Since 2008, the Fraternal Order of Eagles has reached out to military men
and women across the world to donate goods through the ‘Operation
Eagle’ program. The program is designed to show the Eagles’ appreciation for
members or the children of Eagle members who are currently serving in the
military by sending items needed by their units.
This year, the program becomes an annual Eagle event, moving away from
the quarterly donation system of the past. This change allows us to focus our
efforts and provide aid and assistance to our troops in the most efficient
manner possible.
Please do not ship any donations now. The collection period for donations
for the 2010 Operation Eagle program begins September 1 and runs through
the end of the month. All donations to be shipped to the Operation Eagle
winning nominees must be sent in during this period.
As the process continues, a list of suggested items will be posted on
www.foe.com. We ask that you visit the site before sending in any goods to
ensure that the supplies enclosed in your packages are goods acceptable for
Packages will be shipped to winners in time for the Christmas holiday. We
encourage all of you to participate and help those who protect our freedoms.
Hopefully, some day I might serve the Grand Aerie as an officer,” said Phil Tice when he was appointed Mid-
Atlantic Regional President in 1991. He did better than that. On May 29, Phil was installed as 2010-11 Grand
Worthy President of the Fraternal Order of Eagles in a ceremony at
Aerie 2307 in Parkersburg, West Virginia, where he has been a
member for 46 years.
Phil joined the Parkersburg Aerie following his discharge from the
U.S. Navy, because “it was a nice place to go and family-oriented.” He
ended up serving in most of the chairs, including 25 years as
Secretary, and then proceeded up the State Aerie ladder, becoming
State President in 1989. After serving as Regional President, Phil
joined the Grand Aerie as Grand Inside Guard.
Phil gets great satisfaction when he can share the story of so many
successes celebrated by the FOE, particularly the work Eagles do for
children. “I’m proud of what the Eagles do to make lives better,” he
said. “There’s such a feeling of satisfaction when you talk to people
we have helped through our Eagle charities. Especially the children.”
Phil has always encouraged a spirit of pride and teamwork within
the Eagles. As State President his theme was “Harmony.” He enters
the office of Grand Worthy President with a “Can Do” theme, eager
to inspire the entire membership to overcome obstacles and face each challenge with a positive spirit.
“I was a member of the Seabees in the military, and that’s where I took on that can-do attitude,” Phil said. “I truly
do believe that nothing is impossible. As a Seabee, I was taught that the difficult, we do immediately. The impossible
just takes a little longer.”
As Grand Worthy President, Phil has selected as his special project one of the most significant goals the
organization has ever set for itself: The development of The Fraternal Order of Eagles Diabetes Research Center at
The University of Iowa. This is the FOE’s $25 million commitment to find a cure for diabetes, positively impacting
the lives of millions across North America and around the globe. The Center is his special charity for the year, and
he’s not alone. He is joined in this effort by Mary Myers, the FOE Auxiliary’s incoming Grand Madam President.
“Mary and I are partners in our leadership efforts,” Tice said. “We have both selected The Fraternal Order of Eagles
Diabetes Research Center as our main charity for the year. I’m proud to help.”
GRAND WORTHY PRESIDENT PHIL TICE
“I truly do believe that nothing
is impossible!”
The entire Tice family came out for Phil’s installation.
Retired from the Allegheny
Power Company, Tice and his
wife, Donna, have six children
and 10 grandchildren. As each of
his children celebrated an 18th
birthday, they received a special
gift from Dad – a one-year
membership in the Fraternal
Order of Eagles. All three
daughters and one son are still
active Eagles to this day. His
oldest daughter is a Past Madam
President of the Parkersburg
Auxiliary and is in her third year
as State Madam Treasurer.
GRAND MADAM PRESIDENT MARY MYERS
“Other organizations want to
be like us!”
At our International Convention is Louisville, Mary Myers will proudly become the first Hispanic Grand Madam
President in the history of the Fraternal Order of Eagles.
when our time is over.
“I am asking each member to ‘Leave a legacy to shine like a star for a lifetime.’”
“It’s been a long ride with a lot of ups and downs, but I know this
was meant to be my destiny,” said Mary. “The Eagle Brothers and
Sisters are a wonderful group of people, and I’m looking forward to
meeting and working with as many of them as possible.”
Mary joined Flint, Michigan Auxiliary 623 in 1964. Later she
organized Davison Auxiliary 3589, where she joined and went
through most of the chairs. Mary has since returned to Flint
Auxiliary. She has also been Wolverine State Madam President, But
until now her most enduring contribution to the FOE has been the
Auxiliaries she has organized. Mary and her late husband, Bob,
together organized 42 Aeries and Auxiliaries throughout Michigan
and in western Ontario. That achievement earned Mary induction
into the Grand Auxiliary Hall of Fame in 1984.
As Grand Madam President, says Mary, “I hope to bring forth to all
our Sisters and Brothers the importance of ‘Orientation, Education
before Initiation,’ which is my theme. It means that we have to
prepare our new members to step up and lead our great organization
Mary’s special project for 2010-11 is The Fraternal Order of Eagles Diabetes Research Center in Iowa City, Iowa,
and she has a very personal reason for that.
“My brother, Manuel Jimenez, passed away last year after suffering for many years from diabetes. He ended up
losing his sight, having his legs amputated, and was on dialysis for years. The Eagles are in a position to stop this
disease and the misery it causes, and with my partner, Grand Worthy President Phil Tice, I’m going to do everything I
can to get our members fired up to build the Center in Iowa City.”
Mary is also asking for increased donations to the Eagles Max Baer Heart fund to fight heart attacks and strokes.
Her husband Bob, a Past State President and Grand Aerie Officer, passed away nine years ago after suffering several
strokes. They were together for 28 years. Mary has three children and six grandkids.
“I think our organization makes other organizations want to
be like us!” says Mary. “We are proud of our history, of course,
but now it’s time to move forward and blaze new paths for the
Eagles – to leave a legacy. We’re really getting it together, with
our renewed involvement in government – in the CAREs act,
for example, which shows that the Eagles don’t just talk the talk.
“The Fraternal Order of Eagles will be around for many years
to come, and we need to step it up. Put aside our differences and
work for the common goal. This is our destiny!”
Very proud of the new Grand Madam President are Mary’s grandchildren,
Melissa, Tim, Jacob, Patrick, Lauren and Alex. Inset: Mary’s late
brother, Manuel Jimenez, who died after a long siege of diabetes.
the faces of diabetes
Long before the disease began to
affect her directly, Donna Buffington
went above and beyond to help cure
diabetes.
When the Coquille, Oregon,
Auxiliary 2196 member was Oregon
State Madam President for the 1969-
1970 fraternal year, she named Gales
Creek Camp, a center for diabetic
children, her state project.
“As far as I know, it was the first
real involvement with the Eagles and
diabetes,” Buffington said. “I found
this camp for kids and decided I
wanted to help them. My mother and
two brothers had diabetes. I didn’t
have it yet, but I wanted to help.”
The state raised over $3,000 for
Gales Creek Camp in Buffington’s
time as State Madam President. The
ascension to the state’s highest seat
was one of patience for the Gold
Beach resident. Despite
opportunities to move up the ladder
at a faster pace, she opted to keep
steady and hold each seat before
finally taking the reigns as head of
the State Auxiliary.
“At one point the woman next in
line for the State Madam President
position had passed away and I was
offered to fill her position, but I
form today!
decided it was important to me to
hold each position in the State
Auxiliary in the order it was
intended,” she said. “So another
woman jumped ahead of me into that
seat and I kept working my way up
the ladder.”
Shortly after, Buffington reached
the pinnacle of the Oregon Auxiliary
– a journey she began when she
joined the Eagles in 1954. She served
as Cub Scout Den Mother and coach
of Little League before finding
herself in position for a role in the
State Auxiliary.
“I’m just glad the Eagles are
doing something to help end this.
Not so much for me but for the
children.”
“Our local Madam President, Ruth
Mann, was nominated for State
Trustee, but after a year she decided
the traveling was too much,”
Buffington said. “So our members
nominated me for her position and I
was installed later that year.”
It was over a decade after her
initial dedication to diabetes as State
Madam President when she was
diagnosed a Type-1 diabetic. Her
family’s history with the disease
made her somewhat prepared for the
rigors diabetes presented, but even
then Buffington wasn’t completely
prepared for the changes caused.
“I knew they had to take shots, but
I didn’t realize how much of a
change it was going to be,” she said.
“My food became a lot more
Donna Buffington:
Diabetic
balanced and I had to take a shot a
day and avoid sweets.”
In the decades since, Buffington’s
required shots have increased
steadily to where she is now having
to take four shots a day, with a longacting
injection each afternoon.
“It’s a heck of a balancing act,” she
said. “I’m just glad the Eagles are
doing something to help end this.
Not so much for me but for the
children.”
It is Buffington’s wish that the
Eagles involvement can help her
finish off the goal she created when
she named Gales Creek Camp her
state project in 1969.
“I just want to educate the children
and their parents,” she said. “Us
older people, the longer it goes on
the more we just go with it, but the
kids, the kids are the ones that suffer
the most from this. I just hope I’m
still alive when they bring an end to
it.”
In Memoriam
Sherm Spears
Grand Worthy President
1992-93
Light the Way!” was the theme of
Sherm Spears when he became
Grand Worthy President of the
Fraternal Order of Eagles in 1992.
Nobody knew more about that than
Sherm, who was an electrician by
trade and had been lighting the way
as an Eagle since he joined Ottawa,
Kansas Aerie 2700 in 1963.
Sherm passed away on April 30, at
age 67. At the time of his death, he
was also a dual member of Aerie
2306 in Miamisburg, Ohio, where he
lived.
He started through the chairs of
his local Aerie within a year of
joining, and eventually occupied
them all except Treasurer. In 1971,
Sherm was elected Worthy President.
He served as Aerie Secretary for 15
years, and in 1981 Sherm became
President of the Kansas State Aerie.
When Russ Clark joined Aerie
154 in South Omaha,
Nebraska in 1957, he didn’t have
visions of someday becoming Grand
Worthy President. He was after a
good time, and he’d found out that if
he joined the Eagles he’d be able to
attend the dances at the Aerie every
weekend for free.
Glad you like it, said his Brothers
He was also chairman of the state
Eagles bowling tournament for 17
years.
Sherm started up the rungs of the
Grand Aerie in 1983 as Grand
Worthy Outside Guard.
At his induction as Grand Worthy
President, Sherm’s son, Kevin, talked
about his Dad’s unstinting love for
the Eagles.
“... He has committed all his free
time to working for all the Eagles’
beliefs and for the Eagle charities
and activities. He has always
supported our wonderful motto,
‘Eagles are People Helping People.’
“Because of Dad’s years of
dedication to the Eagles, all of his
kids, seeing all the good that Eagles
do, proudly and quickly joined
Russ Clark
Grand Worthy President
1984-85
at Russ’s first free dance – and by the
way, you’re our new entertainment
chairman. It was the start of an
illustrious Eagle career for Russ, who
passed away on June 5 at age 91.
In 1959, Russ was appointed Aerie
Conductor, and in 1962 he became
Worthy President. Ten years later he
was State President, followed by a
term as West Central Regional
President before he joined the Grand
Aerie as Worthy Chaplain in 1977.
Then followed four terms as a Grand
Trustee, and stints as Grand Vice
President and President-Elect.
In 1984, Russ became the first
Cornhusker State Eagle elected as
Grand Worthy President of the
Fraternal Order of Eagles.
There wasn’t a job Russ didn’t do
well for the Eagles. He edited the
ourselves as soon as we became
eligible.”
In the 1990s, Sherm served as
international Chairman of the
Golden Eagle Fund.
In 1997, his indelible contributions
to Eagledom were further recognized
when Sherm was inducted into the
Grand Aerie Hall of Fame.
award-winning Aerie 154 Hi-Flyer
Bulletin for 14 years, captained the
four-time international champion
local Ritual Team for 25 years, and
was a 10-year Aerie Secretary.
His theme as Grand Worthy
President was “Be a Winner!” By his
definition, a winner was “any Eagle
who does something to promote the
ideals of Truth, Justice and Equality
that are the cornerstones of our
fraternity; who signs up a new
member for his Aerie; who organizes
a new Aerie; who raises an extra
dollar to help lessen the ills of
mankind.” Russ was a big winner.
Russ’s Eagle travels often took him
far from home, but he always
undertook them with great
eagerness, envisioning the great
friends he’d see and all those free
Eagle dances.
AUGUST 2010
Washington State Eagles Youth King Kyle Dobyns and Queen Ashley
Beach had their first speaking event at Seattle Aerie 1’s 112th Anniversary
dinner. They did an excellent job and the Eagles were so respectful of
both them. It was a very educational experience for this mom.
I learned how the Eagles and drill teams are alike: Both are very strong,
very competitive and their members unite for a great cause, give to
charity, and give back to the youth of today.
One of the topics discussed was The Fraternal Order of Eagles Diabetes
Research Center to be housed at the University of Iowa. Eagles know they
will find a cure for diabetes, and their faith is absolutely contagious.
As a girl I spent countless hours around
the Eagles, as my grandmother was a
member. Now I can see why she spent
countless hours with this group of folks.
They have a mission and they believe.
We heard from an Eagle who had a
double lung transplant five years ago. Last
year he worked and donated every penny
he made to the University of Washington
Lung transplant center. Another Eagle
contributed to the Heart Transplant Center Kyle Dobyns and Ashley Beach
at the University of Washington. My own
father passed away after receiving a
kidney transplant at the University of Washington. It was such a blessing
for me to see people living strong after an organ transplant.
I am so thankful for such an eye-opening experience about what the
Eagles are and what they stand for. There is so much to learn and so much
to share, and the message our kids are given can only make them stronger
as individuals.
Kyle and I have an even greater appreciation and fondness for the Eagles
for what they give back to the youth of today. The rewards are priceless.
want to know
By HOLLY KENNEDY
Assistant to the Grand Madam President
Grand Auxiliary Office Coordinator
If you would like to volunteer for one of the Grand Auxiliary Committees
at our 59th Grand Auxiliary Convention in Louisville, please report to
the Grand Auxiliary Office upon your arrival in Louisville. We are always
looking for extra helping hands and know that our Sisters are the best!
Grand Madam President Jean Kerr has designated the following days
during the Grand Auxiliary Sessions. The Session Dress Code will still
apply. However, the following may be worn on the day indicated below.
Monday, August 16: Jean Kerr’s Colors Day – All Fall Colors (Orange,
Green, Red, Brown); Tuesday, August 17: T-Shirt Day; Wednesday,
August 18: Horse Attire/Western Day; Thursday, August 19: Mary
Myers’ Colors Day (Kelly Green, Silver and White).
If the Madam President asks the Vice President to preside so that she could
be involved in a debate, who would be eligible to vote for that motion?
Robert’s Rules of Order Newly Revised 10th Edition reads as follows:
If the presiding officer is a member of the society, he has – as an individual
– the same rights in debate as any other member; but the impartiality
required of the chair in an assembly precludes his exercising these rights
while he is presiding. Normally, especially in a large body, he should have
nothing to say on the merits of pending questions. On certain occasions –
which should be extremely rare – the presiding officer may believe that a
crucial factor relating to such a question has been overlooked and that his
obligation as a member to call attention to the point outweighs his duty to
preside at that time. To participate in debate, he must relinquish the chair;
and in such case he should turn the chair over:
(a) To the vice president;
(b) To the ranking vice president who has not spoken on the question and
does not decline on the grounds of wishing to speak on it;
(c) If no such vice-president is in the room, to some other member qualified
as in (b), whom the chair designates (and who is assumed to receive
the assembly’s approval by unanimous consent unless member(s) then
nominate another person(s), in which case the presiding officer’s choice is
also treated as a nominee and the matter is decided by vote).
The presiding officer who relinquished the chair should not return to it
until the pending main question has been disposed of, since he has shown
himself to be a partisan where that particular matter is concerned. Indeed,
unless a presiding officer is extremely sparing in leaving the chair to take
part in debate, he may destroy members’ confidence in the impartiality of
his approach to the task of presiding.
In debate on an appeal or a point of order that the chair has submitted to
the judgment of the assembly, the foregoing rule does not apply, and the
presiding officer does not leave the chair, since his participation in the
debate relates to the function of presiding.
