The <strong>International</strong> <strong>Franchise</strong> <strong>Association</strong> (IFA) is the world’s premier association dedicated to protecting, enhancing and<br />

promoting franchising. The IFA achieves its mission largely through outstanding support of its members. Many individuals<br />

of member companies of the association contribute countless hours to the advancement of the IFA and its<br />

mission. As members who are involved in numerous IFA committees, task forces and forums we wanted to create a<br />

handbook detailing the <strong>International</strong> <strong>Franchise</strong> <strong>Association</strong>, its staff, its events, its volunteer and sponsorship opportunities,<br />

and the inner-workings of this large and powerful association.<br />

How do I get involved with an IFA committee?<br />

Frequently Asked Questions<br />

IFA is always looking for members to get more<br />

involved. Participating in a committee is a wonderful<br />

way to get started. For a list of committees, turn to<br />

Do you have regional meetings?<br />

IFA has two regional programs. The <strong>Franchise</strong><br />

Business Network and the Women’s <strong>Franchise</strong><br />

Network. Additionally, IFA has <strong>Franchise</strong> Development<br />

Seminars around the country throughout the<br />

How should I start my <strong>International</strong> Expansion<br />

Program?<br />

The international expansion for a franchise company<br />

can be a very promising, yet challenging task. It is<br />

important that you determine as a company if you are<br />

prepared to expand internationally and create a<br />

strategic plan to what countries you are likely to have<br />

success in. You should consult with international franchise<br />

consultants and lawyers, and seek the advice of<br />

the US Department of Commerce office through one<br />

of their Export Assistance Centers. The IFA can<br />

provide you with a list of these, as well as helping you<br />

learn the different options for international promotion,<br />

such as trade missions, IFA pavilions at international<br />

expos, or the <strong>International</strong> <strong>Franchise</strong> Expo (IFE) in the<br />

research on international topics as well as country<br />

Government Relations<br />

The mission of IFA’s Government Relations Department<br />

is to preserve and enhance the legislative and regulatory<br />

climate for the growth of franchising worldwide by<br />

providing services and representation that only IFA can<br />

offer. The department monitors legislative and regulatory<br />

activity, conducts lobbying and grassroots<br />

campaigns, participates in national and local coalitions,<br />

creates forums and educational tools for experts in the<br />

franchising community, and promotes positive relations<br />

between franchisors, franchisees, and elected and<br />

appointed government officials and employees.<br />

FRANCHISE RELATIONSHIP LEGISLATION<br />

Proposals to enact additional regulations of the franchise<br />

relationship have been introduced several times in<br />

Congress since 1990 and in state legislatures<br />

throughout the country. IFA pursues a highly active<br />

educational campaign with members of the Congress<br />

and state legislators to heighten awareness of the negative<br />

economic consequences of franchise relationship<br />

legislation. IFA staff continually educates federal and<br />

state lawmakers, especially those serving on the<br />

committees of jurisdiction for franchise relationship<br />

legislation.<br />

REGULATORY ACTIVITY<br />

IFA has long been active in regulatory affairs, both with<br />

the Federal Trade Commission (“FTC”), the federal agency<br />

with authority for enforcing federal franchise disclosure<br />

regulations, and with the North American Securities<br />

Administrators <strong>Association</strong> (“NASAA”), the organization<br />

representing state franchise regulators. IFA participates<br />

in the process to revise and improve the FTC’s Trade<br />

Regulation Rule on Franchising, which requires franchisors<br />

to provide to each prospective franchise investor,<br />

prior to the sale of the franchise, comprehensive information<br />

about the franchise system and the rights,<br />

responsibilities and obligations of the franchisor and the<br />

franchisee as part of the franchise investment. IFA also<br />

works closely with state regulators, dating back to the<br />

creation of the first regulations for the “Uniform <strong>Franchise</strong><br />

Offering Circular” (“UFOC”) in the 1970’s.<br />

IFA is also active in public policy activities that affect<br />

franchising at the international level, and works in close<br />

cooperation with members of other national franchise<br />

associations.<br />

SMALL BUSINESS ISSUES<br />

IFA lobbies, monitors and actively participates in coalitions<br />

with other national trade associations on small<br />

business issues that have a potentially disproportionate<br />

affect on the franchise community. Issues for which IFA<br />

lobbies include tax and regulatory reform, legal reform,<br />

small business health plans and minimum wage legislation.<br />

POLITICAL EDUCATION AND GRASSROOTS<br />

IFA continues to increase the association’s presence on<br />

Capitol Hill. IFA holds its annual “<strong>Franchise</strong> Appreciation<br />

Day” each fall. <strong>Franchise</strong> Appreciation Day gives<br />

IFA members a unique opportunity to learn about the<br />

legislative process, educate their elected officials on the<br />

important role franchising plays back home in the<br />

district and the global economy, and how it directly<br />

impacts the public policy making process.<br />

that a special program called VetFran was created. With<br />

the cooperation of the U.S. Department of Veterans<br />

Affairs, the Veterans Corporation and the U.S. Small<br />

Business Administration, and with outreach initiatives to<br />

our country’s military and veteran organizations, the<br />

program continues to expand. Nearly 250 participating<br />

member companies have agreed to help qualified<br />

veterans acquire franchise businesses by providing<br />

financial incentives not otherwise available to other franchise<br />

investors. Veterans will get the “best deal” from<br />

these companies.<br />

<strong>International</strong> Development<br />

The <strong>International</strong> Development Department assists franchise<br />

companies in developing and expanding their<br />

international operations. The department achieves this<br />

mission by providing technical assistance and information,<br />

along with organizing and supporting franchise<br />

trade missions and U.S. pavilions at selected franchise<br />

exhibitions outside the United States. IFA’s international<br />

programs and services provide a cost-effective means<br />

for franchisors to explore foreign markets and expand<br />

globally; foster greater understanding of global markets;<br />

and promote franchising abroad.<br />

IFA conducts workshops on international issues at its<br />

Annual Convention and other events it holds throughout<br />

the year, one of these being the Annual <strong>International</strong><br />

Symposium on Franchising, which is designed to assist<br />

franchisors in enhancing their global development<br />

strategies and tactics.<br />

The department coordinates its activities with the<br />

following working groups;<br />

The Global Marketing Committee, (GLOMAK), is<br />

responsible for directing overseas franchise development<br />

support and information services.<br />

The <strong>Franchise</strong> Matchmaker Task Force coordinates<br />

CORPORATE COUNSEL COMMITTEE<br />

To advise the IFA board of directors, other standing<br />

committees of IFA and IFA staff on legal issues with<br />

implications for franchising. The corporate counsel<br />

committee is composed of in-house counsel of IFA<br />

members.<br />

EXECUTIVE COMMITTEE<br />

To act on behalf of the Board when Board is not in<br />

session. Consists of officers, namely the Chair, 1st Vice<br />

Chair, 2nd Vice Chair, Secretary, Treasurer, two past IFA<br />

Chairs, plus the Chairs of the <strong>Franchise</strong>e, Franchisor,<br />

and Supplier Forums. Nominating committee recommends<br />

the slate elected by IFA Board.<br />

FINANCE, AUDIT AND BUDGET COMMITTEE<br />

To operate a financially sound and stable organization;<br />

to ensure cost efficient operations with fiscally sound<br />

budgets; and to provide a safe, secure working environment.<br />

FRANCHISEE FORUM<br />

To encourage meaningful dialogue between franchisees<br />

and franchisors, and to be instrumental in addressing<br />

and resolving concerns of mutual interest. <strong>Franchise</strong>e<br />

Forum Officers and members are elected by their peers<br />

on the Forum from nominations received by the IFA<br />

membership. <strong>Membership</strong> is limited to franchisee<br />

members of IFA.<br />

FRANCHISOR FORUM<br />

To provide an opportunity for franchisor members of the<br />

IFA to discuss matters of interest primarily to franchisors.<br />

<strong>Membership</strong> limited to franchisors.<br />

FRANCHISE RELATIONS COMMITTEE<br />

To assist IFA members by developing information and<br />

programs that promote positive relations and encourage<br />

dialogue and cooperation between franchisees and franchisors.<br />

INFORMATION TECHNOLOGY COMMITTEE<br />

To provide guidance to the IFA and its membership on<br />

the adoption and use of technology.<br />

GLOBAL MARKETING GROUP (GLOMAK)<br />

GLOMAK will be responsible for directing overseas franchise<br />

development support and information services.<br />

Members include franchise development executives.<br />

MATCHMAKER PROGRAM COORDINATING<br />

TASK FORCE<br />

Coordinates franchise trade missions through the US<br />

Department of Commerce. These missions are an<br />

opportunity to leverage tax dollars to grow global franchise<br />

network presence. Members include senior<br />

franchisor representatives, USDOC representatives and<br />

members of the international consulting community.<br />

LEGAL/LEGISLATIVE COMMITTEE<br />

To advise IFA with regard to identification, prioritization<br />

and position on legislative, regulatory and legal issues<br />

affecting franchising. The Committee shall provide a<br />

forum for maintaining a high level of awareness of these<br />

issues among the <strong>Association</strong>’s membership. In addition,<br />

the Committee will provide a means by which the<br />

maximum resources available can be brought to bear<br />

on these legislative, regulatory and legal issues identified<br />

as a priority for the <strong>Association</strong>.<br />

AWARDS<br />

Purpose of Awards Program<br />

The purpose of the IFA Awards Program is to recognize<br />

individuals and organizations that have contributed to<br />

the growth and success of franchising as a method of<br />

distribution in the global economy. With such recognition,<br />

it is hoped that others will be inspired to emulate<br />

those honored and thereby make franchising even more<br />

successful in the years to come. Hopefully the resulting<br />

publicity will help inform and educate the general public<br />

about franchising as a concept, highlighting its benefits<br />

to society as a whole. Below are descriptions of the<br />

major awards. Nominations are solicited for these<br />

awards in the Spring of each year and are awarded at<br />

IFA’s Annual Convention.<br />

HALL OF FAME<br />

As the oldest and most prestigious award conferred by<br />

the IFA, the winner must be a franchisor or franchisee<br />

who has contributed significantly to the advancement<br />

of franchising and to the benefit of IFA and the franchising<br />

community. That contribution is made through<br />

successful franchising programs, innovative activities<br />

within franchising and IFA service. Representing the<br />

very best in franchising, they should meet and exceed<br />

the criteria established for this award.<br />

ENTREPRENEUR OF THE YEAR<br />

This award is designed to give recognition to those individuals<br />

who have the vision to see what might be, are<br />

willing to take the risks that traditionally accompany any<br />

new endeavor, and possess the management skills to<br />

create a successful business enterprise through franchising.<br />

Candidates should be currently managing and<br />

building a successful business through franchising. If<br />

the person selected for this award is willing, they will<br />

“reign” for the following year and be on call for speaking<br />

engagements at IFA member conventions, give media<br />

interviews and work with association leaders to spread<br />

the word on franchising.<br />

BONNY LEVINE<br />

This award recognizes women who are role models for<br />

all, but especially women, by their business and professional<br />

accomplishments within franchising and their<br />

contributions to our entire society.<br />

RONALD E. HARRISON<br />

To recognize organizations and/or individuals who have<br />

made significant contributions to minorities in franchising<br />

either within their franchise organization or<br />

within the franchise community.<br />

HONORARY LIFE MEMBER<br />

This award honors those individuals—franchisees, franchisors<br />

or suppliers—upon retirement from active<br />

franchising, who have given much of their time and<br />

talent to promoting franchising in general and the IFA in<br />

particular during their active business careers. Typically<br />

such persons have served on many committees, task<br />

forces, the Board of Directors and in other ways<br />

contributed much to enhance franchising over a period<br />

of several years in various leadership roles. While many<br />

fitting this profile will often serve as Chair of IFA, these<br />

honorees normally have not and this recognition was<br />

deliberately designed to express the franchising community’s<br />

appreciation in much the same way it is accorded<br />

to Past Chairs.<br />

FRANCHISEE OF THE YEAR<br />

Franchisors may recognize their system’s outstanding<br />

“<strong>Franchise</strong>e of the Year” by participating in the recognition<br />

ceremonies for such winners provided at the IFA<br />

Annual Convention. Franchisors are encouraged to<br />

recognize their most outstanding franchisees at their<br />

own company conventions and/or throughout the year<br />

by presentation of the IFA sponsored “Franny Award,”<br />

which can be purchased from the association.<br />

DISTINGUISHED SERVICE AWARDS<br />

Approved by the IFA Board of Directors in June, 2003,<br />

the IFA Distinguished Service Awards category was<br />

established to recognize individuals from each of the<br />

three categories of association membership who have<br />

devoted many years to promoting franchising through<br />

helping IFA fulfill its mission by active participation on<br />

committees, task forces and the Board of Directors. The<br />

award(s) would be given when deemed appropriate and<br />

do not carry a requirement of regularity.<br />

Presentation<br />

The IFA Distinguished Service Awards will be presented<br />

during the association’s annual Fall Leadership Meeting<br />

in conjunction with the presentation of the Legislator of<br />

the Year Award. It is also the recommendation of the<br />

Board of Directors that the recipients of these awards<br />

be acknowledged during the association’s annual<br />

convention.<br />

Executives (ICFE) offers a wide<br />

IFA Diversity Institute<br />

The IFA Diversity Institute was formed to promote and<br />

foster diversity and inclusion within the franchising<br />

community and to promote franchising to diverse<br />

communities. The Institute provides information to<br />

assist IFA members to expand their diversity efforts at all<br />

levels, including franchisees, employees, suppliers and<br />

consumers.<br />

The Institute is led by a 20 member Board of Directors<br />

comprised of IFA members. The Institute has an Advisory<br />

Council comprised of representatives from other<br />

organizations, such as the National Urban League,<br />

<strong>Association</strong> of Small Business Development Centers,<br />

National Council of La Raza, and the Minority Business<br />

Development Agency. The Diversity Institute has four<br />

areas of focus:<br />

Research – Document best practices in diverse<br />

franchise recruitment, employee hiring and retention,<br />

and supplier diversity.<br />

Education – Help IFA members incorporate diversity<br />

into their systems and build on existing<br />

programs.<br />

Communication – Increase diversity communications<br />

within the IFA and increase franchising<br />

communication to external diverse audiences.<br />

Resource Development – To support and expand<br />

diversity efforts within the franchise community<br />

and franchising outreach to diverse communities<br />

MinorityFran<br />

Launched in February, 2006, MinorityFran provides<br />

organizations through the IFA Diversity Institute, such<br />

as the National Urban League, <strong>Association</strong> of Small<br />

send the message to all communities that franchising<br />
