Saudi</strong> <strong>Arabia</strong> is at the beg<strong>in</strong>n<strong>in</strong>g of a large expansion, as the country beg<strong>in</strong>s to exploit large<br />

m<strong>in</strong>eral resources identified some time ago. The country is simultaneously implement<strong>in</strong>g<br />

several large-scale transportation <strong>in</strong>frastructure projects, requir<strong>in</strong>g much of the same equipment<br />

as the m<strong>in</strong><strong>in</strong>g projects.<br />

In recent years, the <strong>Saudi</strong> government has recognized the potential of the m<strong>in</strong><strong>in</strong>g and m<strong>in</strong>erals<br />

sector to become the third pillar of the K<strong>in</strong>gdom’s economy, beh<strong>in</strong>d oil and petrochemicals.<br />

Geological surveys carried out over the past 53 years have proven that the K<strong>in</strong>gdom has large<br />

m<strong>in</strong>eral deposits that are commercially viable for exploitation. The government is committed to<br />

fully realiz<strong>in</strong>g the potential of the m<strong>in</strong><strong>in</strong>g sector, and is seek<strong>in</strong>g to attract <strong>in</strong>vestors, partners and<br />

suppliers. A new m<strong>in</strong><strong>in</strong>g law adopted <strong>in</strong> 2004 to allow greater access for foreign companies to<br />

the k<strong>in</strong>gdom’s m<strong>in</strong>eral resources is beg<strong>in</strong>n<strong>in</strong>g to br<strong>in</strong>g results.<br />

Ma’aden’s alum<strong>in</strong>um project <strong>in</strong>cludes the development and construction of a bauxite m<strong>in</strong>e near<br />

Al-Baitha with a m<strong>in</strong>e life of over 30 years at an annual capacity of 4,000,000 metric tons as well<br />

as facilities for handl<strong>in</strong>g raw materials. It also comprises the development, design, construction<br />

and operation of an <strong>in</strong>tegrated alum<strong>in</strong>um operation at Ras Az-Zawr about 90 km north of Jubail<br />

Industrial City. Facilities there will <strong>in</strong>clude an alum<strong>in</strong>a ref<strong>in</strong>ery with a capacity of 1,800,000<br />

metric tons per year, a 740,000 metric ton per year alum<strong>in</strong>um smelter and an alum<strong>in</strong>um roll<strong>in</strong>g<br />

mill with a capacity of 250,000 tons per year.<br />

The Bauxite will be transported from the m<strong>in</strong>e site located between Hail and Qassim prov<strong>in</strong>ces,<br />

via the north-south railway to Ras Az-Zawr where it will be ref<strong>in</strong>ed to produce alum<strong>in</strong>a, which <strong>in</strong><br />

turn will be processed <strong>in</strong> the alum<strong>in</strong>um smelter to produce alum<strong>in</strong>um. The m<strong>in</strong>e plan has been
