<strong>The</strong> <strong>Bates</strong>-<strong>Fleming</strong> <strong>Line</strong> (<strong>1286</strong>-<strong>1900</strong>)<br />

A few years ago I prepared “500 Years of <strong>Bates</strong> <strong>Family</strong> History” in which I traced the <strong>Bates</strong><br />

line from Richard Bate (1454 AD) in England through the immigrant John Isaac <strong>Bates</strong>’<br />

and his great grandson, Isaac <strong>Bates</strong> to my wife’s (Frances <strong>Bates</strong>) family.<br />

In this document I trace the line through Isaac <strong>Bates</strong>’ brother John (the Quaker) <strong>Bates</strong><br />

and his wife, Susannah <strong>Fleming</strong>. John (Quaker) <strong>Bates</strong> and Susannah <strong>Fleming</strong> were<br />

married in 1713.<br />

I start with her ancestor Robert (of Cumbernauld) <strong>Fleming</strong> (about 1250 AD) though<br />

her (Susannah <strong>Fleming</strong>) and through the <strong>Bates</strong> line that includes several significant<br />

political figures ending in Arkansas in about <strong>1900</strong> AD..<br />

1 st Generation of <strong>Fleming</strong>s<br />

1. Robert (of Cumbernauld) FLEMING.<br />

i. 2. Sir Patrick FLEMING was born in about <strong>1286</strong> in Biggar &<br />

Cumbernauld, Lanark, Scotland.<br />

Fulwood and Cumbernauld, and died 1314.<br />

Notes on Charles FLEMING<br />

CHARLES FLEMING, of St. Peter's Parish, New Kent, (whom Mr. Brown, in "<strong>The</strong> Cabells and<br />

their Kin," styles Colonel Charles <strong>Fleming</strong>) patented land in that county in 1688, and in King<br />

and Queen Co. in 1701. He also possessed considerable landed estates in the present<br />

county of Goochland (then Henrico). Accounts of surveys by Rich'd. Ligon, surveyor of Henri<br />

co, include, on Nov. 15, 1706 one of 1430 acres for Chas. <strong>Fleming</strong>; on Aug. 11, 1709, one<br />

of 1429 acres, and in Nov. 1709, another of 670 acres. <strong>The</strong>re is on record in Henrico, a<br />

deed, dated Oct. 1717, from Charles <strong>Fleming</strong> of New Kent and Susanna his wife, conveying<br />

to John Thornton, of New Kent, 1278 acres on James River [now in Goochland] called Elk<br />

Island, which had been patented by <strong>Fleming</strong> in 1714. By deed, Henrico, Oct. 1717, Tarlton<br />

and John Woodson conveyed to Chas. <strong>Fleming</strong>, of New Kent, 500 acres in Henrico, adjoining<br />

<strong>Fleming</strong>'s Plantation. In Dec.1720 there was a suit in Henrico by John <strong>Fleming</strong>, executor of<br />

Chas. <strong>Fleming</strong>. <strong>The</strong> latter died between 1717 and 1720, and by his marriage with Susanna -<br />

had issue<br />

Notes on Tarleton <strong>Fleming</strong><br />

He had three sons Tarlton, George and Charles and several daughters. Tarleton <strong>Fleming</strong><br />

married Miss <strong>Bates</strong>, of Williamsburg, (of the same family was Edward <strong>Bates</strong> of Missouri),<br />

and had three sons, of whom Tarleton married Mary, sister of Thomas Mann Randolph, of<br />

Tuckahoe.<br />

Tarleton <strong>Fleming</strong>, of "Rock Castle," Goochland, was one of the justices of that county at<br />

its formation in 1728, and sheriff in 1730 and 1731 (Goochland Records). He is stated to<br />

have married Hannah <strong>Bates</strong>, probably a daughter of John <strong>Bates</strong> of York Co. <strong>The</strong>re is<br />

recorded in Goochland a deed dated 1744, from "Mrs. Jane <strong>Fleming</strong>" to Capt. Robert<br />

Moseley, conveying an island of 28 acres in James River, opposite "<strong>Fleming</strong>'s Rock Castle<br />

tract." As it was the custom in that day to address unmarried women as "Mrs.," she was<br />

probably a sister of Tarleton <strong>Fleming</strong>, for in 1742 Tarleton and Hannah <strong>Fleming</strong> witnessed<br />

the will of Isham Randolph. <strong>The</strong> will of Tarleton <strong>Fleming</strong> was dated Oct. 30, 1750, and<br />

proved in Goochland Dec. 18, 1750. He gives all his lands, stock, interests, furniture and<br />

other estate, real and personal, to his son Tarleton, except what was otherwise devised. to<br />

his daughters Susannan, Hanna, Elizabeth and Judith 500 (english pounds) current money<br />

each. Appoints his son Tarleton, Jno. <strong>Fleming</strong>, Jr., Tarleton Woodson, Jr., Tarleton<br />

Woodson, Sr., and Jacob Woodson, executors. Elizabeth <strong>Bates</strong>, Elizabeth Woodson, John<br />

<strong>Bates</strong>, Wm. <strong>Fleming</strong>, and James Meredith, witnesses.<br />

19. Elizabeth <strong>Fleming</strong>. She married Samuel Jordan.<br />

20. John <strong>Fleming</strong>.<br />

Notes on John <strong>Fleming</strong><br />

<strong>The</strong>re is on record in Goochland a deed dated Apr. 17, 1736, from Tarlton Woodson of<br />

Henrico, to Co!. John <strong>Fleming</strong>, of Goochland, conveying 1290 acres in Goochland (part of<br />

"what is known as the Licking hole survey") - 500 acres of said land had been given by the<br />

will of Charles <strong>Fleming</strong> to his grandsons Charles Jordan and George <strong>Bates</strong>. And also a<br />

deed in Goochland, dated ApI. 1736, from John <strong>Fleming</strong> to his "cousins" [nephews] Charles<br />

Jordan, George <strong>Bates</strong>, Samuel Jordan, and Matthew Jordan, conveying 500 acres in<br />

Goochland, which he had bought from Tarlton Woodson.<br />

Judith married (1) Oct. 16, 1712 (St. Peter's Register) Thomas Randolph of "Tuckahoe",<br />

and (2) m 1733, Nicholas Davies, of Goochland. <strong>The</strong>ir marriage contract, in which John and<br />

Tarleton <strong>Fleming</strong>, gentlemen, were trustees, was dated Dec. 24, 1733, and recorded in<br />

Goochland<br />

17 th Generation (Great(14)-Grandchildren)<br />

22. <strong>Fleming</strong> <strong>Bates</strong> was born in about 1714 and died in about 1784. He married Sarah<br />

Jordan May 1, 1737 in house of John Pleasants, Henrico Co, VA. She was born in<br />

Thomas <strong>Fleming</strong> <strong>Bates</strong> was a young man during the Revolutionary War, and he (like his<br />

uncle James) defied his family's religion to pick up arms for the purpose of war. A family<br />

member explains: “His love of country and hatred of tyranny caused him to break faith with<br />

[his Quaker] sect and he enlisted as a soldier, and continued as such until the patriot armies<br />

of the colonies conquered a peace.” While the families were skilled at writing to each other,<br />

and there are collections of family papers, <strong>Fleming</strong>’s reaction to his son’s break with their<br />

faith is unknown. Thomas was an pioneer settler of Goochland County, Virginia. He married<br />

Caroline M. Woodson and fathered 12 children: Charles, Matilda, Tarleton, <strong>Fleming</strong>,<br />

Nancy, Richard, James W., Sarah Margaret, Susan, Frederick and Edward.<br />

Thomas F. <strong>Bates</strong> was an early settler of Goochland County, Virginia. He was a Quaker, but<br />

when the war of the Revolution commenced he buried his religion in patriotism and became<br />

a soldier. He married Caroline M. Woodson, and they had twelve children: Charles, Matilda,<br />

Tarleton, <strong>Fleming</strong>, Nancy, Richard, James W., Sarah, Margaret, Susan, Frederick and<br />

Edward. Charles lived and died in Virginia, where he became eminent in the profession of<br />

law. Matilda married Captain Gett, and died leaving a daughter, Caroline M., who was<br />

adopted by her uncle, Edward <strong>Bates</strong>, and died in St. Louis, Missouri. Tarleton was killed in a<br />

duel at Pittsburg, Pennsylvania. <strong>Fleming</strong> lived in Northumberland County, Virginia, of which<br />

he was county clerk. He left several children at his death. Nancy married Thomas H. Walton,<br />

who was killed by lightning. He left one son, Robert A., who came to Missouri and married a<br />

daughter of the Hon. Frederick <strong>Bates</strong>. Richard studied law, but died young. He was an<br />

intimate friend of Gen. Winfield Scott, and had the promise of becoming a distinguished<br />

man. James W., lived and died in Arkansas. He was a delegate to Congress from that<br />

Territory before its admission as a State. Sarah never married, but she came with her<br />

mother to Missouri in 1818. Mrs. <strong>Bates</strong> died in 1845, aged ninety years. Margaret, was<br />

married twice; first to John Speers, and second to Dr. Orton Wharton, both of Virginia. She<br />

was left a widow the second time and came to St. Charles County, Missouri in 1838. Susan<br />

died while a young lady, in Virginia. Frederick <strong>Bates</strong> was well educated and became a<br />

distinguished man. President Jefferson appointed him Secretary of the Territory of Michigan,<br />

and in about the commencement of the Aaron Burr conspiracy, he was transferred to Upper<br />

Louisiana, as Secretary of that Territory. He afterwards became Governor of the Territory of<br />

Missouri, and was the second Governor of the State after its admission. He was married to<br />

Nancy Ball, a daughter of Colonel John S. Ball, who was a soldier of the War of 1812. Mr.<br />

<strong>Bates</strong> died in 1825, leaving four children: Emily C., Lucas Lee, Woodville and Frederick, Jr.<br />

During the latter part of his life he resided in Lincoln County. His daughter, Emily C.,<br />

married Robert Walton, and is now living in St. Charles, a widow. Lucas Lee married a<br />

daughter of Samuel Conway, and lives in St. Louis County. Woodville died in his youth.<br />

Frederick, Jr. married Lavinia Merideth, and died, leaving one child. His widow married<br />

Samuel Conway, who also died, and she then married a Mr. Kerney. <strong>The</strong> Hon. Frederick<br />

<strong>Bates</strong> was Governor of the Territory of Upper Louisiana from May, 1807 to October, 1807;<br />

from September, 1809 to September, 1810; from November 29, 1812 to December 7,<br />

1812; and he was Governor of the Territory of Missouri from December 12, 1812 to July,<br />

1813. He was elected second Governor of the State of Missouri in 1824, and died in 1825,<br />

before the expiration of his term. Edward <strong>Bates</strong>, brother of Frederick <strong>Bates</strong>, served as a pri<br />

vate soldier in the War of 1812, having enlisted before he was of age; but he was promoted<br />

to sergeant before the expiration of his term. He settled in St. Charles County, in 1814, and<br />

on May 29, 1823, he was married to Julia D. Coalter, daughter of Hon. David Coalter. <strong>The</strong>y<br />

had seventeen children. Mr. <strong>Bates</strong> was a man of superior order of talents, and held many<br />

positions of trust and influence during his life. He studied law under Hon. Rufus Easton, and<br />

became eminent in his profession. He was distinguished for a faithful and conscientious<br />

discharge of every duty entrusted to him, whether great or small, and he possessed the<br />

confidence of all classes of his fellow citizens in the very highest degree. He represented St.<br />

Louis as a delegate in the first Constitutional Convention of Missouri; served in the<br />

Legislature and State Senate for a number of years, and was a member of Congress in<br />

1826. At the commencement of President Lincoln administration he was honored with a seat<br />

in the cabinet as Attorney General. He died in 1870, in his seventy sixth year. His widow is<br />

still living, in her seventy eighth year.<br />

<strong>Family</strong> tradition has it that he was a captain in the American revolution, but proof has not<br />

been found. It was also said that he was a man of wealth and a member of the Virginia<br />

Legislature. again proof has not been found. From a SAR application it is stated William<br />

<strong>Bates</strong> assisted in establishing American independence while acting in the capacity of Public<br />

servant, supplied corn to the Continental army.<br />

Nancy Opie BATES March 4, 1819. She was born April 19, 1802 in Lancaster Co., VA and<br />

<strong>The</strong> Thornhill farm includes the home and utility<br />

buildings of Frederick <strong>Bates</strong>, his wife Nancy and<br />

their children, and shows how this family lived<br />

on the frontier in the early 1800s. But Frederick<br />

<strong>Bates</strong> was more than just a farmer; he played a<br />

pivotal role in bringing the Louisiana Territory<br />

under the control of the United States<br />

government. <strong>The</strong> site includes his 1820s home,<br />

barn, reconstructed summer kitchen, ice and<br />

smoke house, orchard and herb garden, and<br />

family cemetery. <strong>The</strong> home has been restored and partially furnished to look as it did when<br />

Governor <strong>Bates</strong> would set off on a one to two-day trek to St. Charles, Missouri, then the<br />

first capital of the state.<br />

Frederick <strong>Bates</strong>' contributions to this growing area began when he came to St. Louis in<br />

1807, just one year after the return of Lewis and Clark's "Tour of Discovery" opened the<br />

west. He began as the Secretary, Recorder of Land Titles and a member of the Board of<br />

Land Commissioners in the new territory. In these posts he helped determine whether<br />

Spanish, French or American claims and customs would predominate. As Secretary, he<br />

served as acting Territorial Governor for much of the time. He was also responsible for<br />

codification of territorial laws and compiled the first book published in Missouri. On<br />

November 17, 1824, in St. Charles, <strong>Bates</strong> was sworn in as second governor of Missouri,<br />

succeeding Alexander NcNair. On August 4 the following year, however, he died of pleurisy.<br />

He is buried in the family cemetery near his house with his wife and two of his children.<br />

He was well educated and became a<br />

the County Seat. <strong>The</strong> present county population is 16,653. <strong>The</strong> first county seat was at<br />

Harmony Mission until 1847 when the county seat was moved to nearby Papinville. <strong>The</strong><br />

county seat was moved to Butler in 1856. <strong>Bates</strong> County is named for Frederick <strong>Bates</strong>, the<br />

second governor of Missouri.<br />

governor died at the home in 1877, at the age of 48. Governor Bate, his wife and 2 of their<br />

children are buried in a cemetery on the property. Location: 15185 Olive Blvd.<br />

<strong>The</strong> <strong>Bates</strong> brothers of Virginia, also early politicians of Pittsburgh, mentioned Peter Audrain<br />

time after time in their accounts. Later, in Michigan territory, Frederick <strong>Bates</strong> lost office<br />

after office to Peter Audrain. Finally, <strong>Bates</strong> moved on to Missouri Territory, where he<br />

became the second Governor when the State of Missouri was formed. At the same time,<br />

Peter Audrain’s son James H. was serving in the Missouri Legislature. Another of the Audrain<br />

sons was a pioneer in the Indian Territory south and southwest of Missouri. In the next<br />

---<strong>The</strong> first settlement at <strong>Bates</strong>ville, at first called Poke Creek and Polk Bayou, is usually<br />

attributed to John Reed in 1810. <strong>The</strong> place was not called <strong>Bates</strong>ville until 1820, after James<br />

Woodson <strong>Bates</strong> had settled there and Independence county was formed.<br />

History: <strong>Bates</strong>ville is the second oldest city in the state of Arkansas. It was named for<br />

James Woodson <strong>Bates</strong> who settled in the town and was the first territorial delegate from<br />

Arkansas to the Congress of the United States. <strong>The</strong> town has also gone by the names<br />

of Napoleon and Polk Bayou. In early days,<br />

<strong>Bates</strong>ville was an important port on the White<br />

River and served as an entry point to the<br />

interior of northern Arkansas. <strong>Bates</strong>ville<br />

played a large role in the settling of the Ozark<br />

Mountains region and served as the central<br />

land office for northern Arkansas. <strong>The</strong> first<br />

known settlement of the <strong>Bates</strong>ville area was<br />

in 1810 near the mouth of Polk Bayou, and by<br />

1819 the town had a ferry across the White River.<br />

Lincoln's attorney general, Edward <strong>Bates</strong>, was born in 1793 in Virginia, the son of a planter<br />

and merchant. His formal education was limited, but he received instruction from his father<br />

and relatives. He served briefly in a volunteer militia company during the War of 1812.<br />

At the suggestion of his brother, who was secretary of the Missouri Territory, <strong>Bates</strong> went to<br />

St. Louis in 1814, studied law, and was licensed to practice two years later. He became<br />

involved in politics, holding several local offices, including attorney general, before being<br />

elected to Congress in 1826. As a National Republican, he opposed Andrew Jackson, a stand<br />

that contributed to his defeat for reelection in 1828. <strong>Bates</strong> returned to the state legislature<br />

and private law practice for a number of years. In the late 1840s, he established a national<br />

reputation as a leading spokesman for internal improvements and was offered a position in<br />

President Millard Fillmore's cabinet. <strong>Bates</strong> declined the post, however.<br />

As the issue of slavery expansion intensified during the 1850s, <strong>Bates</strong> took his stand with<br />

those who favored keeping the territories free. He remained a Whig through its 1856<br />

convention, but inevitably gravitated to the Republican party. As a border state conservative,<br />

<strong>Bates</strong> was widely mentioned as a presidential candidate for the 1860 Republican<br />

nomination. But at the Chicago convention, he never received more than forty-eight votes,<br />

and with the nomination of Lincoln, his candidacy collapsed. While <strong>Bates</strong>'s border state and<br />

conservative credentials came up short at Chicago, they served him well when Lincoln<br />

selected his cabinet. Lincoln appointed him attorney general, and <strong>Bates</strong> became the first<br />

cabinet member to be chosen from the region west of the Mississippi River.<br />
