v) develop and implement a force account plan;<br />
vi) develop and implement safety and security measures and a Safety and Security<br />
Management Plan;<br />
vii) comply with contract terms of the Full Funding Grant Agreement.<br />
c) Evaluate the Grantee’s understanding of<br />
i) its obligations under Title VI of the Civil Rights Act of 1964, the Disadvantaged Business<br />
Enterprise (DBE) Program, the Americans with Disabilities Act, etc.;<br />
ii) the requirements associated with real estate acquisition and relocation in accordance with<br />
the Uniform Property Acquisition and Relocation Act of 1970, as amended, either with its<br />
own staff or with qualified consultants;<br />
iii) the importance of entering into clearly defined intergovernmental and other local<br />
agreements in a timely manner to secure sources of local funding and cooperation;<br />
4) Financial Capacity: The PMOC shall review the Grantee’s plans to finance the local share of the<br />
FFGA and determine whether it has the ability to secure the required local funding. This review<br />
should also include the Grantee’s contingency options in the event that alternative sources of local<br />
matching funds become necessary.<br />
If the PMOC determines that the Grantee is inadequate or weak in terms of its 1) organization,<br />
personnel qualifications and experience, 2) Project Management Planning Documents, or 3) approach<br />
to the work, understanding of the work, or ability to perform the work, the PMOC should make<br />
recommendations for corrective action along with a time frame for these actions.<br />
6.2 Additional Reviews of Grantee’s Capacity and Capability<br />
The <strong>FTA</strong> may authorize performance of additional reviews during the project implementation process,<br />
typically after the Grantee updates the PMP in preparation to advance to the next project stage, or as<br />
follow-up to identified weaknesses in the PMP. As part of these additional reviews and depending on<br />
the issues of concern, the PMOC could be directed to review plans such as Real Estate Acquisition<br />
Management Plans, Safety and Security Management Plans, Quality Assurance and Quality Control<br />
Plans, Risk Mitigation Plans, and Execution Plans/Cost-to-Complete Projections. The purpose of<br />
reviewing these other project plans in conjunction with a technical capacity and capability review is to<br />
determine competency to fulfill the objectives and requirements of these plans.<br />
7.0 REPORT, PRESENTATION, RECONCILIATION<br />
The PMOC shall provide <strong>FTA</strong> with a written report of its findings, analysis, recommendations,<br />
professional opinions, and a description of the review activities undertaken. After <strong>FTA</strong> approval, the<br />
PMOC should share the report with the Grantee. In the event that differences of opinion exist between<br />
the PMOC and the Grantee regarding the PMOC’s findings, the <strong>FTA</strong> may direct the PMOC to<br />
reconcile with the Grantee and provide <strong>FTA</strong> with a report addendum covering the agreed modifications<br />
by the Grantee and PMOC.<br />
The report formatting requirements of OP-1 apply. When necessary, PMOC shall perform data<br />
analysis and develop data models that meet <strong>FTA</strong> requirements using Microsoft Office products such as<br />
Excel and Word and use <strong>FTA</strong>-templates when provided. The PMOC may add other software as<br />
required but documentation and report data shall be made available to <strong>FTA</strong>.<br />
