At <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, we view our Commencement as both a<br />

celebration of our students’ achievements and a recognition of their families<br />

who supported them. Our ceremony is truly an academic ritual; therefore,<br />

we ask that you and your families recognize that such an event requires a<br />

certain decorum be maintained. So that all families can hear the<br />

announcement of each graduate’s name, please limit the length and decibel<br />

level of celebratory response. In addition, we ask that you turn off all cell<br />

phones and pagers during the ceremony.<br />

The <strong>University</strong> retains the right to escort from the building any<br />

individual or group who creates inordinate noise that distracts from the<br />

solemnity of the program.


A B O U T T H E U N I V E R S I T Y<br />

FROM ITS INAUGURAL CLASS OF 57 STUDENTS,<br />

FROSTBURG STATE UNIVERSITY HAS GROWN TO<br />

A PRESENT DAY ENROLLMENT OF MORE THAN<br />

5,000 STUDENTS.<br />

Its physical plant, once limited to a single<br />

building, Old Main, which housed classrooms<br />

and a library, has also grown to over 30<br />

facilities including classroom buildings,<br />

residence halls, the Lewis J. Ort Library, the<br />

Harold J. Cordts Physical Education Center, the<br />

Lane <strong>University</strong> Center, the Performing Arts Center<br />

and the Compton Science Center, all situated on 260<br />

beautiful acres.<br />

Opened in 1902 as <strong>State</strong> Normal School No. 2, the<br />

<strong>University</strong> owes its existence to the tenacity of J. Benson Oder, editor of<br />

the <strong>Frostburg</strong> Mining Journal, and the citizens of <strong>Frostburg</strong> who, in spite of<br />

political barriers, raised funds and purchased the site on which “Old Main,”<br />

the <strong>University</strong>’s first building, is located.<br />

Principal Edmund Dandridge Murdaugh and three faculty instructed the<br />

first Normal School class; in addition, the other faculty taught 151 children in<br />

the Model School. The Normal School students, who were high school students<br />

having to meet no requirements other than age (girls, 16; boys, 17), had but<br />

one two-year course of study: elementary education. The curriculum consisted<br />

of Latin, mathematics, history, rhetoric and literature, natural and physical<br />

sciences, drawing, music, calisthenics, psychology, philosophy of education,<br />

philosophy of school management, pedagogy, observation, practice work and<br />

primary manual training.<br />

Over the years, the name of the institution has reflected the changes in<br />

the scope of its educational mission. In 1935, <strong>State</strong> Normal School No. 2<br />

became <strong>State</strong> Teachers College at <strong>Frostburg</strong>, a four-year college that offered a<br />

Bachelor of Science in Elementary Education. In 1963, the name became<br />

<strong>Frostburg</strong> <strong>State</strong> College, and finally in 1987, with the strong support of the<br />

local civic and business community, became <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, an<br />

indication of its growing resources, diversity and excellence in educational<br />

opportunities for the region and the state.<br />

ONE HUNDRED AND THIRTY-NINTH COMMENCEMENT<br />

In 1988, FSU became a constituent institution of<br />

the <strong>University</strong> System of Maryland, comprised of 12 of<br />

the state’s 14 public institutions.<br />

Throughout its growth, the <strong>University</strong> has<br />

emphasized excellence in teaching. Approximately<br />

80 percent of the full-time faculty hold<br />

Ph.D.s or terminal degrees from institutions<br />

that are among the most prestigious in the<br />

nation. Faculty scholarship has led to scholarly<br />

books, manuals and journals, as well as<br />

numerous articles and reviews. This excellence in<br />

faculty has resulted in superior results for students.<br />

FSU has been ranked first among its peers for the<br />

number of doctorates per 100 baccalaureate degrees awarded.<br />

In the same study, FSU was ranked second in the percentage of<br />

national, prestigious awards received by faculty. These have included<br />

Fulbrights and significant grants from the National Endowment for the<br />

Humanities, the National Endowment for the Arts and other national<br />

associations.<br />

At the same time, the <strong>University</strong> has developed comparable excellence in<br />

academic programs, research, consulting, cultural and athletic events and<br />

facilities. In recent years the campus has consistently received a superior<br />

rating, the highest state award given for facilities and maintenance.<br />

Today, the <strong>University</strong>’s mission and services have expanded significantly.<br />

Over 400 full-time administrators and support staff and more than 200 fulltime<br />

faculty serve the educational needs of students who come not only from<br />

throughout the United <strong>State</strong>s, but also the world. These students have a choice<br />

of 42 major programs of study leading to the Bachelor of Arts, Bachelor of<br />

Science, Bachelor of Fine Arts, Bachelor of Technical and Professional Studies<br />

and Bachelor of Science in Urban and Regional Planning degrees as well as<br />

graduate degrees in applied ecology and conservation biology, business<br />

administration, counseling psychology, education, wildlife/fisheries biology,<br />

recreation and parks management, teaching and applied computer science.<br />

In addition, several pre-professional programs are offered.<br />

<strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> continues its pursuit of excellence, a tradition<br />

which now spans over a century.

On behalf of the faculty and staff of <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, it is my sincerest pleasure to<br />

congratulate you on your graduation. It is both an honor and privilege for us to share this important<br />

milestone with you.<br />

I appreciate that you have placed your confidence in this fine <strong>University</strong> and hope that you have benefited from all that we have to<br />

offer. It is my hope that your degree will be one of many successes in your life and that you take the skills you learned here and use them<br />

to make your mark on the world. Your education is only the beginning of a lifetime of learning.<br />

Today, as you take your place in the history of <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, I invite you to return to take your rightful place in its<br />

A C A D E M I C R E G A L I A<br />

Academic regalia is a visible reminder that the process of intellectual<br />

pursuits has historic and honorable antecedents. The dignity of scholarship in<br />

the past remains vital in the present.<br />

Academic costume consists of gowns, hoods and caps. Traditionally made<br />

from black silk, gowns increasingly are the color of the institution granting the<br />

degree. The bachelor’s gown falls in straight lines and has long pointed sleeves,<br />

while the sleeves for the master’s gown are closed with slits for the arms at the<br />

wrist. The doctor’s gown has a velvet facing and three velvet bars on bellshaped<br />

sleeves. The velvet is either black or of the color stipulated for the<br />

degree held.<br />

The colorful hoods designate the degree of the wearer, the subject in<br />

which the degree is held, and the institution which awarded the degree. The<br />

colors of the velvet bands on each hood and robe represent the scholar’s field of<br />

learning, while the official colors of the school awarding the degree are always<br />

shown in the lining of the hood. <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>’s colors are red,<br />

black and white.<br />

The black mortarboard type of cap is most commonly worn, and it is<br />

usually made of the same material as the gown. Doctor’s caps may be made of<br />

velvet and may have tassels of gold or in the color of the wearer’s degree.<br />

Tassels of different colors are also used to indicate academic honors.<br />

T H E M A C E<br />

In the Middle Ages, the mace was a weapon used against armored<br />

warriors. It evolved through the years into an ornamental staff which served as<br />

a symbol of the authority of the ruler. Colleges and universities have adopted the<br />

mace as a decorative staff or baton which is carried by the grand marshal of the<br />

institution in all formal academic processions. The mace is also displayed at<br />

other significant events.<br />

The <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> mace was crafted from mountain walnut<br />

which was milled in nearby Flintstone, Maryland, in 1945. The grain pattern of<br />

the quarter-sawn wood was enhanced by laminating side sections to a central<br />

shaft which was then turned, point-to-point, on a wood lathe. To obtain a highgloss<br />

finish, ten coats of trewax were applied while the mace was turned at high<br />

speed on the lathe. The fine detail work around the medallions and the final<br />

coating of wax were done by hand.<br />

The design of the <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> mace is based upon the<br />

recorder, a woodwind musical instrument. Two die-struck replicas of the<br />

<strong>University</strong> seal are affixed to the top.<br />

The mace was designed and crafted in 1986 by Dustin Davis of the<br />

<strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> Department of Visual Arts.<br />

T H E M E D A L L I O N<br />

The <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> medallion is a replica of the seal of the<br />

<strong>University</strong> and is worn by the President at all formal academic convocations as<br />

a symbol of leadership and responsibility vested in that office.<br />

The Presidential medallion is die-struck metal with a highly polished gold<br />

finish. The design depicts a torch and book atop a column encircled by the<br />

name <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong> and the founding date of the <strong>University</strong>, 1898,<br />

with mountains in the background. The torch and open book symbolize the<br />

enlightenment of higher education, while banners on each side proclaim the<br />

dual mission of the <strong>University</strong>: Scholarship and Leadership. The mountains<br />

represent not only the location of the <strong>University</strong>, but timelessness and<br />

endurance, and the column represents the <strong>University</strong>’s foundation in the liberal<br />

arts and sciences. The seal’s original design was the result of a competition<br />

among the members of the junior class of 1960. By class vote, student Janet<br />

Beadle’s design was selected.<br />

founded in 1898 at the New England Conservatory of Music in Boston; membership<br />

requires only a love of music and efforts to advance music in America.<br />

Rose and green cords: Delta Zeta; national sorority founded in Oxford, OH in 1902;<br />

known as the “Mother of Fraternities;” non-profit organization that supports<br />

scholarship, leadership, philanthropy and education; minimum GPA of 2.5, 10<br />

philanthropy hours per semester and fulfill one position within the organization for a<br />

one-year term.<br />

Dr. Daniel Plucinski, Professor of Business Law in the Department of<br />

Marketing and Finance, has been a member of the FSU faculty since 1976 and has<br />

been active in making connections with both students and alumni. He holds a<br />

Bachelor of Arts and an MBA from the <strong>University</strong> of Pittsburgh and a law degree<br />

from the <strong>University</strong> of Baltimore. He is also a certified public accountant and a<br />

certified management accountant.

Regent, USM Board of Regents<br />

Orlan Johnson is chair of the <strong>University</strong> System of<br />

Maryland Board of Regents and a partner in Saul<br />

Ewing’s Business and Finance Department and<br />

co-chair of the firm’s Securities Transactions and<br />

Regulations Practice Group. He has served as a<br />

branch chief for the Division of Investment<br />

Management of the SEC and in February was<br />

honored as a "trailblazer" by SEC's African-American Council. Johnson was<br />

appointed by President Obama as chair of the Securities Investor Protection<br />

Corp. He is also an adjunct professor at Howard <strong>University</strong> School of Law. He is<br />

member of the boards of directors for the National Aquarium in Baltimore and<br />

the <strong>University</strong> of Maryland Medical System Corp. and is president of the Prince<br />

George’s Community College Foundation Board. He graduated from Andrews<br />

<strong>University</strong> and Howard <strong>University</strong> School of Law.<br />

J A C O B H O O V E R<br />

College of Business<br />

Jacob Hoover graduates today as a history major<br />

with a certificate in international studies. From<br />

the time Jacob graduated from high school in<br />

1996, he explored many careers and fields of<br />

study. He started his higher education career in<br />

1997, before deciding to get married and start a<br />

family. Jacob eventually came to <strong>Frostburg</strong> as a<br />

non-traditional student seeking to earn a college degree. Jacob has been on<br />

FSU’s Dean’s List since fall 2009 and now graduates with a 3.8 overall grade<br />

point average. Jacob discovered a passion for Latin American history at FSU and<br />

is a member of Phi Alpha Theta and the History Club. His strengths include<br />

original historical research and excellent communication skills, both written<br />

and oral; and despite the many obligations associated with raising his family, he<br />

has served as a tutor for struggling freshmen in History 100. He is admired by his<br />

professors for the way he demonstrates a sophisticated intellect in his ability to<br />

analyze and synthesize historical data.<br />

D A N I E L G O F F<br />

College of Education<br />

Daniel Goff graduates today with a major in<br />

recreation and parks management. Before<br />

coming to <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>, he<br />

graduated from Anne Arundel Community<br />

College in June 2009 with an associate degree in<br />

general studies. He has been vice president of the<br />

Recreation Society and was active in organizing<br />

the Major's Fair. He is a member of his major's national honors program, Rho<br />

Phi Lambda. An Eagle Scout, he received a Maryland Governor's Citation and<br />

Maryland General Assembly Citation. In a competitive application process, he<br />

recently earned and completed an internship at the Coast Guard Station at<br />

Kodiak, Alaska. He is also certified as a Level III search and rescue technician.<br />

Daniel now graduates with a 3.579 overall grade point average. Dr. Robert<br />

Kauffman, chair of the Department of Recreation and Parks Management, says<br />

Daniel "epitomizes a student who combines academic learning with service<br />

learning and practical hands-on learning by doing."<br />

D R . J O N AT H A N C . G I B R A LT E R<br />

Dr. Jonathan C. Gibralter joined <strong>Frostburg</strong><br />

<strong>State</strong> <strong>University</strong> as its 14th president in March<br />

2006, bringing a solid record of educational and<br />

community leadership. He earned a bachelor’s<br />

degree from the <strong>State</strong> <strong>University</strong> of New York at<br />

Binghamton, a master’s from New York<br />

<strong>University</strong> and a Ph.D. from Syracuse <strong>University</strong>.<br />

He worked in the mental health field before<br />

entering higher education.<br />

Under Dr. Gibralter’s leadership, the FSU administration has improved<br />

enrollment, raised the institution’s profile and completed the comprehensive<br />

campaign, “Staking Our Claim: The Campaign for <strong>Frostburg</strong>,” which raised<br />

$16.7 million. The <strong>University</strong> has also developed a strategic plan to guide its<br />

development and focus its commitment.<br />

Dr. Gibralter has aligned FSU with the issues of climate change and<br />

sustainability. He is a charter signatory, Leadership Circle member and a<br />

member of the 2011-2012 steering committee of the American College and<br />

<strong>University</strong> Presidents Climate Commitment. Since 2009, FSU has been following<br />

the strategic steps in its Climate Action Plan submitted to ACUPCC. In June<br />

2011, FSU was honored with Second Nature’s Award for Institutional Excellence<br />

in Climate Leadership.<br />

He is addressing the issue of binge drinking through a community-based,<br />

multi-faceted approach. In 20<strong>08</strong>, he was honored with the national Presidential<br />

Leadership Award for promoting a campus climate that de-emphasizes alcohol.<br />

He has shared strategies on this critical issue with higher education stakeholders<br />

nationally. His leadership on the issue led to an appointment to the College<br />

Presidents Working Group of the National Institute on Alcohol Abuse and<br />

Alcoholism and to FSU’s invitation to join the national Learning Collaborative<br />

on High-Risk Drinking based at Dartmouth College.<br />

Dr. Gibralter is on the Middle <strong>State</strong>s Commission on Higher Education and<br />

the American Association of <strong>State</strong> Colleges and Universities’ Council of <strong>State</strong><br />

Representatives. His collaborative approach to higher education has engaged<br />

faculty, staff, students, alumni and friends in planning for the future.<br />

R O B E R T K E T T E R M A N<br />

College of Liberal Arts & Sciences<br />

Robert Ketterman graduates today as an<br />

accounting major. He graduated from high<br />

school in 1988 and attended <strong>Frostburg</strong> <strong>State</strong><br />

<strong>University</strong> that fall semester. Admittedly, he did<br />

not give college the attention it deserved. After<br />

working in various positions for quite a few years,<br />

Robert re-enrolled at FSU and currently boasts a<br />

3.9 overall grade point average. Professor Sharon Robinson in FSU’s accounting<br />

department says Robert “acts in a professional manner, and in every way<br />

represents the College of Business as the ideal student.” Robert says “The<br />

education experience here has been amazing. I embraced every class and really<br />

put the time and effort into understanding the material. I am so happy to be so<br />

close to achieving this goal.”

AT THIS COMMENCEMENT, degrees are conferred upon persons who completed<br />

requirements in August and December 2011. As final action cannot always be taken<br />

by the time this program is printed, the list of candidates here is tentative only.<br />

The transcript of the <strong>University</strong>, signed and sealed by its proper officer, remains the<br />

official testimony to the possession of a degree.<br />

The designation of honors is based on the grade point average at the end of the<br />

summer semester. The final grade point average will determine honor ranking.<br />

This commencement program lists the primary major for each candidate.<br />

If an undergraduate student has completed at least 50 credits at <strong>Frostburg</strong> <strong>State</strong><br />

<strong>University</strong> with a high cumulative grade point average, the scholastic achievement is<br />

recognized in the honors degree, awarded as follows: Cum Laude 3.400 - 3.649;<br />

Collaborative Program in Mechanical and Electrical Engineering<br />

During this Commencement, the <strong>University</strong> recognizes students who have successfully<br />

completed the collaborative program in mechanical engineering offered by the<br />

<strong>University</strong> of Maryland, College Park and <strong>Frostburg</strong> <strong>State</strong> <strong>University</strong>. In this unique<br />

program, initiated in 1997 and the first of its kind in the country, students achieve<br />

their degrees through a combination of traditional classroom instruction and interactive<br />

preceded it: <strong>Frostburg</strong> <strong>State</strong> College, <strong>Frostburg</strong> <strong>State</strong> Teacher’s<br />

College and <strong>State</strong> Normal School #2 at <strong>Frostburg</strong>. As other alumni<br />

will attest, with the education you have received here, the sky is<br />

the limit for you.<br />

Your success today is a credit to you and to the friends and<br />

The Bobcat Store on Main Street, <strong>Frostburg</strong>, will be open 10 AM - 4 PM.<br />

Today’s ushers are volunteers from the staff and students of the <strong>Frostburg</strong> <strong>State</strong><br />

<strong>University</strong> community. The Commencement ceremony is being videotaped by<br />

faculty, staff and students from FSU's Department of Mass Communication.<br />
