AUXILIARIES want to know By HOLLY KENNEDY Assistant to the Grand Madam President Grand Auxiliary Office Coordinator If you would like to volunteer for one of the Grand Auxiliary Committees at our 59th Grand Auxiliary Convention in Louisville, please report to the Grand Auxiliary Office upon your arrival in Louisville. We are always looking for extra helping hands and know that our Sisters are the best! Grand Madam President Jean Kerr has designated the following days during the Grand Auxiliary Sessions. The Session Dress Code will still apply. However, the following may be worn on the day indicated below. Monday, August 16: Jean Kerr’s Colors Day – All Fall Colors (Orange, Green, Red, Brown); Tuesday, August 17: T-Shirt Day; Wednesday, August 18: Horse Attire/Western Day; Thursday, August 19: Mary Myers’ Colors Day (Kelly Green, Silver and White). If the Madam President asks the Vice President to preside so that she could be involved in a debate, who would be eligible to vote for that motion? Robert’s Rules of Order Newly Revised 10th Edition reads as follows: If the presiding officer is a member of the society, he has – as an individual – the same rights in debate as any other member; but the impartiality required of the chair in an assembly precludes his exercising these rights while he is presiding. Normally, especially in a large body, he should have nothing to say on the merits of pending questions. On certain occasions – which should be extremely rare – the presiding officer may believe that a crucial factor relating to such a question has been overlooked and that his obligation as a member to call attention to the point outweighs his duty to preside at that time. To participate in debate, he must relinquish the chair; and in such case he should turn the chair over: (a) To the vice president; (b) To the ranking vice president who has not spoken on the question and does not decline on the grounds of wishing to speak on it; (c) If no such vice-president is in the room, to some other member qualified as in (b), whom the chair designates (and who is assumed to receive the assembly’s approval by unanimous consent unless member(s) then nominate another person(s), in which case the presiding officer’s choice is also treated as a nominee and the matter is decided by vote). The presiding officer who relinquished the chair should not return to it until the pending main question has been disposed of, since he has shown himself to be a partisan where that particular matter is concerned. Indeed, unless a presiding officer is extremely sparing in leaving the chair to take part in debate, he may destroy members’ confidence in the impartiality of his approach to the task of presiding. In debate on an appeal or a point of order that the chair has submitted to the judgment of the assembly, the foregoing rule does not apply, and the presiding officer does not leave the chair, since his participation in the debate relates to the function of presiding. Springfield, MO 3934’s “Monthly Camera” is top bulletin Virginia, British Columbia, Massachusetts/Rhode Island take state/provincial honors The Queen City FOE 3994 Monthly Camera, newsletter of Springfield, Missouri Aerie/Auxiliary 3934, is the grand prize winner of the 2010 Grand Aerie Bulletin Contest. Peggy L. Olson is editor of the Monthly Camera. The judges selected the Monthly Camera based on its thorough coverage of local Eagle activities and its attractive and easy to read layout. “Unlike so many bulletins,” noted a judge, “the Springfield newsletter devotes its front page to actual news instead of a calendar or message from the presidents.
