• Consider which consortium model will best serve your needs. While the cooperative purchasing model is not technically a consortium, and all you are interested in is better pricing, then this may be a viable program approach for you. Look for purchasing cooperatives already in place through local organizations (e.g., chambers of commerce). • Check C/TPA references thoroughly. National and regional C/TPAs provide services of varying quality. Some are excellent and may provide you with a better program than you could operate on your own. Others may fail to comply with the FTA regulations. The experience of other employers, particularly transit agencies, will be your best guide. Use a written contract detailing your requirements.
