How should I start my International Expansion
Program?
The international expansion for a franchise company
can be a very promising, yet challenging task. It is
important that you determine as a company if you are
prepared to expand internationally and create a
strategic plan to what countries you are likely to have
success in. You should consult with international franchise
consultants and lawyers, and seek the advice of
the US Department of Commerce office through one
of their Export Assistance Centers. The IFA can
provide you with a list of these, as well as helping you
learn the different options for international promotion,
such as trade missions, IFA pavilions at international
Government Relations
The mission of IFA’s Government Relations Department
is to preserve and enhance the legislative and regulatory
climate for the growth of franchising worldwide by
providing services and representation that only IFA can
offer. The department monitors legislative and regulatory
activity, conducts lobbying and grassroots
campaigns, participates in national and local coalitions,
creates forums and educational tools for experts in the
franchising community, and promotes positive relations
between franchisors, franchisees, and elected and
appointed government officials and employees.
FRANCHISE RELATIONSHIP LEGISLATION
Proposals to enact additional regulations of the franchise
relationship have been introduced several times in
Congress since 1990 and in state legislatures
throughout the country. IFA pursues a highly active
educational campaign with members of the Congress
and state legislators to heighten awareness of the negative
economic consequences of franchise relationship
legislation. IFA staff continually educates federal and
state lawmakers, especially those serving on the
committees of jurisdiction for franchise relationship
legislation.
REGULATORY ACTIVITY
IFA has long been active in regulatory affairs, both with
the Federal Trade Commission (“FTC”), the federal agency
with authority for enforcing federal franchise disclosure
regulations, and with the North American Securities
Administrators Association (“NASAA”), the organization
representing state franchise regulators. IFA participates
in the process to revise and improve the FTC’s Trade
Regulation Rule on Franchising, which requires franchisors
to provide to each prospective franchise investor,
prior to the sale of the franchise, comprehensive information
about the franchise system and the rights,
responsibilities and obligations of the franchisor and the
franchisee as part of the franchise investment. IFA also
works closely with state regulators, dating back to the
creation of the first regulations for the “Uniform Franchise
Offering Circular” (“UFOC”) in the 1970’s.
IFA is also active in public policy activities that affect
franchising at the international level, and works in close
cooperation with members of other national franchise
associations.
SMALL BUSINESS ISSUES
IFA lobbies, monitors and actively participates in coalitions
with other national trade associations on small
business issues that have a potentially disproportionate
affect on the franchise community. Issues for which IFA
lobbies include tax and regulatory reform, legal reform,
small business health plans and minimum wage legislation.
POLITICAL EDUCATION AND GRASSROOTS
IFA continues to increase the association’s presence on
Capitol Hill. IFA holds its annual “Franchise Appreciation
Day” each fall. Franchise Appreciation Day gives
IFA members a unique opportunity to learn about the
legislative process, educate their elected officials on the
important role franchising plays back home in the
district and the global economy, and how it directly
impacts the public policy making process.
POLITICAL ACTIVISM & FRANPAC -
FRANCHISING’S POLITICAL ACTION
COMMITTEE
One more way IFA can be an effective public policy
advocate for franchising is through a strong and vibrant
political program. FranPAC creates an opportunity for
IFA members to provide financial support to candidates
for federal office, and a robust PAC means more contributions
to candidates who understand franchising and
who will promote a legislative and regulatory climate
favorable to franchising.
Public Relations
Spreading the word about the benefits of franchising is
the primary focus of IFA’s Communications and Media
Relations Department.
IFA is the “Voice of Franchising ® ” for news
media around the world. IFA is their first
and most reliable source of information
about our business sector. We do that
by providing timely, accurate and relevant
information to journalists via
interviews, press releases, editorial
papers, news advisories and feature
articles. We also keep the growing
IFA membership informed of key
events and activities through the IFA
Insider newsletter, Franchising World
magazine and the popular SmartBrief enewsletter.
IFA works to introduce its member companies to
thousands of news media contacts in our database.
That database is constantly updated to ensure news
about IFA members gets to the right editor, producer or
reporter at the right newspapers, magazines, television
and radio stations and online news outlets across the
U.S. and around the world.
VetFran
12 INTERNATIONAL FRANCHISE ASSOCIATION MEMBERSHIP HANDBOOK
It is because the community of franchising wishes to
honor those who have so bravely served our country
that a special program called VetFran was created. With
the cooperation of the U.S. Department of Veterans
Affairs, the Veterans Corporation and the U.S. Small
Business Administration, and with outreach initiatives to
our country’s military and veteran organizations, the
program continues to expand. Nearly 250 participating
member companies have agreed to help qualified
veterans acquire franchise businesses by providing
financial incentives not otherwise available to other franchise
investors. Veterans will get the “best deal” from
these companies.
IFA’s Web site, www.franchise.org, has a wealth of information
about the VetFran program, with the
participating members included on the site. We
encourage your company to take part in this very important
effort. Select the link below for details on how to
International Development
The International Development Department assists franchise
international operations. The department achieves this
mission by providing technical assistance and information,
the year, one of these being the Annual International
Symposium on Franchising, which is designed to assist
franchisors in enhancing their global development
The purpose of the IFA Awards Program is to recognize
individuals and organizations that have contributed to
the growth and success of franchising as a method of
distribution in the global economy. With such recognition,
it is hoped that others will be inspired to emulate
those honored and thereby make franchising even more
successful in the years to come. Hopefully the resulting
publicity will help inform and educate the general public
about franchising as a concept, highlighting its benefits
to society as a whole. Below are descriptions of the
major awards. Nominations are solicited for these
awards in the Spring of each year and are awarded at
within franchising and IFA service. Representing the
willing to take the risks that traditionally accompany any
new endeavor, and possess the management skills to
create a successful business enterprise through franchising.
Candidates should be currently managing and
building a successful business through franchising. If
the person selected for this award is willing, they will
“reign” for the following year and be on call for speaking
engagements at IFA member conventions, give media
interviews and work with association leaders to spread
the word on franchising.
BONNY LEVINE
This award recognizes women who are role models for
all, but especially women, by their business and professional
accomplishments within franchising and their
contributions to our entire society.
RONALD E. HARRISON
To recognize organizations and/or individuals who have
made significant contributions to minorities in franchising
either within their franchise organization or
within the franchise community.
HONORARY LIFE MEMBER
This award honors those individuals—franchisees, franchisors
or suppliers—upon retirement from active
franchising, who have given much of their time and
talent to promoting franchising in general and the IFA in
particular during their active business careers. Typically
such persons have served on many committees, task
forces, the Board of Directors and in other ways
contributed much to enhance franchising over a period
of several years in various leadership roles. While many
fitting this profile will often serve as Chair of IFA, these
honorees normally have not and this recognition was
deliberately designed to express the franchising community’s
appreciation in much the same way it is accorded
to Past Chairs.
FRANCHISEE OF THE YEAR
Franchisors may recognize their system’s outstanding
“Franchisee of the Year” by participating in the recognition
ceremonies for such winners provided at the IFA
Annual Convention. Franchisors are encouraged to
recognize their most outstanding franchisees at their
own company conventions and/or throughout the year
by presentation of the IFA sponsored “Franny Award,”
which can be purchased from the association.
DISTINGUISHED SERVICE AWARDS
Approved by the IFA Board of Directors in June, 2003,
the IFA Distinguished Service Awards category was
established to recognize individuals from each of the
three categories of association membership who have
devoted many years to promoting franchising through
helping IFA fulfill its mission by active participation on
committees, task forces and the Board of Directors. The
award(s) would be given when deemed appropriate and
do not carry a requirement of regularity.
Presentation
The IFA Distinguished Service Awards will be presented
during the association’s annual Fall Leadership Meeting
in conjunction with the presentation of the Legislator of
the Year Award. It is also the recommendation of the
Board of Directors that the recipients of these awards
be acknowledged during the association’s annual
convention.
