Reference 1.c provides <strong>Department</strong> <strong>of</strong> Defense Explosives Safety Board (DDESB) final<br />

approval. This approval will be made part <strong>of</strong> <strong>the</strong> administrative record for <strong>the</strong> site.<br />

3. Additionally, as required by DoD 6055.09-M, V7.E4.3.1.1.7, submit an after action report to<br />

our <strong>of</strong>fice for review and forwarding to DDESB after this approved Removal Action is complete.<br />

The <strong>Department</strong> <strong>of</strong> Defense Explosives Safety Board (DDESB) Staff has reviewed <strong>the</strong><br />

subject explosives safety submission (ESS) forwarded by reference (a) against <strong>the</strong> requirements<br />

<strong>of</strong>reference (b). Based on <strong>the</strong> information provided, approval is granted for removal and<br />

treatment <strong>of</strong>material potentially presenting an explosive hazard (MPPEH) and munitions and<br />

explosives <strong>of</strong>concern (MEC) at <strong>Former</strong> <strong>Fort</strong> <strong>Ord</strong>, Monterey County, CA. This approval is based<br />

on <strong>the</strong> following:<br />

a. The efforts addressed in this ESS involve manual unintentional detonation<br />

operations and intentional detonations supporting munitions response actions within Munitions<br />

Response Area (MRA) Unit 7 and MRA Unit 10.<br />

b. The munition with <strong>the</strong> greatest fragmentation distance (MGFD) for <strong>the</strong> MRA<br />

Unit 7 is <strong>the</strong> 75mm M48 Projectile; <strong>the</strong> minimum separation distance (MSD) for teams for<br />

manual unintentional detonation operations is 75 feet (ft) based on K40 <strong>of</strong><strong>the</strong> 4.5-inch Mk 3<br />

Barrage Rocket; <strong>the</strong> MSD for nonessential personnel from manual unintentional detonation<br />

operations is 316 ft based on <strong>the</strong> hazardous fragment distance (HFD) <strong>of</strong><strong>the</strong> 4.5-inch Mk 3<br />

Barrage Rocket; and <strong>the</strong> MSD for all personnel from intentional detonations is 1,794 ft based on<br />

<strong>the</strong> maximum fragment distance (MFD) <strong>of</strong><strong>the</strong> MGFD.<br />

c. The MGFD for <strong>the</strong> MRA Unit lOis <strong>the</strong> 75mm HE Mk I Projectile; <strong>the</strong> MSD<br />

for teams for manual unintentional detonation operations is 47 ft based on K40 <strong>of</strong><strong>the</strong> MGFD; <strong>the</strong><br />

MSD for nonessential personnel from manual unintentional detonation operations is 239 ft based


on <strong>the</strong> HFD <strong>of</strong> <strong>the</strong> MGFD; and <strong>the</strong> MSD for all personnel from intentional detonations is 1,873 ft<br />

based on <strong>the</strong> MFD <strong>of</strong> <strong>the</strong> MGFD.<br />

d. Collection points and consolidated shots are authorized provided <strong>the</strong> <strong>Army</strong><br />

ensures usage <strong>of</strong>reference (c), paragraph C6.2.7.5.<br />

e. The use <strong>of</strong> sandbags is authorized as an engineering control for intentional<br />

detonations involving <strong>the</strong> MEC identified in reference (a) provided <strong>the</strong> <strong>Army</strong> ensures usage per<br />

reference (c), paragraph C6.2.7.5.<br />

facilities.<br />

f. Demolition materials, per reference (a), will be stored in DDESB approved<br />

g. Chemical agent identification set (CAIS) kits (i.e., K951/2, K953/4 and K955)<br />

that contain dilute chemical agents or industrial chemicals will be treated as a hazardous waste.<br />

Ifo<strong>the</strong>r CAIS, a munition with an unknown fill, or chemical warfare material is encountered all<br />

work will cease pending <strong>Army</strong> assessment <strong>of</strong><strong>the</strong> need to submit a Chemical Safety Submission.<br />

h. Prior to initiation and through completion <strong>of</strong>on-site explosives operations, all<br />

nonessential personnel will be evacuated and prevented from entering any area/facility<br />

encumbered by <strong>the</strong> MSD required for <strong>the</strong> operation being conducted, or explosives operations<br />

will be suspended ifnonessential personnel enter <strong>the</strong> MSD.<br />

i. MPPEH will be inspected and classified as material documented as safe prior<br />

to release to <strong>the</strong> public.<br />

Ifchanges occur during or after completion <strong>of</strong>this effort that could increase explosive<br />

hazards to site workers or <strong>the</strong> public due to <strong>the</strong> presence 0 I itary munitions at <strong>the</strong> site, an<br />

amendment to this ESS must be submitted to DDESB for. revi and approva1.<br />
