Objective SWORDS 15<br />
● To prepare a development and design strategy to improve the appearance of<br />
the N1 from the City/<strong>County</strong> boundary to the southern development boundary<br />
for <strong>Swords</strong> Town.<br />
Objective SWORDS 16<br />
● To promote the intensification of use and upgrading of the existing<br />
neighbourhood centres at Rathingle, Brackenstown and Rathbeale, on a<br />
scale that respects and is compatible with the surrounding established<br />
residential communities.<br />
1.0.2 VARIATION 29 TO THE FINGAL COUNTY DEVELOPMENT<br />
PLAN 2005-2011:<br />
The following elements of Variation 29 have been adopted by <strong>Fingal</strong> <strong>County</strong><br />
<strong>Council</strong> and are incorporated into the written statement. Associated specific local<br />
objectives have been added to maps SW1, SW2, SW3 and SW4. (See <strong>Swords</strong><br />
Variation 29 report and associated map).<br />
Objectives SWORDS SV1 and SV2 (in addition to Objectives SWORDS 1-16, Part X,<br />
‘Your <strong>Fingal</strong>’ Written Statement)<br />
Objective SWORDS SV1<br />
● ‘To develop <strong>Swords</strong> as an ‘Emerging Green City’; to promote and facilitate<br />
the sustainable development of <strong>Swords</strong> as a vibrant consolidated major<br />
town with a thriving economy, an integrated public transport network, an<br />
attractive and highly accessible built environment, with the highest<br />
standards of housing, employment, services, recreational amenities and<br />
community facilities’.<br />
Objective SWORDS SV2<br />
● ‘To target and facilitate the development of high tech, high intensity<br />
employment generating and service providing uses, in particular<br />
developments which include the provision of a hospital, 3rd/4th level<br />
educational facilities and major integrated sports facility.<br />
Objectives SWORDS 17-24 (in addition to Objectives SWORDS 1-16, Part X,<br />
‘Your <strong>Fingal</strong>’ Written Statement):<br />
Objective SWORDS 17<br />
● To develop a Regional Park (of circa 65 ha) immediately west of Oldtown and<br />
adjoining and ultimately extending into the Broadmeadow River Valley<br />
Linear Park. The Park shall serve <strong>Swords</strong> and its hinterland, and shall<br />
comprise active recreational and passive activities, commensurate with the<br />
<strong>Council</strong>’s vision for the emerging city of <strong>Swords</strong>.<br />
Objective SWORDS 18<br />
● To develop a ‘green necklace’ of open spaces which are linked to each other<br />
and to the existing Town Centre of <strong>Swords</strong>, as well as to new development<br />
areas; thus promoting enhanced physical and visual connections to the<br />
Ward River Valley Park and the Broadmeadow River Valley Park from within<br />
the development boundary of <strong>Swords</strong>.<br />
Objective SWORDS 19<br />
● To facilitate and permit off-site provision of Class 1 open space on strategic<br />
sites within <strong>Swords</strong>, where it maximizes the opportunities of Metro North<br />
and advances the <strong>Council</strong> objective to develop a Regional Park (LO A <strong>Swords</strong><br />
Objective 17).<br />
S W O R D S M A S T E R P L A N<br />
Class 1 open space associated with the intensive development of specific<br />
strategic sites along the Metro North line shall be provided off site, by way of (a)<br />
direct acquisition of lands within the regional park itself and transfer of same to<br />
the <strong>Council</strong>, (b) payment of a financial contribution (to be identified through a<br />
review of the <strong>County</strong> s.48 Contribution Scheme), or (c) a combination of (a) and<br />
(b). Where Class 1 open space is provided off-site, there shall be a requirement<br />
on developers to provide a meaningful increase in Class 2 open space above the<br />
minimum level of Class 2 required in the <strong>County</strong> Development Plan. Class 2<br />
open space will be provided, located, designed and constructed, to ensure that<br />
notwithstanding the introduction of higher density schemes, high standards of<br />
residential amenity shall be maintained within individual schemes (e.g. on-site<br />
small children’s playgrounds, street furniture such as seating, etc).<br />
Objective SWORDS 20<br />
● To develop a series of new Neighbourhood Centres, on strategic development<br />
areas and undeveloped zoned lands within Oldtown, Fosterstown, Seatown<br />
Development Area, Estuary Development Area and Lissenhall Strategic<br />
Development Area, in accordance with an approved Local Area Plan for <strong>Swords</strong>.<br />
Objective SWORDS 21<br />
● To develop a series of District Centres, of appropriate scale and at suitable<br />
locations, to be determined and approved within the context of the proposed<br />
<strong>Swords</strong> Local Area Plan, albeit broadly identified as being located on sites<br />
within the general land banks of (i) Lissenhall Strategic Development Area,<br />
(ii) Oldtown-Mooretown LAP area (at Mooretown) and (iii) within the South<br />
East Quadrant of <strong>Swords</strong>.<br />
Objective SWORDS 22<br />
● ‘To develop and augment the local road network to facilitate the optimum<br />
and sustainable development of <strong>Swords</strong>’.<br />
Local Road Augmentations Proposed include:<br />
(a) Oldtown-Mooretown Western Distributor Link Road;<br />
(b) Oldtown-Lissenhall Link Road(s);<br />
(c) Highfield Link Road;<br />
(d) Seatown Development Area Link Road<br />
(<strong>Swords</strong> Business Park to Mountgorry Roundabout)<br />
(e) Fosterstown Link Road;<br />
In addition to local improvements already approved within the Development Plan:<br />
(f) Forest Road Improvement Scheme (ref. <strong>County</strong> Development Plan<br />
Written Statement, Table 6.1, no. 16)<br />
(g) Airside-Drynam Link Road (ref. <strong>County</strong> Development Plan Written<br />
Statement, Table 6.1, no. 17)<br />
Objective SWORDS 23<br />
● Within the context of the Planning & Development (Strategic infrastructure)<br />
Act (2006), the <strong>Council</strong> shall seek to ensure that the Railway Procurement<br />
Agency (RPA) design, construct, operate and maintain Metro North, to the<br />
highest standards and ensure that all environmental impacts are minimised.<br />
In particular, the <strong>Council</strong> shall seek to deliver the following:<br />
(a) Along the R132, Metro North shall be provided in a landscaped corridor<br />
punctuated only by proposed Metro North stops which will introduce a<br />
series of urban nodes/gateways to <strong>Swords</strong> Town. Any existing landscaping<br />
which has to be removed along the R132 to facilitate the construction of the<br />
Metro shall be fully replaced by the RPA as part of the Metro North scheme.<br />

(b) All elevated sections of the Metro shall be of high aesthetic design quality.<br />
(c) Track construction shall comprise grass-bed track through Lissenhall,<br />
along median on R132 and through Balheary Park; embedded track at<br />
stops, and ballast elsewhere along route.<br />
(d) All new footbridges [including those replacing existing bridges] along the<br />
R132 shall be of high aesthetic design quality and shall be sufficiently wide<br />
such that they provide for the comfort and safety of shared pedestrian/<br />
cycle use.<br />
(e) All Metro stops, shall be well designed, and shall positively contribute to<br />
the architecture and urban design of the public realm in <strong>Swords</strong> and<br />
shall provide for pedestrian and cycle access; bus interchange facilities and<br />
adequate shelter.<br />
(f) Construction interface locations shall not adversely impact on or<br />
impinge the <strong>Council</strong>’s objectives as they may pertain to the delivery of<br />
significant elements of physical infrastructure.<br />
(g) RPA proposals, including construction timeframe, shall have regard to<br />
the <strong>Council</strong>’s proposals to delivery a pedestrian and public transport<br />
link/podium above the <strong>Swords</strong> Stop and a vehicular conduit below<br />
(linking MC zoned lands east and west of the R132);<br />
Objective SWORDS 24<br />
● <strong>Fingal</strong> <strong>County</strong> <strong>Council</strong> will target high density, high intensity, environmentally<br />
sound new development in the High-Tech, Science & Technology, Research<br />
& Development Sectors, encouraging their location to <strong>Swords</strong>, along the<br />
Metro North Economic Corridor (MEC).<br />
Insert new Metro line: Show altered current Railway Procurement Agency (RPA)<br />
alignment on <strong>Fingal</strong> Development Plan 2005-2011 map, noting revised Metro route,<br />
six proposed Metro stops (namely Fosterstown Stop, <strong>Swords</strong> Stop, Seatown Stop,<br />
Estuary Stop, Lissenhall Stop and Belinstown), the proposed Metro North depot,<br />
and the proposed Park & Ride sites (at Belinstown for c.2,000 spaces and<br />
Fosterstown for 300 spaces).<br />
Delete existing Local Objective LO 172 from CDP<br />
LO 172 – to prepare a strategy for the Metro terminus which will provide for the<br />
optimum mix of uses.<br />
Vary CDP <strong>Swords</strong> Map, SW1-SW14 to:<br />
● ‘Rezone from ‘GB’ to ‘OS’ of approximately 65ha of agricultural land west of<br />
Oldtown and adjoining and ultimately extending into the Broadmeadow River<br />
Valley Linear Park’.<br />
● To show potential development boundaries associated with the identified<br />
‘strategic development areas’ of ‘Estuary Development Area’, and Seatown<br />
Development Area (LO D) and the proposed study area for Lissenhall (LO H).<br />
● Rezone GB to RS1, to provide for the proposed rezoning of approximately 17 ha of<br />
land from GB to RS1 at Oldtown/Mooretown, thereby extending the development<br />
boundary of <strong>Swords</strong> westwards to provide adequate additional lands to support<br />
an improved road and public transport network in west <strong>Swords</strong> and to support<br />
the provision of a mix of uses at this location necessary for the creation of a<br />
strong, vibrant and well serviced community, including the proposed Regional<br />
Park (Objective SWORDS 17).
