Howth Project
Delivers Important
Benefits
Water quality in Dublin Bay around the Howth peninsula will
benefit greatly when a significant project to divert all untreated
sewage from the outfall at Howth to the Ringsend Wastewater
Treatment Plant is complete. The vast majority of Fingal’s
wastewater is already treated to European Standards at a
number of wastewater treatment plants. This project will bring
one of the remaining urban outfalls into the wastewater
treatment network.
As it’s a large project, work has been divided into a number of
individual contracts, some of which are almost finished. Work on
a pumping station, stormwater overflow tanks and a new sewer
that extends along Harbour Road and the Howth Road from Howth
Village to Offington Park began in November 2006. This work will
finish soon. A separate contract to continue the pipeline from
Offington Park along the Howth Road, under Sutton Cross, to
connect with a branch from Sutton Pumping Station started in
March 2009 and will continue for another year. This will replace
the pipe at the foreshore opposite St.Fintan’s School and most of
the work will be done in tunnel to minimise disruption to traffic.
For further information on these projects please contact
Plans Will Address Water
Quality in Surface and
Ground Waters
The EU Water Framework Directive 2000 commits Ireland to
achieve a ‘good status’ in our rivers, lakes, estuaries, coastal
and ground waters by 2015. It divides Ireland into eight River
Basin Districts. Fingal is in the Eastern River Basin District
(ERBD) which has seven Water Management Units –
Broadmeadow, Ballyboghil, Donabate, Santry Mayne Sluice,
Delvin, Tolka, and Lusk.
The Council’s Water Services
Department has prepared plans to
address water quality problems in
each of these areas. Together
these measures form the ‘Draft
River Basin Management Plan’ for
Fingal which is now available in all
Fingal libraries, County Hall
Swords and the Civic Offices
Blanchardstown for members of
the public to read and submit
comments up to 22nd June 2009.
All documents are also available
on www.erbd.ie
Increasing Water
Supplies to North Fingal
A ¤9m upgrade project that will provide 10km of new water
main serving the North County has been underway in Fingal
since 2008. Along with other major water upgrading works that
are providing an increased supply for existing and future
demand in Fingal, the Swords to Jordanstown reservoir water
main project will provide a secure and continuous supply of
water to towns in the North of the County.
This major project, being carried out by Pierse Construction for
Fingal County Council, involves building a new water main, 10km
long, along the R132 from the M1/Lissenhall interchange to
Jordanstown. Smaller distribution pipes will also be installed and
the Jordanstown Reservoir will be improved making the water
supply to the entire north County much more secure. The project
is due to be finished in April 2010 but parts of the pipeline will be
commissioned before this to boost supplies to the Balbriggan
area as soon as possible.
Save Money – Keep Recycling!
Thanks to the goodwill, effort and cooperation of Fingal households more than 20,000 tonnes of organic waste has been collected in brown
bins since 2005. This is a huge achievement. However up to 30% of collected material is now unsuitable for recycling due to contamination
with plastic bags. Plastic does not compost. In fact, although many household brand biodegradable bags will break down in landfill they do
not break down quickly enough for the brown bin composting processes.
There is no need to use biodegradable bags to collect kitchen and garden waste. Simply wrap it in two or more sheets of old newspaper and
put it in your brown bin. If you really prefer to use biodegradable bags only use ones with the ‘OK Compost’ mark or bags that are certified to
biodegrade within 45 days.
What Can I Put in My Brown Bin?
The Brown Bin is for organic food and garden wastes ONLY. If in DOUBT – LEAVE IT OUT!
Support for
50 Business
Start-ups
Fingal County Enterprise Board has set the ambitious target of
helping to create fifty new companies in the region, each
benefiting from intensive business support services under the
‘Start-Me-Up’ programme. Confident that the recession will
open doors for new businesses the Enterprise Board has
devised ‘Start-Me-Up’ as an integrated package of supports
that includes a place on the FETAC accredited ‘Start Your Own
Business’ programme for ten weeks. Participants will be
assisted in developing a business plan with an experienced
business mentor and eligible businesses will have an
opportunity to apply for start-up funding.
Free mentoring will be offered for the first six months after
start-up along with one year’s membership of the Fingal
YOU Can Influence
New Development
Plan for Fingal
The last five years were dominated by significant growth in Fingal
which became Ireland’s fastest growing county. Our population
increased by 40,000 or a factor of 20%. This growth happened
under the Fingal County Development Plan 2005 to 2011. With the
recent distribution of a booklet entitled “The Future is in Your
Hands” to every home in the county, Fingal County Council has
now formally started to review this plan to plan how development
will happen in Fingal from 2011 to 2016. The booklet invites all
residents to think about their needs in relation to housing,
employment, transport, rural areas, community facilities,
heritage, and infrastructure and to help the Councils planners
and Councillors to write and agree a plan that meets these needs
in the future.
From 1st May 2009 until 26th June 2009 the Council has been inviting
all residents to let us know their views on these and other issues
outlined in the booklet. Submissions on the new development plan
can now also be made online through www.fingalcoco.ie or in
writing addressed to: Director of Planning, Fingal County Council,
County Hall, Swords, Co. Dublin.
Make Your Submission Online!
Members of the public can now make submissions online on the new
Draft Fingal County Development Plan by logging on to the Council’s
Helping to Protect our Trees
Families and schools turned out in great numbers in early March to
assist Fingal County Council, Conservation Volunteers Fingal, the
Irish Wildlife Trust and Birdwatch Ireland, in planting 30,000 trees.
In the years to come these trees planted at Turvey Park in
Donabate, Robswalls Park, Malahide Demesne and the Tolka Valley
Park will enhance these parks and provide a habitat for wildlife.
More than 50% of calls to the Councils Parks Division are in relation
to street trees making it clear to us that we should review our policies
regarding street trees. To help us do this our Parks Division is
running a web survey on how our trees should be managed to ensure
the needs of residents and businesses regarding trees in Fingal are
taken into account. Log on to www.fingalcoco.ie now to take part!
website www.fingalcoco.ie. Informal public consultation has just
started on the new draft plan. The online submission facility is
designed to make public consultation more accessible to members
of the public and has a step by step guide to how it works, allowing
the user to attach up to 5 documents of up to 2MB each per
submission in any one of 5 formats. Once a submission is made, the
system automatically generates an acknowledgement which should
be printed out for future reference.
“Your Fingal – the Future is in Your Hands” is available to download
in English and in Irish on www.fingalcoco.ie
Search for leisure
activities online
Ever wanted to try out a new sport,
recreational or arts activity, and didn’t know
where to find your nearest club? Fingal
County Council has launched a one-stop
website for all leisure time activities throughout the county.
Based within www.fingalcoco.ie, this new database can be
navigated or searched by map, venue or activity making it ideal
for someone new to the area, or looking for a specific activity.
The initiative for setting up this single source of information
came from the Councils Strategic Policy Group for Community
and a huge data-gathering exercise began in Summer 2008.
Submissions came from sports and arts groups and members
of the public throughout last year, the Council’s I.T. and
Community Departments collaborated to make this new
website user friendly and easy to navigate.
So get to it – log on to www.fingalcoco.ie and follow the
quicklink to “Search for Activities”!

Sporting Fingal
Community Trust
Sporting Fingal Community Trust was officially launched
recently by Niall Quinn, former Ireland International footballer
and Chairman of Sunderland F.C. The first initiative of its kind to
be directly associated with a League of Ireland football club,
Sporting Fingal Community Trust is a groundbreaking project
that will lead programmes that address social issues through
the vehicle of football. Targeting early school leaving, alcohol
and substance abuse, literacy and numeracy problems and
racism, Fingal County Council, County Dublin V.E.C., An Gárda
Síochána, the Health Service Executive, Barnados and FAS will
work through the Trust to deliver its programmes.
Sporting Fingal Community Trust has been hugely influenced by
the Sunderland Foundation, a charitable off-shoot of Sunderland
F.C. that helps the agencies involved deliver education and early
intervention programmes and Niall Quinn’s support and advice
has been instrumental in helping Sporting Fingal Community
Trust to become a reality.
Sporting Fingal Launches
Power Soccer Team
Powerchair football is the first competitive team sport specifically
for power wheelchair users. It’s a unisex sport and is designed to
encourage people with disabilities to get involved in a sport that
they’re interested in. This action-packed team sport combines the
skill of the wheelchair user with the speed and power of the chair
itself in an extremely challenging game very similar to soccer.
Since 2005, the FAI’s Football for All Programme has promoted
Powerchair Football, and the official launch of the Sporting Fingal
Power Soccer Team took place on Saturday 30th May at Corduff
Sports Centre, Dublin 15. The team train every second Saturday
morning from 11.00am to 1.00pm at Corduff Sports Centre, and are
currently looking for new members.
National
Drawing Day
The Fingal Arts Office ran three days of workshops for local
schools with contemporary artist Magnhild Opdol in the lead up
to National Drawing Day on 23rd May last. Magnhild’s work is
part of Fingal County Council’s Public Art Collection and this
also provided an opportunity to exhibit her work as part of this
event in the Cowshed Theatre at Farmleigh in the Phoenix Park.
Drawing Day was a hive of activity with artist Sarah Hurl’s
darkened room workshop inviting people to make cameo
silhouettes of themselves, while Vanessa Marsh created an
interactive map of the park that people could contribute to
throughout the day. Illustrator Nicky Phelan of “Penny the
Pencil” fame, ran illustration and animation workshops in the
Cowshed Theatre and adults enjoyed classical drawing
workshops in the conservatory.
