FY 2011 - FY 2035<br />
this document summarizes the 2011 <strong>Update</strong> of<br />
florida’s turnpike enterprise master <strong>Plan</strong> for the<br />
short-, intermediate-, and long-term planning of<br />
major capital improvement projects. the master<br />
<strong>Plan</strong> is updated annually in response to changing<br />
project needs and changing funding levels. It<br />
includes a ten-Year finance <strong>Plan</strong> of programmed<br />
and planned improvements and a list of unfunded<br />
needs Projects. the planning time frame for this<br />
master <strong>Plan</strong> <strong>Update</strong> is fY 2011 through fY 2035.<br />
2.0 types of turnpike projects<br />
the turnpike master <strong>Plan</strong> includes a variety of<br />
transportation projects. these projects are generally<br />
categorized as either improvement projects<br />
or expansion projects. Improvement projects<br />
are those that add capacity and/or access to<br />
existing facilities and include highway widenings,<br />
new or modified interchanges, service plaza<br />
improvements, and toll plaza improvements.<br />
expansion projects are new facilities and include<br />
new expressways or tolled expressway lanes on<br />
existing non-tolled limited-access facilities.<br />
the 2011 <strong>Update</strong> to the turnpike master <strong>Plan</strong> also<br />
features improvement projects known as efficiency<br />
projects. these projects are generally smaller in<br />
scope and have a much lower project cost than<br />
traditional turnpike improvement projects. they<br />
are identified to address specific operational<br />
needs and safety issues on the turnpike system<br />
that normally would be included as part of major<br />
widening projects. however, since the turnpike has<br />
been operating with reduced revenues for the past<br />
few years, several of its major widening projects<br />
have been deferred. The <strong>Turnpike</strong>’s efficiency<br />
projects provide interim preservation and safety<br />
benefits to the system until deferred projects can<br />
be programmed and implemented. they are<br />
also compatible with the florida department<br />
of transportation (fdot) transportation system<br />
management and operations (tsm&o) Program<br />
that promotes cost-effective investment decisions<br />
for projects that improve mobility performance.<br />
