he chose <strong>the</strong> first option. And it’s that experience he credits<br />

for help<strong>in</strong>g him to learn a lot about himself and giv<strong>in</strong>g him<br />

an early understand<strong>in</strong>g <strong>of</strong> human behaviour. It also formed<br />

<strong>the</strong> foundation that has kept <strong>Stan</strong> Cro<strong>the</strong>rs <strong>in</strong> <strong>the</strong> <strong>fisheries</strong><br />

bus<strong>in</strong>ess for most <strong>of</strong> his life <strong>–</strong> propell<strong>in</strong>g him through <strong>the</strong> ranks<br />

from fishery <strong>of</strong>ficer to senior management.<br />

<strong>Stan</strong> moved on to set up <strong>the</strong> compliance systems for <strong>the</strong> soonto-be-established<br />

exclusive economic Zone (eeZ). he tra<strong>in</strong>ed<br />

many fishery <strong>of</strong>ficers over a three-year period and worked his<br />

way up to <strong>the</strong> job <strong>of</strong> Chief <strong>Fisheries</strong> Officer.<br />

he pr<strong>of</strong>essionalised <strong>the</strong> fishery <strong>of</strong>ficer group by br<strong>in</strong>g<strong>in</strong>g<br />

<strong>in</strong> uniforms, sett<strong>in</strong>g up new policies and procedures, and<br />

generally chang<strong>in</strong>g <strong>the</strong> whole way fishery <strong>of</strong>ficers went about<br />

do<strong>in</strong>g <strong>the</strong>ir work.<br />

“We took <strong>the</strong> group from a disorganised rabble to a group that,<br />

<strong>in</strong> my view, is <strong>the</strong> best enforcement team outside <strong>of</strong> police <strong>in</strong><br />

New Zealand. today <strong>the</strong>y are probably <strong>the</strong> best <strong>fisheries</strong> law<br />

enforcement group anywhere <strong>in</strong> <strong>the</strong> world. I’m quite proud <strong>of</strong> that.”<br />

“Prior to 1988, I had a very poor<br />

understand<strong>in</strong>g <strong>of</strong> customary<br />

fish<strong>in</strong>g rights and what <strong>the</strong> treaty<br />

<strong>of</strong> Waitangi is all about. but when<br />

<strong>the</strong> high Court said that we’d<br />

trampled all over Ma - ori fish<strong>in</strong>g<br />

rights I was horrified. It forced me<br />

to do a lot <strong>of</strong> work to improve my<br />

understand<strong>in</strong>g.”<br />

In <strong>the</strong> 1980s <strong>Stan</strong> became responsible for <strong>the</strong> design and<br />

implementation <strong>of</strong> <strong>the</strong> compliance regime <strong>of</strong> <strong>the</strong> quota<br />

management system (QMS) which forms <strong>the</strong> backbone <strong>of</strong><br />

<strong>fisheries</strong> management today. he <strong>the</strong>n took a secondment to<br />

<strong>the</strong> National Mar<strong>in</strong>e Fishery Service <strong>in</strong> Wash<strong>in</strong>gton DC <strong>–</strong> and it<br />

was <strong>the</strong>re he honed his <strong>in</strong>terest <strong>in</strong> policy development.<br />

It put him <strong>in</strong> good stead for deal<strong>in</strong>g with <strong>the</strong> challenges that<br />

Ma - ori later made to <strong>the</strong> quota management system dur<strong>in</strong>g<br />

1988 and 1989.<br />

And more he did. his work later contributed to what we know<br />

today as <strong>the</strong> <strong>Fisheries</strong> Deed <strong>of</strong> Settlement and <strong>the</strong> associated<br />

customary fish<strong>in</strong>g regulations.<br />

“<strong>the</strong> fundamentals <strong>of</strong> <strong>the</strong> <strong>Fisheries</strong> Deed <strong>of</strong> Settlement are<br />

sound <strong>–</strong> as are <strong>the</strong> fundamentals <strong>of</strong> <strong>the</strong> QMS. What we have<br />

now are two <strong>in</strong>terrelated pillars <strong>of</strong> our world-lead<strong>in</strong>g <strong>fisheries</strong><br />

management system.”
