4 MASTER PLAN ANNUAL UPDATE commissions. the tentative five-Year Work Program must be adopted by the state secretary of the department of transportation by july 1 of each year. funding is then annually appropriated by the florida legislature. for this update of the turnpike master Plan, the tentative five-Year Work Program includes projects and activities funded in fY 2012 through fY 2016 totaling approximately $2.9 billion. 3.3 ten-Year fInance Plan annually, the turnpike builds upon the five-Year Work Program to develop a ten-Year finance Plan. The Ten-Year Finance Plan is also a financially feasible document that contains all projects programmed in the adopted and tentative five- Year Work Program, and four additional years of planned project improvements. the ten-Year finance Plan used to develop this Update of the turnpike master Plan includes programmed and planned projects for fY 2011 through fY 2020. the ten-Year finance Plan consists of projects programmed in fY 2011 from the current adopted five-Year Work Program, the projects programmed in fY 2012 through fY 2016 of the tentative five-Year Work Program, and projects planned for the four additional outer years, fY 2017 through fY 2020. fte's ten-year finance plan from adopted Work program fY 2011 from tentative Work program fY 2012 through fY 2016 plus outer years fY 2017 through fY 2020 3.4 lIst of UnfUnded needs Projects In addition to containing ten years of programmed and planned capital improvement projects, the turnpike master Plan includes unfunded capital improvement project needs. the list of unfunded needs Projects is a longer-range planning tool used to identify future projects that could be advanced into the ten-Year finance Plan when funding becomes available. the horizon year for the list of unfunded needs projects is 2035. 4.0 the turnpike master plan update (fY 2011 throUgh fY 2035) the turnpike master Plan is composed of the ten- Year finance Plan and the list of unfunded needs Projects. an update to the turnpike master Plan is produced annually in the may-june time frame to reflect updates to the Turnpike Ten-Year Finance Plan and to identify unfunded needs projects. this annual update to the master Plan is for the planning time frame of fY 2011 through fY 2035. this annual update to the turnpike master Plan includes 34 projects programmed for construction. these projects consist of seven highway widenings, fifteen interchanges, four projects to modernize and streamline electronic toll collection, and eight service plaza reconstructions. for informational purposes, the master Plan includes ten improvement projects and one expansion project that are currently under construction. these projects consist of four highway widenings, two interchanges, one expansion facility, and four toll collection facility projects. the toll collection projects include a lane conversion to dedicated sunPass toll collection at the eastern toll Plaza on the Polk Parkway, and three phases of the A lane conversion to dedicated SunPass toll collection at the Eastern Toll Plaza on the Polk Parkway.

Within each five-year increment, projects are not necessarily listed in priority order. all interchange projects included in the needs Plan are assumed to be needed by 2035. the needs Plan also contains Phases 7 through 9 of the turnpike system-wide plan to convert toll collection to an all-electronic format. these projects are not necessarily listed in priority order and are assumed to be needed by 2035. detailed descriptions of projects programmed for the construction phase have been prepared for the turnpike master Plan. In addition, the projects are summarized in project tables, and are graphically displayed on project maps. several of the project descriptions include more than one project, as indicated in the project tables. 4.1 Project descrIPtIons Project descriptions are provided below for all projects funded for construction in the ten-Year finance Plan. the projects below are listed in the order of the financial Project number (fPn). 406095-1; 406099-1 Widen the turnpike mainline from the heft to north of johnson street and Implement the turnpike Interchange Modification at Hollywood boulevard in broward county. this is a project to widen the turnpike mainline/s.r. 91 from the heft to north of johnson street from six to eight travel lanes, including pavement milling and resurfacing. this project is approximately 3.7 miles in length and includes bridge widenings over Pembroke road, hollywood boulevard, and johnson street. FY 2011 - FY 2035 It also includes the implementation of the major reconstruction of the hollywood boulevard Interchange. the interchange reconstruction consists of the addition of new ramps to and from the north at the existing interchange. these new ramps will be configured in a tight diamond. Both projects are programmed for construction in fY 2020. 406095-4 Widen the turnpike mainline from north of johnson street to Griffin Road in Broward County. this is a project to widen the turnpike mainline/s.r. 91 from just north of Johnson Street to Griffin Road from six to eight travel lanes, including pavement milling and resurfacing. this project is approximately 3.4 miles in length and also includes the replacement of the sheridan street bridge over the turnpike. this project is programmed for construction in fY 2020. 406151-1; 406151-4 Widen the veterans expressway from memorial highway to south of gunn highway and Implement conversion to allelectronic tolling (aet) Phase 6 on the veterans expressway and suncoast Parkway in hillsborough, Pasco, and hernando counties. This project is composed of two major items. The first of these is the widening of the veterans expressway/ s.r. 589 from memorial highway to south of gunn highway from four-lanes to a total of eight travel lanes, including pavement milling and resurfacing. the widening project includes the replacement of the anderson toll Plaza and realignment of the anderson road ramps to alleviate congestion. It also includes the construction of sound barrier walls to reduce noise to affected communities and special aesthetic treatment for the sound barrier walls and the retaining walls. the second major component of this project is the implementation of aet Phase 6. this is a project to convert all existing toll collection facilities on the 5
