2. The educati<strong>on</strong>al qualificati<strong>on</strong>, experience, age, etc for <strong>the</strong> post are as under:<br />

Degree in Civil Engineering from a recognized Instituti<strong>on</strong>/<br />

University. Pers<strong>on</strong> holding a Doc<strong>to</strong>rate or a Post Graduate<br />

Degree in Civil Engineering with specializati<strong>on</strong> in <strong>the</strong><br />

related areas <strong>of</strong> Civil Engineering works in road<br />

c<strong>on</strong>structi<strong>on</strong> will be preferred.<br />

Experience Should have about 10-15 years <strong>of</strong> experience in planning,<br />

c<strong>on</strong>structi<strong>on</strong>, quality c<strong>on</strong>trol and maintenance <strong>of</strong> roads/<br />

highways with sufficient experience in project appraisal,<br />

m<strong>on</strong>i<strong>to</strong>ring and evaluati<strong>on</strong> <strong>of</strong> projects and fully c<strong>on</strong>versant<br />

with procedures, technical specificati<strong>on</strong>s etc. in road<br />

c<strong>on</strong>structi<strong>on</strong>. Officers having experience in managing<br />

projects funded by multilateral agencies like Asian<br />

Development Bank would be preferred.<br />

Age Should be preferably in <strong>the</strong> age group <strong>of</strong> 40-50 years but<br />

not exceeding 57 years.<br />

Terms and C<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> Deputati<strong>on</strong> <strong>to</strong> NRRDA<br />

ANNEXURE<br />

[A] PERIOD OF DEPUTATION<br />

The period <strong>of</strong> deputati<strong>on</strong> <strong>to</strong> NRRDA will be initially for two years that may be extended<br />

fur<strong>the</strong>r subject <strong>to</strong> c<strong>on</strong>tinued suitability <strong>of</strong> <strong>of</strong>ficers and requirements <strong>of</strong> NRRDA.<br />

[B] ENTITLEMENTS<br />

The different levels <strong>of</strong> <strong>posts</strong> <strong>of</strong> <strong>of</strong>ficers in NRRDA carry <strong>the</strong> following pay scales/ grade pay:<br />

1. (a) Pay Band/ Grade Pay<br />

(a) Level-I : Direc<strong>to</strong>r `37,400-67,000 (PB-4) with Grade Pay `10,000<br />

(b) Level-II : Joint Direc<strong>to</strong>r `37,400-67,000 (PB-4) with Grade Pay `8,900<br />

Deputy Direc<strong>to</strong>r `15,600-39,100 (PB-3) with Grade Pay `7,600<br />

(c) Level-III : Asstt. Direc<strong>to</strong>r `15,600-39,100 (PB-3) with Grade Pay `6,600<br />

(b) Exercise <strong>of</strong> opti<strong>on</strong> for fixati<strong>on</strong> <strong>of</strong> pay<br />

Officers appointed <strong>to</strong> NRRDA <strong>on</strong> deputati<strong>on</strong> <strong>basis</strong> from Central Government and State<br />

Governments, where <strong>the</strong> scales <strong>of</strong> pay/ Grade Pay and pattern <strong>of</strong> Dearness Allowance are similar,<br />

shall have <strong>the</strong> opti<strong>on</strong> <strong>to</strong> draw ei<strong>the</strong>r <strong>the</strong> pay in <strong>the</strong> scale <strong>of</strong> pay <strong>of</strong> <strong>posts</strong> as referred <strong>to</strong> in (a) above or<br />

his/ her basic pay in <strong>the</strong> parent cadre plus Deputati<strong>on</strong> (Duty) Allowance <strong>the</strong>re<strong>on</strong>.<br />

(c) Pay Fixati<strong>on</strong><br />

(i) In <strong>the</strong> case <strong>of</strong> <strong>of</strong>ficers coming <strong>on</strong> deputati<strong>on</strong> from Central/ State Governments and<br />

opting for scale <strong>of</strong> pay/ Grade Pay <strong>of</strong> NRRDA<br />

If <strong>the</strong> scale <strong>of</strong> pay/ Grade Pay <strong>of</strong> NRRDA as referred <strong>to</strong> in para 4(a) above is higher,<br />

<strong>the</strong> pay may be fixed after adding <strong>on</strong>e increment (at <strong>the</strong> rate <strong>of</strong> 3% <strong>of</strong> pay in <strong>the</strong> parent post<br />

rounded <strong>of</strong>f <strong>to</strong> multiple <strong>of</strong> `10) <strong>to</strong> <strong>the</strong> existing regular pay in <strong>the</strong> Pay Band <strong>of</strong> <strong>the</strong> parent cadre<br />

post (financial up-gradati<strong>on</strong> granted under Assured Career Progressi<strong>on</strong>/ Modified Assured<br />

Career Progressi<strong>on</strong> Scheme in <strong>the</strong> parent organizati<strong>on</strong> not <strong>to</strong> be reck<strong>on</strong>ed as pay for <strong>the</strong><br />

purpose <strong>of</strong> fixati<strong>on</strong> <strong>of</strong> pay <strong>on</strong> deputati<strong>on</strong>). The Grade Pay corresp<strong>on</strong>ding <strong>to</strong> <strong>the</strong> ex-cadre post<br />

in NRRDA would <strong>the</strong>reafter be granted in additi<strong>on</strong> <strong>to</strong> this pay in <strong>the</strong> Pay Band. However, in<br />

cases where <strong>the</strong> fixati<strong>on</strong> <strong>of</strong> pay in <strong>the</strong> ex-cadre post in NRRDA involves change <strong>of</strong> Pay Band<br />

also, if <strong>the</strong> pay in <strong>the</strong> Pay Band after adding <strong>the</strong> increment is less than <strong>the</strong> minimum <strong>of</strong> <strong>the</strong><br />

Pay Band corresp<strong>on</strong>ding <strong>to</strong> Grade Pay <strong>of</strong> ex-cadre post in NRRDA, <strong>the</strong> pay in <strong>the</strong> Pay Band<br />

will be fixed at <strong>the</strong> minimum <strong>of</strong> <strong>the</strong> Pay Band.<br />

In case <strong>the</strong> Grade Pay/ scale <strong>of</strong> pay <strong>of</strong> cadre post and ex-cadre post are identical,<br />

<strong>the</strong> <strong>of</strong>ficer would c<strong>on</strong>tinue <strong>to</strong> draw his/ her existing basic pay.<br />

(ii) In <strong>the</strong> case <strong>of</strong> <strong>of</strong>ficers coming <strong>on</strong> deputati<strong>on</strong> from Public Sec<strong>to</strong>r Undertakings<br />

If <strong>the</strong> pay structure and/ or Dearness Allowance pattern as applicable in NRRDA<br />

are dissimilar <strong>to</strong> that in <strong>the</strong> parent organizati<strong>on</strong>, pay may be fixed by adding <strong>on</strong>e increment <strong>to</strong><br />

<strong>the</strong> pay in <strong>the</strong> parent cadre post in <strong>the</strong> scale <strong>of</strong> his/ her regular parent post (increment last<br />

drawn in <strong>the</strong> case <strong>of</strong> pay being drawn at <strong>the</strong> maximum) and equating <strong>the</strong> pay so raised plus<br />

Dearness Allowance (and additi<strong>on</strong>al or ad-hoc Dearness Allowance, Interim Relief etc.) with<br />

emoluments comprising <strong>of</strong> pay plus D.A., Additi<strong>on</strong>al DA, Interim Relief etc., if any,<br />

admissible in NRRDA. The pay may be fixed at <strong>the</strong> stage in <strong>the</strong> pay scale as applicable in<br />

NRRDA at which <strong>to</strong>tal emoluments admissible in <strong>the</strong> ex-cadre post as above equal <strong>the</strong><br />

emoluments drawn in <strong>the</strong> parent cadre.


2. Grant <strong>of</strong> Additi<strong>on</strong>al Increments<br />

Officers <strong>on</strong> deputati<strong>on</strong> possessing below menti<strong>on</strong>ed higher pr<strong>of</strong>essi<strong>on</strong>al qualificati<strong>on</strong>s over<br />

and above <strong>the</strong> prescribed eligibility qualificati<strong>on</strong> in <strong>the</strong> relevant Recruitment Rules shall be eligible for<br />

grant <strong>of</strong> additi<strong>on</strong>al increments at <strong>the</strong> following rates in both <strong>the</strong> cases <strong>of</strong> opti<strong>on</strong> <strong>of</strong> pay <strong>of</strong> deputati<strong>on</strong><br />

post or cadre pay plus Deputati<strong>on</strong> (Duty) Allowance:<br />

(1) The rate <strong>of</strong> <strong>on</strong>e increment will be that admissible <strong>on</strong> <strong>the</strong> pay (pay plus grade pay) fixed <strong>on</strong><br />

deputati<strong>on</strong> post or <strong>the</strong> pay last drawn in <strong>the</strong> parent cadre/ post <strong>on</strong> <strong>the</strong> date <strong>of</strong> joining NRRDA, as<br />

<strong>the</strong> case may be. However, in <strong>the</strong> case <strong>of</strong> acquiring higher pr<strong>of</strong>essi<strong>on</strong>al qualificati<strong>on</strong>s during <strong>the</strong><br />

deputati<strong>on</strong> <strong>to</strong> NRRDA, <strong>the</strong> rate <strong>of</strong> increment will be that admissible <strong>on</strong> <strong>the</strong> first <strong>of</strong> <strong>the</strong> m<strong>on</strong>th in<br />

which <strong>the</strong> results <strong>of</strong> qualifying examinati<strong>on</strong>s are declared.<br />

(2) The additi<strong>on</strong>al increments will be admissible during <strong>the</strong> period <strong>of</strong> deputati<strong>on</strong> <strong>on</strong>ly.<br />

3. Deputati<strong>on</strong> (Duty) Allowance<br />

An <strong>of</strong>ficer opting for his/ her basic pay in <strong>the</strong> parent cadre plus Deputati<strong>on</strong> (Duty) Allowance<br />

<strong>the</strong>re<strong>on</strong> as referred <strong>to</strong> in para 1(b) above, he/ she will be entitled <strong>to</strong> Deputati<strong>on</strong> (Duty) Allowance @<br />

10% <strong>of</strong> basic pay (pay in <strong>the</strong> Pay Band plus corresp<strong>on</strong>ding Grade Pay) subject <strong>to</strong> a maximum <strong>of</strong><br />

`4,000/- per m<strong>on</strong>th. However, basic pay from time <strong>to</strong> time plus Deputati<strong>on</strong> (Duty) Allowance shall not<br />

exceed <strong>the</strong> maximum <strong>of</strong> Pay Band-4 (`67,000/-) plus <strong>the</strong> Grade Pay held <strong>on</strong> deputati<strong>on</strong>.<br />

4. Pers<strong>on</strong>al Pay<br />

In additi<strong>on</strong> <strong>to</strong> pay and Deputati<strong>on</strong> Allowance as at 1 and 2 above, <strong>the</strong> <strong>of</strong>ficers <strong>on</strong> deputati<strong>on</strong><br />

may be granted pers<strong>on</strong>al pay in <strong>the</strong> range <strong>of</strong> Rs.1100/- <strong>to</strong> 10% <strong>of</strong> Basic Pay (including Grade Pay).<br />

However, <strong>the</strong> exact amount <strong>of</strong> such Pers<strong>on</strong>al Pay in a particular case will, however, be decided by<br />

<strong>the</strong> Competent Authority.<br />

5. Dearness Allowance<br />

Dearness Allowance will be admissible as applicable <strong>to</strong> Central Government employees<br />

from time <strong>to</strong> time.<br />

6. Transport Facility/ Allowance<br />

Transport Facility/ Allowance will be admissible as per Central Govt. rules as applicable from<br />

time <strong>to</strong> time based <strong>on</strong> Pay Band and corresp<strong>on</strong>ding Grade Pay.<br />

7. Residential Accommodati<strong>on</strong><br />

The <strong>of</strong>ficers coming <strong>on</strong> deputati<strong>on</strong> shall be entitled <strong>to</strong> <strong>the</strong> opti<strong>on</strong> ei<strong>the</strong>r <strong>to</strong> have residential<br />

accommodati<strong>on</strong> <strong>on</strong> lease <strong>basis</strong> (except self lease) subject <strong>to</strong> prescribed rental ceilings and payment <strong>of</strong><br />

licence fees or House Rent Allowance at <strong>the</strong> existing rate <strong>of</strong> 30% <strong>of</strong> Basic Pay including Grade Pay.


8. Joining Time Pay & Transfer T.A.<br />

The <strong>of</strong>ficers will be entitled <strong>to</strong> T.A. and joining time pay both <strong>on</strong> joining <strong>the</strong> post <strong>on</strong><br />

deputati<strong>on</strong> and <strong>on</strong> reversi<strong>on</strong> <strong>the</strong>refrom <strong>to</strong> <strong>the</strong> parent Government/ Department as per Central<br />

Government Rules.<br />

9. Children Educati<strong>on</strong> Allowance<br />

As per Central Government rules as applicable from time <strong>to</strong> time.<br />

10. Provident Fund Benefits<br />

During <strong>the</strong> period <strong>of</strong> deputati<strong>on</strong>, <strong>the</strong> <strong>of</strong>ficers will c<strong>on</strong>tinue <strong>to</strong> subscribe <strong>to</strong> <strong>the</strong> Provident Fund<br />

<strong>of</strong> his parent Government <strong>to</strong> which he/ she may be subscribing when he/ she is placed <strong>on</strong> deputati<strong>on</strong>,<br />

in accordance with <strong>the</strong> rules <strong>of</strong> such Fund.<br />

In <strong>the</strong> case <strong>of</strong> <strong>of</strong>ficers governed by <strong>the</strong> C<strong>on</strong>tribu<strong>to</strong>ry Provident Fund Rules, employer’s<br />

c<strong>on</strong>tributi<strong>on</strong> for <strong>the</strong> period <strong>of</strong> deputati<strong>on</strong> will be paid by NRRDA.<br />

11. Reimbursement <strong>of</strong> expenses <strong>on</strong> refreshments<br />

Officers <strong>on</strong> deputati<strong>on</strong> are eligible for reimbursement <strong>of</strong> expenses <strong>on</strong> refreshments for<br />

<strong>of</strong>ficial purposes subject <strong>to</strong> <strong>the</strong> following ceiling:<br />

(i) Level-I : Direc<strong>to</strong>rs : `1,000 per m<strong>on</strong>th<br />

(ii) Level-II : Joint/ Deputy Direc<strong>to</strong>rs : `800 per m<strong>on</strong>th<br />

(iii) Level-III : Asstt. Direc<strong>to</strong>rs and equivalent : `600 per m<strong>on</strong>th<br />

12. Reimbursement <strong>of</strong> cost <strong>of</strong> Newspapers/Periodicals<br />

Officers <strong>on</strong> deputati<strong>on</strong> are eligible for reimbursement <strong>of</strong> expenses <strong>on</strong> newspapers and<br />

periodicals subscribed at <strong>the</strong>ir residences subject <strong>to</strong> <strong>the</strong> following ceiling:<br />

(a) Level-I : Direc<strong>to</strong>rs : `700 per m<strong>on</strong>th<br />

(b) Level-II : Joint/ Deputy Direc<strong>to</strong>rs : `500 per m<strong>on</strong>th<br />

LTC facility will be governed by <strong>the</strong> rules as applicable <strong>to</strong> Central Government employees.<br />

Every employee will be required <strong>to</strong> declare his/ her home <strong>to</strong>wn and dependent family members (as<br />

recorded in <strong>the</strong> parent organizati<strong>on</strong>) at <strong>the</strong> time <strong>of</strong> joining NRRDA.<br />

15. Medical Benefits<br />

Officers <strong>on</strong> deputati<strong>on</strong> will be entitled <strong>to</strong> medical benefits for self and dependent family<br />

members in accordance with <strong>the</strong> provisi<strong>on</strong>s c<strong>on</strong>tained in NRRDA (Medical Attendance) Bye-Laws,<br />

2004


16. Advances/Loans<br />

No l<strong>on</strong>g term/ short term advances or loans will be extended.<br />

[C] Leave Salary and Pensi<strong>on</strong> C<strong>on</strong>tributi<strong>on</strong><br />

Leave Salary and Pensi<strong>on</strong> C<strong>on</strong>tributi<strong>on</strong>s shall be regulated as per Government <strong>of</strong> India’s<br />

rules/ orders issued from time <strong>to</strong> time. The amount <strong>of</strong> c<strong>on</strong>tributi<strong>on</strong>s payable shall be worked out by <strong>the</strong><br />

c<strong>on</strong>cerned PAO/ organizati<strong>on</strong> and intimated <strong>to</strong> NRRDA for payment.<br />

[D] Joining in NRRDA<br />

(1) A selected candidate will be required <strong>to</strong> join NRRDA within <strong>on</strong>e m<strong>on</strong>th from <strong>the</strong> date <strong>of</strong> issue<br />

<strong>of</strong> <strong>of</strong>fer <strong>of</strong> appointment.<br />

(2) At <strong>the</strong> time <strong>of</strong> joining NRRDA, it shall be manda<strong>to</strong>ry for <strong>the</strong> candidate <strong>to</strong> sign <strong>the</strong> copy <strong>of</strong><br />

terms and c<strong>on</strong>diti<strong>on</strong>s already sent <strong>to</strong> him/ her in <strong>to</strong>ken <strong>of</strong> having accepted <strong>the</strong> same.<br />

(3) After joining NRRDA, no claim <strong>of</strong> <strong>the</strong> <strong>of</strong>ficers, o<strong>the</strong>r than that menti<strong>on</strong>ed in <strong>the</strong> terms and<br />

c<strong>on</strong>diti<strong>on</strong>s and <strong>the</strong> rules/ regulati<strong>on</strong>s as applicable <strong>to</strong> <strong>of</strong>ficers <strong>of</strong> NRRDA from time <strong>to</strong> time,<br />

will be entertained <strong>on</strong> what so ever ground.<br />

[E] O<strong>the</strong>r Terms and C<strong>on</strong>diti<strong>on</strong>s<br />

O<strong>the</strong>r terms and c<strong>on</strong>diti<strong>on</strong>s <strong>of</strong> deputati<strong>on</strong> not menti<strong>on</strong>ed above will be regulated in<br />

accordance with <strong>the</strong> rules and regulati<strong>on</strong>s <strong>of</strong> NRRDA as applicable from time <strong>to</strong> time.<br />
