Preface The European survey on new and emerging risks (ESENER 2009) is a large-scale crosscountry establishment survey carried out on behalf of the European Agency for Safety and Health at Work. The European Agency survey research team, TNS Infratest Sozialforschung, Munich (Germany) and a group of experts from different countries were responsible for the conceptualisation of this survey. Data collection and all related working steps were carried out by TNS Infratest Sozialforschung, Munich, in cooperation with the fieldwork coordination centre TNS opinion in Brussels and with national fieldwork institutes of the TNS network. Data collection took place in spring 2009. The ESENER 2009 is the first large-scale organisational survey carried out by the European Agency. It deals with the management of Safety and Health at the Workplace in general and with the management of psychosocial risks more in particular. The Sampling Report presented here deals with the sampling and weighting challenges of this multi-country survey and the applied solutions. Before the start of fieldwork, an earlier version of the current Sampling Report had been delivered to the European Agency in form of a “Sampling Challenges Report”. For the current final version, the chapters on the challenges were amended by documentations of the solutions finally applied to sampling and weighting in the context of the ESENER 2009. 5
1. Challenges for the sampling and weighting of the ESENER 1.1 Requirements for the sampling For the ESENER 2009, specific standards had to be met as far as sampling and weighting are concerned which go far beyond the normal requirements for (mostly commercial) enterprise surveys. This applies especially to the requirements with regard to the unit of enquiry, the completeness of address registers and the quality of weighting. Reaching a high degree of cross-national comparability was one of the crucial criteria for the success of this multi-country study. Ensuring cross-national comparability does not only imply the construction of a questionnaire which is at the same time specific enough to capture peculiarities of the national work organization and general enough to allow a full comparison of all answers. It also requires a sampling design which ensures that in each country the same type of units is surveyed. Otherwise it would not be clear whether differences in the results are due to differences in substance or due to the fact that the units for data collection were not the same. In contrast to surveys among individuals, high quality surveys at enterprise or establishment level are still not common business in several of the countries covered by the survey, especially those who newly joined the European Union and even more so in the candidate countries. National or even cross-national market research projects among enterprises have increased in the past years, but these surveys are often restricted to specific sectors of activity, are usually carried out on company (not establishment) level and/or use client's addresses for sampling. For the purpose of the survey, the project description of the European Agency foresaw that representative, disproportionally stratified samples had to be built at establishment level. These samples had to cover almost all sectors of activity 1 , including Public Administration and other sectors with large shares of public organisations such as NACE Rev. 1.1 M /Rev. 2 P (Education) and NACE Rev. 1.1 N / Rev. 2 Q (Health and Social Work). Likewise, adequate statistical background information had to be made available for both employee- and establishment-proportional weighting of the data. In the following chapters, the background for these decisions regarding the methodological outline will be commented and the implications they have for the sampling and weighting procedure will be shown. 1 Except for agriculture, forestry and some other sectors with marginal importance with regard to the topics of this study (see chapter 1.5). 6
