of Chief Counsel to view FTA’s drug and<br />

alcohol testing letters of interpretation and<br />

the <strong>Federal</strong> Register where you can<br />

download the exact text of relevant<br />

regulatory changes and FTA interpretations.<br />

The interpretations clarify and explain<br />

FTA’s regulatory intent regarding actual,<br />

practical, and operational problems<br />

experienced by transit employers. You can<br />

also obtain information directly from the<br />

Office of Safety and Security by accessing<br />

“Program Management” and then “Safety.”<br />

Or, you can visit the National <strong>Transit</strong><br />

Library to perform searches on key words or<br />

topics. Direct homepage addresses for these<br />

and other relevant Web sites are provided in<br />

the Sample Documentation section at the<br />

end of this chapter.<br />

The FTA also provides technical<br />

assistance through training workshops and<br />

seminars. Through the Transportation<br />

Safety Institute (TSI), FTA provides a<br />

course on substance abuse program<br />

management and self-assessment. The<br />

course provides an overview of the<br />

regulations including all updates, relevant<br />

FTA interpretations, the audit process, and<br />

best practices. The workshop format<br />

promotes a high level of interaction and<br />

includes hands-on use of a program selfassessment<br />

checklist. The TSI courses are<br />

provided on a cost-recovery basis with<br />

enrollment controlled by the host. For more<br />

information regarding these courses, call<br />

TSI at (405) 954-3682. FTA also<br />

periodically offers regional seminars that<br />

provide an overview of the regulations.<br />

These seminars are designed to<br />

accommodate large numbers of attendees<br />

and are presented in a lecture hall format.<br />
