The quality of these statistics varies from country to country as there is no fully standardized mode of data collection on businesses valid for all EU-countries. In some countries the official statistics are based on compulsory registrations of all active enterprises or all enterprises paying taxes, in others they are based on a nationwide census of workplaces or other methods. Unfortunately, many 15 Exceptions are Denmark, the Czech Republic and Slovakia. In these countries, statistics of commercial address providers were used. These are however very much in line with official statistics since they are either based on official statistics (CZ and SK) or are themselves serving as base for the statistics issued by the National Statistical Office (DK). statistical offices – especially those in the NMS - collect these data for companies only and not for establishments and the coverage of organizations of the public sector remains weak in many of these statistics. In view of this situation, practical solutions for overcoming these deficits had to be sought, such as e.g. alternative sources for the required statistical figures. One potential alternative source of statistical information on the universe are large-scale surveys among individuals containing questions about their working situation, including characteristics of the establishment where they are employed, such as the type of activity or the number of persons employed in the unit. For the purpose of being used as supplementary sources for establishing statistics, this type of surveys has however to be very large, covering several thousand interviews in a country. The only sufficiently large-scale and high-quality survey of this kind (and probably the only one available for all EU countries) is the Labour Force Survey. 3.2. Data of the Labour Force Survey The Labour Force Survey (LFS) is a large-scale survey among the population which is regularly carried out in all EU countries. It is coordinated by Eurostat, the Statistical Office of the European Union. In most countries, the national statistical offices are organizing the survey. Several official EU statistics on employment are based on LFS data which shows that the survey is considered to be a reliable source of information. In the LFS, individuals are asked for the number of employees working in their establishment (respectively “at the place where you worked” 16 ) as well as for the economic activity of this unit. The former can be a difficult question for employees – especially for those working in multi-site enterprises since it is not always clear to them which unit they should finally refer to. The LFS asks the information on the establishment size in different degrees of precision: If there are not more than 10 employees in the establishment, the LFS questionnaire asks for the exact number. Above this threshold information is available only for the size-classes 11- 19, 20-49 and 50+. Additionally, a category “unknown but more than 10” is available. For the purpose of the ESENER this means that an overall information on the size of the universe is available (employees in establishments 10+ plus employees answering “Don’t know, but larger than 10”). Additionally, for the size-classes 10-19 and 20-49 employees quite precise figures on the distribution of employees are available. For the three larger size-classes (50-249, 250- 499 and 500+), in turn, only the total number is available – without any information on their distribution among these three groups. There are some countries in which the LFS questionnaire asks for further breakdowns by size-classes (e.g. the United Kingdom and Austria), but these further national breakdowns are used for national purposes only and could not be made available via Eurostat. LFS data on the distribution of employees over the different size classes are not published by Eurostat, but are available on request. We bought data of the LFS 2004 to 2007 for the weighting of the ESENER. The LFS data of 2007 were the most recent ones available at the 16 Wording of this question in the LFS questionnaire for the UK (year 2005). 30
