throughout all project development<br />

phases.<br />

• The policy statement is signed by the<br />

grant recipient’s executive<br />

leadership.<br />

1.2 Purpose of SSMP • The SSMP implements the Safety<br />

and Security Policy Statement.<br />

1.3 Applicability and<br />

Scope<br />

• The SSMP identifies the grant<br />

recipient’s management structure<br />

and activities to be performed to<br />

integrate safety and security into all<br />

phases of the project development<br />

process.<br />

• The SSMP applies to all project<br />

development activities through<br />

preliminary engineering, final<br />

design, construction, integrated<br />

testing, demonstration, and the<br />

initiation of operations.<br />

• Depending on the nature of the<br />

project, this scope may encompass<br />

the following:<br />

o System-wide Elements,<br />

o Fixed Facilities,<br />

o Safety, Security, System<br />

Assurance, Operational, and<br />

Maintenance Plans and<br />

<strong>Procedures</strong>, and<br />

o Personnel Qualifications,<br />
