MASTER PLAN UPDATEFY
2011 - FY 2035
FY 2011 - FY 2035
this document summarizes the 2011 Update of
florida’s turnpike enterprise master Plan for the
short-, intermediate-, and long-term planning of
major capital improvement projects. the master
Plan is updated annually in response to changing
project needs and changing funding levels. It
includes a ten-Year finance Plan of programmed
and planned improvements and a list of unfunded
needs Projects. the planning time frame for this
master Plan Update is fY 2011 through fY 2035.
2.0 types of turnpike projects
the turnpike master Plan includes a variety of
transportation projects. these projects are generally
categorized as either improvement projects
or expansion projects. Improvement projects
are those that add capacity and/or access to
existing facilities and include highway widenings,
new or modified interchanges, service plaza
improvements, and toll plaza improvements.
expansion projects are new facilities and include
new expressways or tolled expressway lanes on
existing non-tolled limited-access facilities.
the 2011 Update to the turnpike master Plan also
features improvement projects known as efficiency
projects. these projects are generally smaller in
scope and have a much lower project cost than
traditional turnpike improvement projects. they
are identified to address specific operational
needs and safety issues on the turnpike system
that normally would be included as part of major
widening projects. however, since the turnpike has
been operating with reduced revenues for the past
few years, several of its major widening projects
have been deferred. The Turnpike’s efficiency
projects provide interim preservation and safety
benefits to the system until deferred projects can
be programmed and implemented. they are
also compatible with the florida department
of transportation (fdot) transportation system
management and operations (tsm&o) Program
that promotes cost-effective investment decisions
for projects that improve mobility performance.
Mainline widening from Interstate 4 to north of Gotha Road.
