Delivers Important<br />
Benefits<br />
Water quality in Dublin Bay around the Howth peninsula will<br />
benefit greatly when a significant project to divert all untreated<br />
sewage from the outfall at Howth to the Ringsend Wastewater<br />
Treatment Plant is complete. The vast majority of <strong>Fingal</strong>’s<br />
wastewater is already treated to European Standards at a<br />
number of wastewater treatment plants. This project will bring<br />
one of the remaining urban outfalls into the wastewater<br />
treatment network.<br />
As it’s a large project, work has been divided into a number of<br />
individual contracts, some of which are almost finished. Work on<br />
a pumping station, stormwater overflow tanks and a new sewer<br />
that extends along Harbour Road and the Howth Road from Howth<br />
Village to Offington Park began in November 2006. This work will<br />
finish soon. A separate contract to continue the pipeline from<br />
Offington Park along the Howth Road, under Sutton Cross, to<br />
connect with a branch from Sutton Pumping Station started in<br />
March <strong>2009</strong> and will continue for another year. This will replace<br />
the pipe at the foreshore opposite St.Fintan’s School and most of<br />
the work will be done in tunnel to minimise disruption to traffic.<br />

Plans Will Address Water<br />
Quality in Surface and<br />
Ground Waters<br />
The EU Water Framework Directive 2000 commits Ireland to<br />
achieve a ‘good status’ in our rivers, lakes, estuaries, coastal<br />
and ground waters by 2015. It divides Ireland into eight River<br />
Basin Districts. <strong>Fingal</strong> is in the Eastern River Basin District<br />
(ERBD) which has seven Water Management Units –<br />
Broadmeadow, Ballyboghil, Donabate, Santry Mayne Sluice,<br />
Delvin, Tolka, and Lusk.<br />
The <strong>Council</strong>’s Water Services<br />
Department has prepared plans to<br />
address water quality problems in<br />
each of these areas. Together<br />
these measures form the ‘Draft<br />
River Basin Management Plan’ for<br />
<strong>Fingal</strong> which is now available in all<br />
<strong>Fingal</strong> libraries, <strong>County</strong> Hall<br />
Swords and the Civic Offices<br />
Blanchardstown for members of<br />
the public to read and submit<br />
comments up to 22nd June <strong>2009</strong>.<br />

Increasing Water<br />
Supplies to North <strong>Fingal</strong><br />
A ¤9m upgrade project that will provide 10km of new water<br />
main serving the North <strong>County</strong> has been underway in <strong>Fingal</strong><br />
since 2008. Along with other major water upgrading works that<br />
are providing an increased supply for existing and future<br />
demand in <strong>Fingal</strong>, the Swords to Jordanstown reservoir water<br />
main project will provide a secure and continuous supply of<br />
water to towns in the North of the <strong>County</strong>.<br />
This major project, being carried out by Pierse Construction for<br />
<strong>Fingal</strong> <strong>County</strong> <strong>Council</strong>, involves building a new water main, 10km<br />
long, along the R132 from the M1/Lissenhall interchange to<br />
Jordanstown. Smaller distribution pipes will also be installed and<br />
the Jordanstown Reservoir will be improved making the water<br />
supply to the entire north <strong>County</strong> much more secure. The project<br />
is due to be finished in April 2010 but parts of the pipeline will be<br />
commissioned before this to boost supplies to the Balbriggan<br />
area as soon as possible.<br />
Save Money – Keep Recycling!<br />
Thanks to the goodwill, effort and cooperation of <strong>Fingal</strong> households more than 20,000 tonnes of organic waste has been collected in brown<br />
bins since 2005. This is a huge achievement. However up to 30% of collected material is now unsuitable for recycling due to contamination<br />
with plastic bags. Plastic does not compost. In fact, although many household brand biodegradable bags will break down in landfill they do<br />
not break down quickly enough for the brown bin composting processes.<br />
There is no need to use biodegradable bags to collect kitchen and garden waste. Simply wrap it in two or more sheets of old newspaper and<br />
put it in your brown bin. If you really prefer to use biodegradable bags only use ones with the ‘OK Compost’ mark or bags that are certified to<br />
biodegrade within 45 days.<br />

New Development<br />
Plan for <strong>Fingal</strong><br />
The last five years were dominated by significant growth in <strong>Fingal</strong><br />
which became Ireland’s fastest growing county. Our population<br />
increased by 40,000 or a factor of 20%. This growth happened<br />
under the <strong>Fingal</strong> <strong>County</strong> Development Plan 2005 to 2011. With the<br />
recent distribution of a booklet entitled “The Future is in Your<br />
Hands” to every home in the county, <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> has<br />
now formally started to review this plan to plan how development<br />
will happen in <strong>Fingal</strong> from 2011 to 2016. The booklet invites all<br />
residents to think about their needs in relation to housing,<br />
employment, transport, rural areas, community facilities,<br />
heritage, and infrastructure and to help the <strong>Council</strong>s planners<br />
and <strong>Council</strong>lors to write and agree a plan that meets these needs<br />
in the future.<br />
From 1st May <strong>2009</strong> until 26th June <strong>2009</strong> the <strong>Council</strong> has been inviting<br />
all residents to let us know their views on these and other issues<br />
outlined in the booklet. Submissions on the new development plan<br />
can now also be made online through www.fingalcoco.ie or in<br />

Make Your Submission Online!<br />
Members of the public can now make submissions online on the new<br />
Draft <strong>Fingal</strong> <strong>County</strong> Development Plan by logging on to the <strong>Council</strong>’s<br />
Helping to Protect our Trees<br />
Families and schools turned out in great numbers in early March to<br />
assist <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong>, Conservation Volunteers <strong>Fingal</strong>, the<br />
Irish Wildlife Trust and Birdwatch Ireland, in planting 30,000 trees.<br />
In the years to come these trees planted at Turvey Park in<br />
Donabate, Robswalls Park, Malahide Demesne and the Tolka Valley<br />
Park will enhance these parks and provide a habitat for wildlife.<br />
More than 50% of calls to the <strong>Council</strong>s Parks Division are in relation<br />
to street trees making it clear to us that we should review our policies<br />
regarding street trees. To help us do this our Parks Division is<br />
running a web survey on how our trees should be managed to ensure<br />
the needs of residents and businesses regarding trees in <strong>Fingal</strong> are<br />

started on the new draft plan. The online submission facility is<br />
designed to make public consultation more accessible to members<br />
of the public and has a step by step guide to how it works, allowing<br />
the user to attach up to 5 documents of up to 2MB each per<br />
submission in any one of 5 formats. Once a submission is made, the<br />
system automatically generates an acknowledgement which should<br />
be printed out for future reference.<br />

Search for leisure<br />
activities online<br />
Ever wanted to try out a new sport,<br />
recreational or arts activity, and didn’t know<br />
where to find your nearest club? <strong>Fingal</strong><br />
<strong>County</strong> <strong>Council</strong> has launched a one-stop<br />
website for all leisure time activities throughout the county.<br />
Based within www.fingalcoco.ie, this new database can be<br />
navigated or searched by map, venue or activity making it ideal<br />
for someone new to the area, or looking for a specific activity.<br />
The initiative for setting up this single source of information<br />
came from the <strong>Council</strong>s Strategic Policy Group for Community<br />
and a huge data-gathering exercise began in <strong>Summer</strong> 2008.<br />
Submissions came from sports and arts groups and members<br />
of the public throughout last year, the <strong>Council</strong>’s I.T. and<br />
Community Departments collaborated to make this new<br />
website user friendly and easy to navigate.<br />

Niall Quinn Launches<br />
Sporting <strong>Fingal</strong><br />
Community Trust<br />
Sporting <strong>Fingal</strong> Community Trust was officially launched<br />
recently by Niall Quinn, former Ireland International footballer<br />
and Chairman of Sunderland F.C. The first initiative of its kind to<br />
be directly associated with a League of Ireland football club,<br />
Sporting <strong>Fingal</strong> Community Trust is a groundbreaking project<br />
that will lead programmes that address social issues through<br />
the vehicle of football. Targeting early school leaving, alcohol<br />
and substance abuse, literacy and numeracy problems and<br />
racism, <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong>, <strong>County</strong> Dublin V.E.C., An Gárda<br />
Síochána, the Health Service Executive, Barnados and FAS will<br />
work through the Trust to deliver its programmes.<br />
Sporting <strong>Fingal</strong> Community Trust has been hugely influenced by<br />
the Sunderland Foundation, a charitable off-shoot of Sunderland<br />
F.C. that helps the agencies involved deliver education and early<br />
intervention programmes and Niall Quinn’s support and advice<br />
has been instrumental in helping Sporting <strong>Fingal</strong> Community<br />
Trust to become a reality.<br />

Sporting <strong>Fingal</strong> Launches<br />
Power Soccer Team<br />
Powerchair football is the first competitive team sport specifically<br />
for power wheelchair users. It’s a unisex sport and is designed to<br />
encourage people with disabilities to get involved in a sport that<br />
they’re interested in. This action-packed team sport combines the<br />
skill of the wheelchair user with the speed and power of the chair<br />
itself in an extremely challenging game very similar to soccer.<br />
Since 2005, the FAI’s Football for All Programme has promoted<br />
Powerchair Football, and the official launch of the Sporting <strong>Fingal</strong><br />
Power Soccer Team took place on Saturday 30th May at Corduff<br />
Sports Centre, Dublin 15. The team train every second Saturday<br />
morning from 11.00am to 1.00pm at Corduff Sports Centre, and are<br />
currently looking for new members.<br />

National<br />
Drawing Day<br />
The <strong>Fingal</strong> Arts Office ran three days of workshops for local<br />
schools with contemporary artist Magnhild Opdol in the lead up<br />
to National Drawing Day on 23rd May last. Magnhild’s work is<br />
part of <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong>’s Public Art Collection and this<br />
also provided an opportunity to exhibit her work as part of this<br />
event in the Cowshed Theatre at Farmleigh in the Phoenix Park.<br />
Drawing Day was a hive of activity with artist Sarah Hurl’s<br />
darkened room workshop inviting people to make cameo<br />
silhouettes of themselves, while Vanessa Marsh created an<br />
interactive map of the park that people could contribute to<br />
throughout the day. Illustrator Nicky Phelan of “Penny the<br />
Pencil” fame, ran illustration and animation workshops in the<br />
Cowshed Theatre and adults enjoyed classical drawing<br />
workshops in the conservatory.<br />

Malahide Library<br />
Celebrates a Century<br />
Malahide Library celebrated 100 years of library service to<br />
Malahide, Portmarnock, Kinsealy and surrounding areas on World<br />
Book Day, April 23rd last. Centenary celebrations got off to a great<br />
start with a live radio broadcast of George Hook’s <strong>News</strong>talk radio<br />
programme from 4.30 until 7pm, featuring local famous faces as<br />
well as rugby pundit Jim Glennon, and authors Jacinta McDevitt and<br />
Joe O’Brien. Immediately after show, George presented winners of<br />
recent children’s and adult’s Competitions with their prizes and<br />
<strong>Fingal</strong> <strong>County</strong> Librarian Paul Harris launched Carnegie Library<br />
Malahide: Centenary Celebration 1909-<strong>2009</strong>, the commemorative<br />
booklet that is now available from the library at ¤6 per copy.<br />
Included in the live audience for this special broadcast were<br />
great-grand-children of the architect, Anthony Scott who<br />
designed the library, the daughter-in-law of the builder and<br />
several descendants of the first librarian!<br />

August: Heritage Week <strong>2009</strong>: 22nd – 30th August<br />
Heritage week is a yearly event to promote awareness of our built,<br />
natural and cultural heritage. A number of events will take place<br />
in <strong>Fingal</strong> <strong>County</strong> libraries during this week including genealogy<br />
talks with genealogist Helen Kelly, local history talks and<br />
exhibitions. Please contact your local library for further details.<br />
September: Readers Day – ‘For the Love of Words’<br />
Blanchardstown library will host ‘For the Love of Words’, a Readers<br />
day on Saturday 26th September beginning at 10.00am. Guest<br />
speakers include authors, a crime reporter, Irelands first female<br />
private investigator and advice on writing and getting published.<br />
