The Process<br />

• DRH bought <strong>on</strong> to the idea and took leadership<br />

• Task force established<br />

• Defined what is a best practice, and promising practice<br />

• Developed a submissi<strong>on</strong> form <strong>on</strong> which the practices<br />

were to be filled<br />

• Developed a scoring matrix which the Good practices<br />

were to be subjected to<br />

• The following criteria was used: Replicability,<br />

Sustainability, Utilizati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> services and Cost<br />

effectiveness


C<strong>on</strong>td<br />

• The DRH then made a call out for submissi<strong>on</strong>s<br />

• A c<strong>on</strong>sultant was hired to identify the <str<strong>on</strong>g>Best</str<strong>on</strong>g> practices<br />

using the tool-Submissi<strong>on</strong> form and the scoring matrix<br />

• The practices were then subjected to the scoring matrix<br />

and scored.<br />

• <str<strong>on</strong>g>Practices</str<strong>on</strong>g> scoring more than 70% were regarded as best<br />

practices. <str<strong>on</strong>g>Practices</str<strong>on</strong>g> scoring less than 70% were either<br />

c<strong>on</strong>sidered promising or disqualified.<br />

• The c<strong>on</strong>sultant compiled the <str<strong>on</strong>g>Compendium</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Best</str<strong>on</strong>g><br />

practices in RH

Outcome<br />

• 37 submissi<strong>on</strong>s forms from various RH/FP partners including<br />

NGOs, private sector instituti<strong>on</strong>s and other groups were evaluated<br />

• Eight out <str<strong>on</strong>g>of</str<strong>on</strong>g> 37 practices were selected as best practices and 10<br />

selected as promising practices. The eight best practices covered<br />

topics in: <strong>Family</strong> planning, and Integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> FP/HIV Services and<br />

Safe motherhood<br />

• <str<strong>on</strong>g>Compendium</str<strong>on</strong>g> Finalized


Challenges<br />

• The culture <str<strong>on</strong>g>of</str<strong>on</strong>g> “sharing ‘ Good practices still wanting<br />

• Inc<strong>on</strong>sistent representati<strong>on</strong> from organizati<strong>on</strong>s' c<strong>on</strong>tributed<br />

to improper filling <str<strong>on</strong>g>of</str<strong>on</strong>g> the submissi<strong>on</strong> forms<br />

• The process is lengthy


Less<strong>on</strong>s learnt<br />

• It is feasible to identify RH/FP best practices<br />

• The MOH leadership is critical<br />

• The Submissi<strong>on</strong> form and the Scoring matrix helped to<br />

standardize the identificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Best</str<strong>on</strong>g> <str<strong>on</strong>g>Practices</str<strong>on</strong>g>


Way forward<br />

• Encourage Implementing agencies to share their practices.<br />

• This process should be d<strong>on</strong>e regularly –after three years?<br />

• Disseminati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Compendium</str<strong>on</strong>g> should be d<strong>on</strong>e at all levels<br />

• Service providers should be taught <strong>on</strong> the value <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

documentati<strong>on</strong> and managing change<br />

• To strengthen the process the C<strong>on</strong>sultant should be allowed to<br />

verify the practices through field visits<br />

• There will be need to come up with an indicator to verifying<br />

sustainability<br />

• Develop an implementati<strong>on</strong> guide for program managers in<br />

public health programs.
