A resident of Spartanburg, SC,
where the Captioned Media Program
is headquartered, Ramirez described
herself as “curious” when she began
working there four years ago. That
summer Matthew was 14 years old
and he borrowed videotapes freely.
“I think he was watching up to 20
films a week,” Ramirez remembered.
That fall when he returned to
school, his reading scores had
improved—by a whopping three
grade levels.
“We didn’t do anything different
that summer,” remembered Ramirez.
“We always visited the library, but we
didn’t hire a tutor or anything.”
She credits her son’s reading
improvement to his reading captions
on the films he watched that summer
and “the power of captioned media.”
Now Ramirez helps Stark spread the
word to school systems and parents.
Once parents learn about the
Captioned Media Program, they are
often ecstatic.
“Not a week goes by that we don’t
get a ‘God bless you’ from a parent,”
said Ramirez.
While the Captioned Media
Program is unable to provide
captioning on demand, it has a
consumer-based process to select the
300 tapes that it captions each year.
“We have systems to solicit
involvement from consumers,” Stark
said, citing an ongoing relationship
with parents of deaf children, deaf
individuals, and organizations around
the country. “Everything should be
captioned, of course, but we have to
look at what is in top demand.”
Thirty titles are available in
Spanish, and a panel of Hispanic and
Latino educators has selected more.
“We hope to add 75 titles in Spanish
each year,” said Ramirez.
The Captioned Media Program
advocates for increased availability of
captions, she added. For example, the
program recently supported legislation
in Oregon that requires the state to give
preference to captions when purchasing
new media. “We also guide captioners
and agencies to achieve the highest
quality of captions through a testing and
rating process,” she said.
