3.0 OBJECTIVES<br />

During the initial environmental phase, a measure of engineering and conceptual design must be<br />

performed to support the AA and assessment of environmental impacts. After the selection of the LPA<br />

on which the draft environmental documentation is based, more advanced design work is needed to<br />

define the project and to establish the preliminary project scope, budget, and schedule. The project<br />

sponsor’s request for approval of the project to enter PE is based on this information. From this point<br />

on, <strong>FTA</strong> may direct the PMOC to perform this review.<br />

The PMOC shall assess and evaluate the project sponsor’s environmental documents, project drawings,<br />

project narratives, design criteria, specifications, and material third party project information.<br />

Additionally, the PMOC shall characterize the level to which the project sponsor has reflected<br />

potential environmental impacts and mitigation, required permits and approvals, design and<br />

construction implications of the environmental impacts, and considered all major costs of the project,<br />

so that a realistic cost estimate and schedule can be prepared.<br />

• Alternatives Analysis Report (prior to entry to PE)<br />

• MPO-adopted LRTP (prior to entry to PE)<br />

• Envirnmental documents (DEIS, EA, etc.)<br />

• Operating cost estimate for project<br />

• Capital cost estimate for project<br />

• Project schedule<br />

• New Starts submittals<br />
