7) Project Schedule<br />
The PMOC should assess the accuracy of the schedule in form and substance. Consider the<br />
durations and logic of the activities in relation to those of other Project Sponsor’s, and the Project<br />
Sponsor’s track record for implementing similar projects with <strong>FTA</strong> finding. Identify sources of<br />
uncertainty or missing activities on the schedule, and their potential impact on the schedule.<br />
Evaluate the adequacy of the scheduling software for this stage of the project. Identify the potential<br />
cost impacts of the schedule risks.<br />
8) Project Management Plan<br />
The PMOC should evaluate the Project Sponsor’s Project Management Plan (PMP) to assure it<br />
complies with <strong>FTA</strong>’s guidelines. The plan shall include: project overview; organization and<br />
staffing; project management and controls; planning/conceptual design phase management; final<br />
design phase management; construction phase management; close out phase management; quality<br />
management; risk management; procurement; contract administration; and communications. The<br />
PMP at this stage of project development must have detailed sections of project organization and<br />
staffing, project budget and schedule, quality assurance/quality control, risk management, and<br />
project controls, with supporting procedures as necessary. These procedures include Document<br />
Control <strong>Procedures</strong>, Change Order <strong>Procedures</strong>, Material Testing <strong>Procedures</strong>, Internal Reporting<br />
<strong>Procedures</strong>, and Operational Testing <strong>Procedures</strong>. Other sections related to the construction phase<br />
may not require the same level of detail, unless, the Project Sponsor anticipates receiving early<br />
construction packages, through use of the Letter of No Prejudice (LONP).<br />
9) Project Sponsor’s Technical Capacity and Capability<br />
The PMOC should evaluate the Project Sponsor’s capacity and capability to undertake and<br />
successfully complete the PE Phase, through review of the Project Management Plan, relevant<br />
project documents, and interviews with key project team members and stakeholders. The capacity<br />
areas to be evaluated are: management structure; community, political and institutional support;<br />
staff and consultant organization; along with professional skills and experience to effectively<br />
implement the proposed project, in conformance with sound engineering and project management<br />
practices. In particular, review and assess the qualifications of the staff and consultants that have<br />
prepared the documents submitted to date, including conceptual design, cost and schedule.<br />
7.0 REPORT, PRESENTATION, RECONCILIATION<br />
The PMOC shall provide <strong>FTA</strong> with a written report of its findings, analysis, recommendations,<br />
professional opinions, and a description of the review activities undertaken. After <strong>FTA</strong> approval, the<br />
PMOC should share the report with the Grantee. In the event that differences of opinion exist between<br />
the PMOC and the Grantee regarding the PMOC’s findings, the <strong>FTA</strong> may direct the PMOC to<br />
reconcile with the Grantee and provide <strong>FTA</strong> with a report addendum covering the agreed modifications<br />
by the Grantee and PMOC.<br />
The report formatting requirements of OP-1 apply. When necessary, PMOC shall perform data<br />
analysis and develop data models that meet <strong>FTA</strong> requirements using Microsoft Office products such as<br />
OP 46.1 LPA Review and Readiness to enter PE<br />
