POLICY DEVELOPMENT AND COMMUNICATION<br />

DOES YOUR DRUG AND ALCOHOL POLICY INCLUDE:<br />

An overview of the policy describing the purpose and objective of the<br />

policy?<br />

A list of the safety-sensitive functions and corresponding position titles<br />

to clearly identify which employees and/or contractors are specifically<br />

covered? The definition of safety-sensitive employees and/or contractors<br />

includes those that perform any of the following (see Chapter 2 of the<br />

<strong>Implementation</strong> <strong>Guidelines</strong> for further explanation):<br />

⎯ Operation of a revenue service vehicle, even if it is not in<br />

revenue service;<br />

⎯ Operation of a non-revenue service vehicle that requires a CDL;<br />

⎯ Dispatch or controlling movement of a revenue service vehicle<br />

(based on employer assessment of safety-sensitive functions);<br />

⎯ Maintenance of a revenue service vehicle or equipment used in<br />

revenue service. Include all individuals engaged in engine,<br />

revenue service vehicle, and parts repair, rebuilding, and<br />

overhaul; or<br />

⎯ Carrying a firearm for security reasons.<br />

Maintenance contractors of systems that serve populations of ≤ 200,000<br />

are exempt (Sections 5307, 5309, and 5311 recipients).<br />

Volunteers are exempt unless they operate vehicles that require CDL<br />

holders to operate them or receive remuneration in excess of the actual<br />

expenses.<br />

A statement that indicates that participation in the agency’s drug and<br />

alcohol testing program is a requirement of each safety-sensitive<br />

employee, and therefore, is a condition of employment?<br />

An explanation that an alcohol test must be conducted just before,<br />

during, and just after performing a safety-sensitive function?<br />

An explanation that the use and ingestion of illegal drugs is prohibited at<br />

all times and that employees can be tested for drugs anytime while on<br />

duty?<br />
