● Condensing Boilers: The boiler plant providing low temperature hot water<br />

will include for flue gas reclaim by condensing the’ latent’ heat from the flue<br />

gas for use in these systems for space heating and air preconditioning.<br />

● CO monitoring: The car park ventilation will incorporate CO monitoring to<br />

control the ventilation rate. The system uses less energy as the fans are set<br />

to operate at a lower extract rate using variable speed drives and only<br />

increase to full extract when the CO levels exceed certain values.<br />

● Building Management System: BMS will be used to efficiently control and<br />

monitor the services within the development. The systems will incorporate:<br />

optimal routines, night set back and weather compensation.<br />

11.2.10 WATER CONSERVATION<br />

Water conservation measures should be incorporated into future developments.<br />

The amount of water used in the development should be limited through the use<br />

of water conserving devices such as low flush, dual flush systems and automatic<br />

cut off devices, in order to prevent continuous unattended drawing of water.<br />

Other water conservation measures include:<br />

● Grey Water Recycling<br />

Grey water recycling, which involves the reuse of waste water from sinks and<br />

showers, should be considered.<br />

● Rain water harvesting<br />

Rain water harvesting, which involves the collection of rainwater for reuse in<br />

WC and urinal flushing, should be considered.<br />

11.2.11 WASTE MANAGEMENT<br />

An integrated waste management strategy is required to ensure that waste<br />

strategy makes a positive contribution to the overall sustainability of any<br />

development. The waste strategy should form an integral part of the overall<br />

sustainable strategy for the site. Furthermore, all new developments will have to<br />

comply with <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> Waste Management Plan with regard to bin<br />

storage and bottle bank/textile sites etc.<br />

A waste strategy shall address:<br />

● Maximising the recovery of valuable resources, for reuse or recycling, before<br />

further treatment or disposal,<br />

● Design and development of an integrated process with the objective of<br />

significantly reducing total direct and indirect emissions, particularly CO2,<br />

methane and dioxins.<br />

11.2.12 SUSTAINABLE URBAN DRAINAGE SYSTEMS/<br />

STORM WATER MANAGEMENT<br />

<strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> has adopted the Greater Dublin Strategic Drainage Study<br />

(GDSDS) Storm water Drainage Policy. In compliance with the GDSDS, all new<br />

developments must commit to an integrated urban water management strategy<br />

that represents the best management practices in sustainable drainage. The<br />

primary objective to be addressed by any new development with regard to storm<br />

water run-off is to regulate, control and minimise storm water discharge from<br />

the proposed development site. The SuDS principle will require all new<br />

developments within the <strong>Swords</strong> area to provide flood control and runoff treatment.<br />

The proposal for large scale units adjacent to Metro North maximise the<br />

opportunity for green roof technology promoting long-term sustainability. They<br />

form an essential part of the SUDS designs and add ecological, aesthetic and<br />

amenity advantages in addition to reducing the volume of runoff and attenuating<br />

peak flows.<br />
