and Control Form (CCF) and must explain<br />

the collector’s responsibility for maintaining<br />

the integrity of the collection process,<br />

ensuring the privacy of the employees being<br />

tested, and ensuring the security of the<br />

specimen. The collector must also be<br />

trained on how to avoid conduct or<br />

statements that could be viewed as offensive<br />

or inappropriate.<br />

Proficiency Demonstration. Collectors<br />

must also demonstrate proficiency with the<br />

procedures by completing five consecutive<br />

error-free mock collections. Two of the<br />

mock collections must be uneventful, one<br />

will have insufficient volume, one collection<br />

will have a temperature out of range, and<br />

one collection deals with an employee’s<br />

refusal to sign the CCF and initial the<br />

specimen bottle tamper-evident seal. The<br />

demonstration must be monitored and<br />

evaluated by a qualified monitor who must<br />

attest in writing that the mock collections<br />

were performed with no errors.<br />

The monitor must be an individual who<br />

has demonstrated the necessary knowledge,<br />

skills, and abilities by successfully<br />

completing qualification training for<br />

collectors and by conducting DOT drug test<br />

collections on a regular basis for at least a<br />

year, or by conducting collector training<br />

under Part 40 for at least a year, or by<br />

successfully completing a “train the trainer”<br />

course.<br />

Refresher Training. Refresher training<br />

is required at least every 5 years from the<br />

date on which the collector satisfactorily<br />

completed the initial qualification training<br />

and proficiency demonstration, and it must<br />

meet the same requirements for both.<br />

Error Correction Training. Error<br />

correction training is required every time the<br />

collector makes a mistake in the collection<br />

process, causing a test to be cancelled,<br />

including both fatal and uncorrected flaws.<br />

The training must occur within 30 days of<br />

the date the collector is notified of the error<br />

and the resulting test cancellation. The<br />

training must cover the subject matter<br />

area(s) of the error that caused the<br />

cancellation.<br />

The error correction training must be<br />

followed by a proficiency demonstration.<br />

The demonstration must include three errorfree<br />

mock collections, (two on the subject<br />

matter of the error and one uneventful) that<br />

are monitored and attested to in writing by a<br />

qualified monitor.<br />

Breath Alcohol Technicians/Screen Test<br />

Technicians<br />

Breath alcohol technicians (BATs) and<br />

screen test technicians (STTs) are the only<br />

people authorized to conduct DOT alcohol<br />

tests. An STT can conduct only an alcohol<br />

screen test, while a BAT can conduct both a<br />

screen test and a confirmatory test. BATs<br />

and STTs must meet the following<br />

requirements:<br />

Basic Information. BATs and STTs<br />

must be knowledgeable about the alcohol<br />

testing procedures set forth in 49 CFR Part<br />

40, and the current DOT guidance. These<br />

publications are available from the ODAPC<br />

at http://www.dot.gov/ost/dapc.<br />

Qualification Training. BATs and<br />

STTs must undergo training that is in<br />

accordance with the DOT Model BAT or<br />

STT course, or an equivalent. The DOT<br />

Model course is available for purchase from<br />

the ODAPC at the above referenced Web<br />

site. The qualifications training must<br />

address the alcohol testing procedures<br />

defined in Part 40 and the testing procedures<br />

associated with the operation of the<br />
