The second subsection shall assess, evaluate and estimate the effective mitigation capacity of the subject<br />

contract package pricing/compensation components.<br />

Review and Analysis of Transferred Project Risk Mapping<br />

The section shall identify and characterize the project risk set that is identified as being allocated to the<br />

third party contract using Grantee or PMOC developed risk sets such as OP-40 models. Such<br />

characterizations shall be adequately supported with analysis and rationales. The objective is to present<br />

<strong>FTA</strong> with an estimate of the aggregate amount of eligible risk that is being transferred in terms of its<br />

expected value as well as what amount of residual risk is still being retained by the Grantee.<br />

Data shall be presented in a tabular format as applicable.<br />

Review and Analysis of Transfer Rate<br />

This first subsection shall present those transferred risks that the PMOC found occurred in the range of<br />

25-75%. The PMOC shall estimate the aggregate amount of Grantee risk for this class relative to the cost<br />

of the contracted mitigation capacity.<br />

The second subsection shall present those transferred risks that the PMOC found occurred in the range of<br />

less than 25%. The PMOC shall estimate the aggregate amount of Grantee risk for this class relative to the<br />

cost of the contracted mitigation capacity.<br />

The third subsection shall present those transferred risks that the PMOC found occurred in the range of<br />

more than 75% with special attention to those risks transferred at greater than 100%. The PMOC shall<br />

estimate the aggregate amount of Grantee risk for this class relative to the cost of the contracted<br />

mitigation capacity. Again, with special attention to those risks transferred above 100%.<br />

Data shall be presented in a tabular format as applicable.<br />

Review and Analysis of Value to Project<br />

This section shall identify and characterize the PMOC’s opinion as to the value of the project risk set that<br />

is identified as being allocated to third party contracts. Such characterizations shall be adequately<br />

supported with analysis and rationales. The objective is to present <strong>FTA</strong> with an estimate of the aggregate<br />

transfer rate and its effectiveness as well as what amount of residual risk is being retained by the Grantee.<br />

The PMOC shall also make recommendations as to the way in which this value can be increased or its<br />

associated cost can be decreased.<br />
