2. Identify all apparent discrepancies and deficiencies.<br />

3. State findings in descending order of importance (most likely, largest consequences, least<br />

likely, moderate/minor consequences) and make recommendations for modifications or<br />

additional work by the Grantee along with a time frame for the performance of the work.<br />

4. For major findings, provide recommendations for the Grantee and/or <strong>FTA</strong> to implement that<br />

will address the issue or correct or mitigate the deficiency.<br />

5. Identify action items, if any, and next steps.<br />

6. Document the assessment, including objectives, approach/methodology, findings, and<br />

recommendations and provide back-up information in appendices or attachments to the main<br />

body of any report.<br />

6.1 NEPA Overview and New Starts Status<br />

The PMOC shall verify that the<br />

• Definition of the project (i.e., scope) contained in the project ROD/FONSI and most recent New<br />

Starts submittal agree with the scope as developed in PE materials, including the approved PMP<br />

and the engineering design plans and specifications.<br />

• Basic quantities, such as number and locations of facilities, peak and total vehicles, etc., identified<br />

in the environmental document and ROD/FONSI are the same as assumed in the current project<br />

definition.<br />

• The current project design satisfies the capacity and operational objectives established in the<br />

approved environmental document.<br />

• Mitigations committed to in the ROD (or project mitigation plans), when involving a physical or<br />

operational feature of the project, are incorporated—or in the process of being incorporated—into<br />

the engineering design, proposed construction program, and/or other implementation plans.<br />

Mitigations could include changes in design, use of different types of material, modified traffic<br />

control, restricted construction activities, etc.<br />

NOTE: Need to confirm that this is consistent with OP No. 44, or alternatively, require the review to be performed<br />

in accordance with OP No. 44 for the completion of PE/Entry to FD phase of the project<br />

• Environmental and related early permits and approvals for project development have been executed<br />

or are in the approval process.<br />

Assuming an OP No. 32 Scope review has been completed, results should be incorporated into this<br />

analysis. Consistency between the project as planned and as reflected in engineering design is<br />

important.<br />

6.2 PE Plans, Master Schedule, Budget (Cost Estimate)<br />

6.2.1 Engineering Design<br />

The PMOC shall examine the Grantee’s PE plans for clarity, accuracy, and level of detail for a project at<br />

approximately the 30 percent design level (completion of schematic design). Types of information that should be<br />

included in the PE plan sets are listed in Table 1 (pages 12 and 13). Note for discussion by Review Committee<br />
