the turnpike earns revenues from toll collections<br />
and concession fees on its 460 miles of limitedaccess<br />
tolled facilities. a capital improvements<br />
program called the five-Year Work Program is<br />
developed from a combination of turnpike toll and<br />
concession revenues and from bond proceeds<br />
obtained by leveraging those revenues. though<br />
the turnpike is generally a self-funded entity,<br />
the five-Year Work Program may also contain<br />
federal funding awards and/or private developer<br />
funding contributions toward projects. generally,<br />
private entities who propose projects to serve<br />
their developments are expected to pay for those<br />
projects.<br />
The Five-Year Work Program is a financially feasible<br />
document containing all of the turnpike capital<br />
improvement projects that are funded for a<br />
five-year time period by phase, funding type,<br />
and year. the five-Year Work Program is updated<br />
annually to reflect the next five-year time frame of<br />
project funding by dropping the current or first year<br />
of funding and adding a new outer or fifth year<br />
of funding. In the fall of each year, the turnpike<br />
develops a tentative five-Year Work Program that<br />
is presented to the local governments at public<br />
hearings conducted by metropolitan <strong>Plan</strong>ning<br />
organizations (mPos) or, in rural areas, by county<br />
