<strong>Appointment</strong> on deputation basis to the posts of Director (Projects) in NRRDA.
National Rural Roads Development Agency (NRRDA), an autonomous agency set
up under the Ministry of Rural Development (MoRD) for providing technical and management
support to the Ministry in implementation of Pradhan Mantri Gram Sadak Yojana (PMGSY), invites
applications from eligible candidates from the Central/State Government/ PSUs/ Autonomous
Bodies/ Research Institutes, etc. to fill up three posts of Director (Projects) in Pay Band-4
(`37,400-67,000) with Grade Pay `10,000 on transfer on deputation basis.

Subject: <strong>Appointment</strong> on deputation basis to the posts of Director (Projects) in NRRDA.
National Rural Roads Development Agency (NRRDA), an autonomous agency set up under
the Ministry of Rural Development (MoRD) for providing technical and management support to the Ministry in

reviewed annually on the terms and conditions set out in the ANNEXURE.
2. The educational qualification, experience, age, etc for the post are as under:
Eligibility Candidates should hold analogous post or have three to
five years experience in senior level post equivalent to
Superintending/ Chief Engineer in Government Ministry/

Qualifications
Department either at the Centre or State.
Degree in Civil Engineering from a recognized Institution/
University. Person holding a Doctorate or a Post Graduate
Degree in Civil Engineering with specialization in the
related areas of Civil Engineering works in road
construction will be preferred.
Experience Should have about 10-15 years of experience in planning,
construction, quality control and maintenance of roads/
highways with sufficient experience in project appraisal,
monitoring and evaluation of projects and fully conversant
with procedures, technical specifications etc. in road
construction. Officers having experience in managing
projects funded by multilateral agencies like Asian
Development Bank would be preferred.
Age Should be preferably in the age group of 40-50 years but
not exceeding 57 years.

Terms and Conditions of Deputation to NRRDA
ANNEXURE
[A] PERIOD OF DEPUTATION
The period of deputation to NRRDA will be initially for two years that may be extended
further subject to continued suitability of officers and requirements of NRRDA.
[B] ENTITLEMENTS
The different levels of posts of officers in NRRDA carry the following pay scales/ grade pay:
1. (a) Pay Band/ Grade Pay
(a) Level-I : Director `37,400-67,000 (PB-4) with Grade Pay `10,000
(b) Level-II : Joint Director `37,400-67,000 (PB-4) with Grade Pay `8,900
Deputy Director `15,600-39,100 (PB-3) with Grade Pay `7,600
(c) Level-III : Asstt. Director `15,600-39,100 (PB-3) with Grade Pay `6,600
(b) Exercise of option for fixation of pay
Officers appointed to NRRDA on deputation basis from Central Government and State
Governments, where the scales of pay/ Grade Pay and pattern of Dearness Allowance are similar,
shall have the option to draw either the pay in the scale of pay of posts as referred to in (a) above or
his/ her basic pay in the parent cadre plus Deputation (Duty) Allowance thereon.
(c) Pay Fixation
(i) In the case of officers coming on deputation from Central/ State Governments and
opting for scale of pay/ Grade Pay of NRRDA
If the scale of pay/ Grade Pay of NRRDA as referred to in para 4(a) above is higher,
the pay may be fixed after adding one increment (at the rate of 3% of pay in the parent post
rounded off to multiple of `10) to the existing regular pay in the Pay Band of the parent cadre
post (financial up-gradation granted under Assured Career Progression/ Modified Assured
Career Progression Scheme in the parent organization not to be reckoned as pay for the
purpose of fixation of pay on deputation). The Grade Pay corresponding to the ex-cadre post
in NRRDA would thereafter be granted in addition to this pay in the Pay Band. However, in
cases where the fixation of pay in the ex-cadre post in NRRDA involves change of Pay Band
also, if the pay in the Pay Band after adding the increment is less than the minimum of the
Pay Band corresponding to Grade Pay of ex-cadre post in NRRDA, the pay in the Pay Band
will be fixed at the minimum of the Pay Band.
In case the Grade Pay/ scale of pay of cadre post and ex-cadre post are identical,
the officer would continue to draw his/ her existing basic pay.
(ii) In the case of officers coming on deputation from Public Sector Undertakings
If the pay structure and/ or Dearness Allowance pattern as applicable in NRRDA
are dissimilar to that in the parent organization, pay may be fixed by adding one increment to
the pay in the parent cadre post in the scale of his/ her regular parent post (increment last
drawn in the case of pay being drawn at the maximum) and equating the pay so raised plus
Dearness Allowance (and additional or ad-hoc Dearness Allowance, Interim Relief etc.) with
emoluments comprising of pay plus D.A., Additional DA, Interim Relief etc., if any,
admissible in NRRDA. The pay may be fixed at the stage in the pay scale as applicable in
NRRDA at which total emoluments admissible in the ex-cadre post as above equal the
emoluments drawn in the parent cadre.

2. Grant of Additional Increments
Officers on deputation possessing below mentioned higher professional qualifications over
and above the prescribed eligibility qualification in the relevant Recruitment Rules shall be eligible for
grant of additional increments at the following rates in both the cases of option of pay of deputation
post or cadre pay plus Deputation (Duty) Allowance:

(1) The rate of one increment will be that admissible on the pay (pay plus grade pay) fixed on
deputation post or the pay last drawn in the parent cadre/ post on the date of joining NRRDA, as
the case may be. However, in the case of acquiring higher professional qualifications during the
deputation to NRRDA, the rate of increment will be that admissible on the first of the month in
which the results of qualifying examinations are declared.
(2) The additional increments will be admissible during the period of deputation only.
3. Deputation (Duty) Allowance
An officer opting for his/ her basic pay in the parent cadre plus Deputation (Duty) Allowance
thereon as referred to in para 1(b) above, he/ she will be entitled to Deputation (Duty) Allowance @
10% of basic pay (pay in the Pay Band plus corresponding Grade Pay) subject to a maximum of
`4,000/- per month. However, basic pay from time to time plus Deputation (Duty) Allowance shall not
exceed the maximum of Pay Band-4 (`67,000/-) plus the Grade Pay held on deputation.
4. Personal Pay
In addition to pay and Deputation Allowance as at 1 and 2 above, the officers on deputation
may be granted personal pay in the range of Rs.1100/- to 10% of Basic Pay (including Grade Pay).
However, the exact amount of such Personal Pay in a particular case will, however, be decided by
the Competent Authority.
5. Dearness Allowance
Dearness Allowance will be admissible as applicable to Central Government employees
from time to time.
6. Transport Facility/ Allowance
Transport Facility/ Allowance will be admissible as per Central Govt. rules as applicable from
time to time based on Pay Band and corresponding Grade Pay.
7. Residential Accommodation
The officers coming on deputation shall be entitled to the option either to have residential
accommodation on lease basis (except self lease) subject to prescribed rental ceilings and payment of
licence fees or House Rent Allowance at the existing rate of 30% of Basic Pay including Grade Pay.

8. Joining Time Pay & Transfer T.A.
The officers will be entitled to T.A. and joining time pay both on joining the post on
deputation and on reversion therefrom to the parent Government/ Department as per Central
Government Rules.
9. Children Education Allowance
As per Central Government rules as applicable from time to time.
10. Provident Fund Benefits
During the period of deputation, the officers will continue to subscribe to the Provident Fund
of his parent Government to which he/ she may be subscribing when he/ she is placed on deputation,
in accordance with the rules of such Fund.
In the case of officers governed by the Contributory Provident Fund Rules, employer’s
contribution for the period of deputation will be paid by NRRDA.
11. Reimbursement of expenses on refreshments
Officers on deputation are eligible for reimbursement of expenses on refreshments for
official purposes subject to the following ceiling:
(i) Level-I : Directors : `1,000 per month
(ii) Level-II : Joint/ Deputy Directors : `800 per month
(iii) Level-III : Asstt. Directors and equivalent : `600 per month
12. Reimbursement of cost of Newspapers/Periodicals
Officers on deputation are eligible for reimbursement of expenses on newspapers and
periodicals subscribed at their residences subject to the following ceiling:
(a) Level-I : Directors : `700 per month
(b) Level-II : Joint/ Deputy Directors : `500 per month
(c) Level-III : Asstt. Directors and equivalent : `300 per month

14. Leave Travel Concession
LTC facility will be governed by the rules as applicable to Central Government employees.
Every employee will be required to declare his/ her home town and dependent family members (as
recorded in the parent organization) at the time of joining NRRDA.
15. Medical Benefits
Officers on deputation will be entitled to medical benefits for self and dependent family
members in accordance with the provisions contained in NRRDA (Medical Attendance) Bye-Laws,
2004

16. Advances/Loans
No long term/ short term advances or loans will be extended.
[C] Leave Salary and Pension Contribution
Leave Salary and Pension Contributions shall be regulated as per Government of India’s
rules/ orders issued from time to time. The amount of contributions payable shall be worked out by the
concerned PAO/ organization and intimated to NRRDA for payment.
[D] Joining in NRRDA
(1) A selected candidate will be required to join NRRDA within one month from the date of issue
of offer of appointment.
(2) At the time of joining NRRDA, it shall be mandatory for the candidate to sign the copy of
terms and conditions already sent to him/ her in token of having accepted the same.
(3) After joining NRRDA, no claim of the officers, other than that mentioned in the terms and
conditions and the rules/ regulations as applicable to officers of NRRDA from time to time,
will be entertained on what so ever ground.
[E] Other Terms and Conditions
Other terms and conditions of deputation not mentioned above will be regulated in
accordance with the rules and regulations of NRRDA as applicable from time to time.
