12.1 Introduction<br />

The purpose of the Master Plan, is in part, to set out and assist in the delivery of<br />

an integrated and holistic new Town Centre of a scale and nature appropriate to<br />

serve the planned population of <strong>Swords</strong> (i.e. 100,000 people) and its hinterland.<br />

To this end it will be critical that large-scale Town Centre development not only<br />

delivers on retail but also on commercial and business offer, cultural and<br />

community facilities and new public places and enhanced town parks. All new<br />

development will be considered and assessed having regard to the Master Plan,<br />

which offers non-statutory guidance on the matter.<br />

It is recognised that Town Centre development, will be delivered on a phased<br />

basis. In determining the appropriate phasing of development, regard has been<br />

had to the following criteria:<br />

1. Compliance with CDP and Master Plan Objectives.<br />

2. Strengthening the role and function of the historic Town Centre<br />

3. Compatibility and integration with Metro.<br />

4. Availability of ancillary infrastructure (including water, capacity of the WWTP<br />

or existing road network).<br />

5. Contribution to delivery of necessary Town Centre physical infrastructure.<br />

6. Contribution to delivery of necessary Town Centre social/community/cultural<br />

infrastructure.<br />

7. Creation of jobs, economic development and prosperity for <strong>Swords</strong>.<br />

8. Stimulus for other such employment and economic generating development.<br />
