The Barrysparks development area falls within the boundary identified in the<br />

<strong>Fingal</strong> Development Plan as requiring a <strong>Masterplan</strong>. Prior to development on this<br />

site, however, there is an additional requirement to meet the following Objective<br />

and Local Objective as identified in the <strong>Fingal</strong> Development Plan 2005-2011:<br />

Objective SWORDS 10<br />

● To prepare a Local Area Plan for ‘MC’ zoned land to the east of the <strong>Swords</strong><br />

By Pass for the integration of major Town Centre lands east of <strong>Swords</strong> By-<br />

Pass with the existing Town Centre, for a transportation hub, retail and<br />

employment uses and the <strong>Swords</strong> <strong>Masterplan</strong>.<br />

Map based Local Objective relating to the Barrysparks MC zoned development area:<br />

200: To prepare a Local Area Plan for the integration of major Town Centre<br />

lands east of <strong>Swords</strong> By-Pass with the existing Town Centre including for<br />

transportation hub, retail and employment uses and the <strong>Swords</strong> <strong>Masterplan</strong>.<br />

The <strong>Masterplan</strong> will establish an Urban Design Framework for the development<br />

of the Barrysparks area, addressing the key issues of: movement, street<br />

hierarchy, public realm, height and massing, and landscaping. Any development<br />

in this area is, however, subject to the preparation of a Local Area Plan. And the<br />

UDF may be reviewed in this context for Barrysparks.<br />

Prior to the development of the Barrysparks development area, a Local<br />

Area Plan shall be prepared. An Appropriate Assessment and Strategic<br />

Environmental Assessment shall be undertaken as part of this Local<br />

Area Plan.<br />

8.0 Barrysparks Town Centre Expansion<br />

● Compatibility of future development with existing residential<br />

development adjoining the area.<br />

● Compatibility of future uses with the adjoining Airside Business<br />

Park.<br />

● Potential barrier of R132 and Metro North line between MC zoned<br />

lands east and west of the R132.<br />

● Impact of development on streams within this development area,<br />

which flow into the Broadmeadow Estuary. The Estuary is<br />

designated as a SPA, cSAC, pNHA and a Ramsar site.<br />

● Airside/Drynam link roads are not yet constructed.<br />

Existing Opportunities<br />

● Integration with Metro Quarter and improved connectivity with the<br />

Town Centre by all modes of transport, particularly bus,<br />

pedestrians and cyclists.<br />

● Existing landscape corridor setting along the R132.<br />

● Development of mixed-use retail, office, commercial and leisure<br />

elements, further enhancing the attractiveness of the Town Centre.<br />

● Direct linkage with the Metro Stop and Metro Plaza, ensuring<br />

compact and integrated growth.<br />

● Opportunity for a commercial leisure node to the southeastern<br />

edge of the ST1 lands which would support the developing<br />

community in this area and also contribute positively to the legibility<br />

of <strong>Swords</strong> by becoming part of the identified network of nodes<br />

within the Town Centre.<br />

● Development of landmark and high quality architectural and<br />

environmental standards.<br />
