1. THE TOURISTIC GATHERINGS OF CATEGORY A
This category comprises the FIM Classic Touristic Gatherings, which are:
• The FIM Rally
• The FIM Motocamp
• The FIM Rendez-Vous Meritum
For these meetings, special additional rules are published.
2. ORGANISATION
FIM Classic Touristic Gatherings may be organised:
• By an FMN (National Motorcycling Federation affiliated to the FIM).
• By an individual or corporate body when authorised to do so by an FMN for
meetings within its own territory.
• The FIM Management Council or, if necessary, the Executive Board, may
authorise the organisation of one or more Touristic Gatherings in a country
where there is no FIM affiliate, under the supervision of an FMN, with the
prior consent of the latter and the organiser of the Touristic Gathering,
under conditions which are to be determined in each case by the FIM
Management Council or, if necessary, the Executive Board.
3. DESIGNATION
The use of titles of FIM Classic Touristic Gatherings: FIM Rally, FIM Motocamp,
FIM Rendez-Vous Meritum or any other description or designation of a Touristic
Gathering which implies a World or Continental status under the auspices of the
FIM, and/or use of the terms "International" or "Championship" as title or subtitle,
is reserved for meetings which are accordingly entered in the FIM Calendar.
These titles can also be used in official, promotional or advertising documents,
etc., providing prior approval of the FIM has been obtained. Non-observance
entails prescribed penalties.
In accordance with Art. 3 of the FIM Statutes, any question relating to all
television, radio, video cassette, sponsoring, marketing, advertising,
merchandising, promotion, licensing and any other rights of gatherings or
activities under the auspices of the FIM are within the exclusive control of the
FIM.
3
Any touristic gathering or activity organised under the auspices of the FIM may
be associated in the title or subtitle with the name of any accepted commercial
sponsor, with the approval of the FIM. In which case, an increased registration
fee or a special fee, decided upon annually by the FIM Management Council, will
be applied.
For the FIM Rally, the FMNR is obliged to sign an agreement with the FIM
concerning, amongst other things, the terms of cancellation and reimbursement
of registration and accommodation fees in accordance with the model agreement
in Appendix A.
4. DEFINITION OF A TOURISTIC GATHERING
A Touristic Gathering is an event organised with the prime objective of
assembling touring motorcyclists at a point fixed in advance.
5. DURATION
As a rule, the Touristic Gathering takes place on the territory of the FMNR and
lasts a maximum of three days from the day of opening the Arrival Control to the
day of the proclamation of the results and awarding the prizes.
6. ESTABLISHMENT AND PUBLICATION OF THE CALENDAR
For the FIM Classic Touristic Gatherings in the following year, the FMNs must
submit their applications to the FIM Secretariat before 31 January of the year
that the CML will examine the applications.
During the FIM Conference Meetings, 3 years prior to the year of the event,
applications for a FIM Classic Touristic Gathering will be examined by the CML
which will fix the dates, status or category, subject to final approval by the FIM
Management Council.
Each year, the FIM will publish in its yearbook the list of the FIM Classic
Touristic Gatherings and all International Touristic Gatherings registered by the
FMNs, with details relating to their special status or their category, to be held
during the year in the different countries which are under the jurisdiction of the
FIM or FMNs.
4
7. REGISTRATION FEE FOR TOURISTIC GATHERINGS
The fees payable for each entry in the FIM Yearbook are established by the
General Assembly and invoiced to the FMNRs.
8. PARTICIPATION
Each participant in a FIM Classic Touristic Gathering must be a member of an
FMN either on an individual basis or as a member of a club affiliated to an FMN.
As a general rule, only motorcyclists and passengers of a motorcycle are allowed
to participate. No FIM licence is required.
However, the organiser can admit non-motorcyclists as well.
9. MOTORCYCLES
All types of motorcycles authorised by road traffic regulations may participate.
10. SUPPLEMENTARY REGULATIONS (SR)
The organiser will publish Supplementary Regulations (SR) including:
• Title, meeting place, date and IMN number of the event
• Name, address, tel. fax and e-mail of the organiser and the FMNR
• Conditions of participation
• Benefits (inclusive or exclusive of accommodation)
• Terms of reimbursement in case of cancellation of registration by the
participant
• Closing date for entries
• Meeting place, date and duration of the Arrival Control; and when
appropriate, the Welcome Control for the participants
• Arrangements concerning the arrival – Closed Park – area (Parc Fermé)
• Arrangements concerning the participants (check-in, formalities, etc.)
• System of calculation of results
• Scale of classifications
• List of prizes and awards and system of attribution
• Place, date and times for proclaiming the results, classification and
distribution of awards
• A detailed programme of daily events
• Extract from the FIM Environmental Code, Article 11.
5
11. REGISTRATION
As a general rule, registration is made on the spot. Compulsory advanced entries
may be required by the organiser in accordance with the requirements of the
Supplementary Regulations (SR).
In the case of entries made directly at the Arrival Control, as specified in the SR,
it is only necessary to fill in one form. The form does not have to bear the official
seal of the rider’s FMN, but he must be able to justify that he belongs to the FMN
upon arrival at the Arrival Control when depositing the entry form.
The organiser must have entry forms available for the riders when they arrive at
the Arrival Control, and he must strictly verify that the riders belong to an FMN.
12. ENTRY FEE FOR THE TOURISTIC GATHERING
The individual entry fee is fixed by the organiser. Payment can be requested at
the same time as the advanced entry is made by the participant or it can also be
paid at the Arrival Control. The SR must state precisely which form of payment is
required.
The entry fee cannot include the expenses for accommodation and daily
breakfast, unless prior approval of the FIM has been obtained. The amount of the
entry fee is fixed in Euros (€) or the equivalent in the national currency of the
FMNR.
The amount of the individual entry fee must be established in relation to the
benefits which are offered and in the interest of the participant.
A group entry fee, such as for clubs, can be requested by the organiser. It is
however optional and must provide additional benefits for the group.
The SR must always clearly indicate the quantity and the quality of the benefits
that are offered for the entry fee.
Representatives of the FIM present at the event in an official capacity are not
required to pay the registration fee.
6
13. CONDITIONS OF CANCELLATION AND REIMBURSEMENT
Each Supplementary Regulation of the FIM Classic Touristic Gatherings must
mention in a clear and precise manner the conditions of reimbursement in case
of cancellation. These conditions must also appear on the registration and
accommodation forms. These conditions must not be in contradiction of an
agreement signed between the FIM and the FMNR.
14. PROGRAMME
Any Classic Touristic Gathering must include a touring or folklore programme,
solely commercial or publicity aims are excluded.
15. ITINERARY – DISTANCE
The participants have the choice of the date and time of departure, the itinerary
and speed; these factors are not taken into consideration for the results and
classification.
However, in certain exceptional cases, the FIM can require compulsory check
points to justify the real distance made.
The distance used in the calculation of results and classification is established by
the most direct main roads between the domicile of the rider or the headquarters
of the club, and the collection point of the Arrival Control. The distances must be
certified by the FMN of the rider in the case of an advanced entry.
16. ARRIVAL CONTROL
This is the only control that is compulsory for the participants in order to be
eligible for the results and classifications. It must be located at the final
converging point. The place, date and times of the control must be stipulated in
the SR.
At the Arrival Control, each participant must check-in personally with the
motorcycle for his entry to be approved by the organiser.
7
17. CLASSIFICATION
17.1 Types of Classification
The organiser may include various classifications, for example:
• Federations (3 motorcycles minimum per FMN)
• Clubs (3 motorcycles minimum per club)
• Motorcyclists
• Motorcyclists + passengers
• Passengers
• Classification by distance
• Number of participants
• Other
17.2 Calculation of Points
The result is calculated at the rate of one point per km. The distance to be used
for the classification is established by the most direct main road between the
domicile of the driver, or the headquarters of the club and the place of the
Touristic gathering.
17.3 Club Classification
The club classification includes the results of one or several clubs per FMN; for
each FMN, the club(s) having obtained the best results is/are qualified.
Therefore, this classification is established between the first, second and third,
etc. clubs of each FMN represented. The clubs of the FMNR may not appear in
this classification.
The club classification must first reward the winning club of each FMN. The other
clubs classified second, third, etc. will receive awards according to the
organiser's possibilities.
18. THE EXECUTIVE COMMITTEE
The Executive Committee of FIM Classic Touristic Gatherings must consist of at
least two persons: the Director of the event (FMNR) and a nominated member of
the CML (Jury President). For the FIM Rally and Motocamp, a second CML
member shall be nominated. Only the Director of the event and the nominated
CML Member(s) have voting rights.
8
The nomination of the CML Members will be decided by the CML, by the
Management Council or by the Executive Board. If a Member appointed by the
FIM is prevented from arriving at the event in time, the Jury President may name
a replacement with first priority given to an official who does not belong to the
FMNR.
The following persons are entitled to attend the meetings of the Executive
Committee but without voting rights:
• The Members of the Management Council, the Presidents of the permanent
Commissions, the FIM Chief Executive Officer and the CML Coordinator.
rules of the Touristic Code, to the regulations published by the FIM and the
Supplementary Regulations of the meeting.
He shall determine the times of the Executive Committee meetings and, if
necessary, convene any extraordinary meetings.
The Jury President has the right to invite any guests to the Executive Committee
meetings, when appropriate for the event.
He is responsible for the communication with the FMN Delegates.
In case of absence of the Jury President, he will be replaced by the other Jury
Member appointed by the FIM.
18.2 Duties of the Jury President
He shall call a meeting of the Executive Committee the day before the start of
the event during which the following matters shall be approved:
• Amendments, if any, to the SR after the opening date for entries verifying
that all the participants engaged have been informed thereof.
• Report and control of the safety standards of the event.
• Control of the official permission from the local authorities to run the event
and the third party insurance policy of the organiser.
9
At the end of each day the Jury President will call a meeting of the National
Delegates to hear the reports of the Director of the organisation, the Secretary to
the meeting or any other appropriate officials.
At the end of the event, during the last meeting of the National Delegates, the
Jury President must sign the official classification of the event. He must also sign
with the Secretary of the meetings, all Minutes of the meetings.
The Jury President shall send the following documents to the FIM Executive
Secretariat:
• His report (using the official form)
• The report of the FIM Environmental Delegate
18.3 Terms of Reference of the Executive Committee
The Executive Committee exercises supreme control of the meetings but only in
respect of the application of the FIM Codes, FIM Regulations and of the SR,
which it must ratify. Consequently, the members of the Executive Committee are
responsible only towards the FIM. They are responsible for the touristic side of
the organisation of the meeting in which they have an executive function. All civil
and legal responsibilities lie with the organisers. The Executive Committee may
authorise an alteration to the SR in exceptional circumstances provided that it is
brought to the attention of all persons concerned. It is not authorised to make
alterations or additions to the FIM rules, but is entitled to take decisions in the
exceptional cases provided for below:
• The Executive Committee is entitled either on its own initiative or on
request of the organiser to delay the start of a meeting, to have the venue
improved, to prematurely stop or cancel part or the entire meeting because
of urgent safety reasons or for any other reasons of “force majeure”.
18.4 Procedures at Executive Committee Meetings
Decisions of the Executive Committee are based on a simple majority. In the
case of a tie the Jury President will exercise a casting vote.
18.5 Publication of the Executive Committee Decisions
meeting must be published as soon as possible. The decisions must be
published in the official languages of the FIM.
10
18.6 Minutes of the Meetings with the National Delegates
The minutes of the meetings of the Executive Committee with the National
Delegates must be written in both official FIM languages, unless it is agreed to
accept them in one official language. They are prepared by the Secretary to the
meetings and must be signed by him/her and the Jury President.
18.7 National Delegates
Each participating FMN has the right to nominate one delegate holder of a
Tourism Steward’s licence. The nomination shall be made in writing to the
organiser at least 15 days before the event.
The National Delegates represent their FMN and the participants entered by that
FMN and are entitled to:
• receive documents, including meeting minutes, during the entire event
• explain their questions to the Jury President so that the National Delegates
are aware of all the circumstances
• receive passes to be present at important places during the event.
The Jury President will arrange meetings with National Delegates in order to
explain the work of the Executive Committee and to receive the remarks of the
National Delegates.
AND THE PARTICIPANTS
The liability of the FIM, the FMNR (Organising National Federation), organisers
and officials as well as the liability of their representatives, agents and
employees to a participant in a Touristic Gathering shall be limited to gross
or to its accessories or equipment during the meeting, caused either by fire,
accident or any other means, or by theft or deterioration.
The organiser is responsible for the motorcycles which are placed in his
exclusive custody and control. He should therefore take adequate measures
against theft, loss or damage.
21. LEGAL AUTHORISATIONS
No FIM Classic Touristic Gathering may be organised before all necessary legal
permission from the public authorities has been obtained by the organiser.
22. INSURANCE POLICIES
It is required that all necessary insurance policies be taken out by the organiser
of a FIM Classic Touristic Gathering as follows:
No effort should be spared, including co-operation with public authorities, to
avoid any possibility of accident.
it possible to give first aid to the participants and to transport sick or injured
persons to the nearest hospital.
or to its accessories or equipment during the meeting, caused either by fire,
accident or any other means, or by theft or deterioration.
19
The organiser is responsible for the motorcycles which are placed in his
exclusive custody and control. He should therefore take adequate measures
against theft, loss or damage.
14. LEGAL AUTHORISATIONS
No International Touristic Gathering may be organised before all necessary
permission from the public authorities has been obtained by the organiser.
1. HISTORY
Created in 1936 by the International Federation of Motorcycle Clubs (FICM) with
the intent of bringing together each year, and in a different country each time, the
teams representing the affiliated National Motorcycling Federations (FMNs), the
"FIM Rally Concentration" took place with some success until 1939. Interrupted
by the 1939-1945 World War, it was re-established in 1950 with a growing
participation at each annual edition.
Patronised and promoted by the FIM, this FIM Classic Touristic Gathering, more
usually called "FIM Rally", is the most important Touristic Gathering on the FIM
annual international calendar of motorcyclists' touring events. It is the only one
entitled to be called "FIM Rally".
2. PARTICIPATION
The FIM Rally is open to motorcycling members and their passengers, of a
National Motorcycling Federation (FMN), or its approved delegated body,
affiliated to the FIM.
Members of the Fédération Internationale des Véhicules Anciens (FIVA) are also
entitled to participate in the Rally. This follows the signing of an Agreement
between the FIM and FIVA in 2004.
The following non-motorcyclist supporters are admitted without classification:
• The official delegate of the participating FMNs.
• The driver of one technical and medical assistance vehicle per 100
participants. This vehicle must have two places available for motorcycling
participants in difficulty.
• The elected and appointed Members of the FIM.
• Meritum holders as from "Grand" Meritum.
Every participant must compulsorily be resident in the country of the FMN of
which he is a member. However, special agreements may be made between two
or several FMNs.
3. ENVIRONMENTAL CODE
Participants of the FIM Rally are motorcyclist ambassadors of their country. By
their riding behaviour, they can promote the attractions of motorcycling. From
that moment, they endeavour to respect the rules of the FIM Environmental
Code and to use their machines in a responsible manner.
23
4. MOTORCYCLES
All types of motorcycles authorised by road traffic regulations may participate.
5. ENTRIES
Entries to the FIM Rally have to be made on the official FIM entry form which can
be obtained from the FMN of the participant. It is the FMN of the participant that
fixes the deadline for the return of the form and who sends all the entries to the
organiser.
Only participants in possession of an entry form bearing the authorisation of their
FMN are admitted.
6. ENTRY FEE
The entry fee is fixed by the FMN of the participant. It is made up of the
organiser's fee plus any administrative expenses which may be added by the
FMN.
For each FIM Rally, the organiser's fee is determined by the FIM’s Commission
for Leisure Motorcycling (CML). The amount may be fixed in the local currency of
the FMNR or in Euros (€). Children between the ages of 8 and 12 will pay 50%
of the adult entrance fee, while children under the age of 8 will be admitted free
of charge.
The FMNs must pay in advance the whole of the organiser's fee.
The entry fee gives the right to the following minimal benefits:
• Participation in the FIM Rally programme as specified in the SR
(entertainment, folklore demonstrations, Nations Parade, excursions, etc.)
• Good quality food and in sufficient quantity
– 1 st day: arrival lunch, dinner
– 2 nd day: picnic excursion, dinner
– 3 rd day: dinner
• A souvenir medal/plaque or pin
• Other souvenirs left to the choice of the organiser, but easy to transport on
a motorcycle.
24
7. DISQUALIFICATION
Participants may be officially disqualified at the discretion of the Executive
Committee if necessary.
8. ACCOMMODATION
The organiser must provide the opportunity for reservation of accommodation in
hotels, hostels and camping sites throughout the duration of the FIM Rally.
For temporary campsites, the organiser should attempt to provide sanitary and
hygiene facilities in accordance with the standards fixed for countries in
membership of the European Union (EU).
The minimum requirements specified are:
• Per group of up to 20 campers: 1 WC and 1 wash-basin with running water
• Per group of up to 30 campers: 1 shower.
However, the CML recommends a better ratio of toilets and showers. There must
also be at least one shower for the disabled.
The accommodation tariffs must be indicated separately from the entry fee and
include breakfast. For the hotels, a reservation fee may be required in advance
and, for the camping sites, the total cost.
9. CONDITIONS OF CANCELLATION AND REIMBURSEMENT
The Supplementary Regulations of this FIM Classic Touristic Gathering must
mention in a clear and precise manner the conditions for reimbursement in case
of cancellation. These conditions must also appear on the registration and
accommodation forms. These conditions must not be in contradiction to the Rally
agreement signed between the FIM and the FMNR. (Appendix A)
10. SUPPLEMENTARY REGULATIONS (SR)
The Supplementary Regulations (SR) of the FIM Rally must be written in the
official languages of the FIM (French, English), and in any other language(s) at
the discretion of the organiser. The SR of the Rally should be drawn up in
conformity with the standard model provided by the CML. (Appendix B)
Before publication, the SR must be submitted to the CML for examination and
approval at the FIM Congress or Biennial Session of the preceding year. After
this approval, the SR must be sent to all FMNs and at the latest by 1 December
of the year preceding the FIM Rally.
25
The SR shall include:
• Names of executive officials
• Title, meeting place, dates and IMN of the event
• Name, address, telephone, fax and e-mail address of the organiser and the
FMNR
• Internet site of the organisers, if existing
• Telephone and fax numbers of the FIM Rally secretariat
• Location and opening times of the FIM Rally secretariat
• Details of date, opening, closing times and location of the FIM Rally Arrival
Control
• Opening time of the Closed Park
• List of benefits (excluding accommodation)
• Arrangements concerning classification and prizes
• Information concerning the meetings of the Executive Committee and
National Delegates according to details laid down in the FIM Touristic Code
– FIM Rally Chapter
• Extract from the FIM Environmental Code – Article 11.
No modification can be made to the SR once it has been approved by the FIM.
However, in exceptional cases, the Executive Committee can authorise a
modification as long as it is made known to all the persons concerned.
The SR shall stipulate that the event is organised according to the FIM Touristic
Code – FIM Rally Chapter – and the FIM Environmental Code.
11. WELCOME CENTRE
On arrival, participants should visit the Welcome Centre at the FIM Rally
Secretariat and present a copy of their entry form stamped by their FMN in
order to settle administrative questions (accommodation, etc.) and to receive
any information that has not been previously transmitted. Correctly registered
participants will receive a participation certificate in respect of FIM Meritum
and Co-Meritum awards as detailed in Article 13 as well as a copy of their
event Identity Card to be handed in at the Arrival Control for classification
purposes. The place must be well indicated and easy to find.
12. ARRIVAL CONTROL (MEET AND GREET) AND CLOSED PARK
The FIM Rally participants are welcomed in national teams at the Arrival Control.
The order of presentation of the nations will be by agreement with the CML and
the FIM Rally Jury President. In order to be classified, each participant must
hand over the copy of his event Identity Card, distributed earlier.
26
After passing through the Arrival Control, each participant should park as
directed by the organiser in the Closed Park where the motorcycles will be
secure until the Closed Park opens.
The organiser must carefully ensure that no motorcycle leaves the Closed Park
until the last national hymn has been played. The Supplementary
Regulations will state until what time the Parc Fermé will be secured.
13. FIM “MERITUM” AND “CO-MERITUM” AWARDS
In order to sanction individual participation and to award their loyalty to the FIM
Rally, the FIM has created the following awards for the participants, namely:
20 days prior to the event, with a copy of the insurance policy in English or
French covering his third party and organiser’s risk liability during the event.
15. RESULTS AND CLASSIFICATIONS
15.1 Points/km
The kilometres covered by the rider of a motorcycle are converted into points:
1 km = 1 point.
The distance applied to calculate the results for the classifications is established
by the most direct national roads between the domicile of the rider and the place
of the gathering for the Arrival Control. It must be certified by the FMN of the
rider.
The distances covered by sea or air are not accountable when a participant is
not travelling with his own motorcycle, and the motorcycle is not transported by
the same means of transport.
29
For the club classifications, the total of the points scored by each individual club
participant will be taken into account. The distance to be used for the
classification is the distance between the headquarters of the club and the place
of the Rally. Any club not possessing a headquarters is obliged to communicate
to the organisers the address of the person in charge.
Organisers should use a reputable computer programme to calculate the
correct distances.
15.2 Club classification
The following classification is established:
For each FMN, a classification is established of its three best clubs according to
the total number of points.
In order to be classified, the club must be represented by at least three
motorcycles.
The first club classified of each FMN shall receive an award, provided by the
organisers.
No club or individual rider of the organising federation may appear in the results.
any flaw or setback to the participants who must be assured of an organisation
and benefits corresponding to the entry fee as well as the reputation and
international standing of the FIM.
This site visit will normally take place at a date to be determined by the CML with
the agreement of the FMNR, in the year preceding the FIM Rally to determine
updated information and in order to be able to submit these observations at the
Congress or Biennial Session.
21. DATE AND DURATION
The Rally shall take place during the summer period and have a maximum
duration of three days.
22. PARTICIPANTS' INFORMATION
the daily programmes.
Every evening, at the time and place of dinner, the organiser will display on a
board the details of the following day's programme (place and departure time of
the buses, places for gathering, meal times, planned events, etc.). Information
will be given in at least the languages of the FIM. The delegates of the FMNs are
25. PRIZE-GIVING CEREMONY
During the first meeting of the Executive Committee, the organiser should give
information on how they plan to run the Prize-Giving Ceremony. (Appendix D)
The prize-giving should take place in three stages. Between each stage there
should be a short period of music or entertainment.
25.1 First Stage – Club Awards
Presentation of awards to the largest classified club team from each of the
participating nations. These awards are provided by the event organisers. It is
convenient to award these in alphabetical order of the home country of each
club.
In order to highlight these club awards and shorten an otherwise long
Prize-Giving Ceremony on the last night, these awards are distributed
during the second evening.
25.2 Second Stage – Challenge Replicas
• These replicas are provided by the FIM and are dispatched in such a way
that they are in the organiser's possession at least 2 weeks before the
Rally.
• When one country team wins a number of prizes, arrangements should be
made for all the awards won by one nation to be presented at the same
time. The awards should be presented to the National Delegate of the FMN.
• The complete list of Challenges and Trophies to be presented is detailed in
Article 16.
25.3 Third Stage – FIM Challenge
• For the third and second placed nation, some ceremony could be created
by playing the appropriate national hymn commencing at the moment that
the Master of Ceremonies announces the winners. This creates an
opportunity for some flag waving and singing.
• The final award to be presented will be the FIM Challenge. This should be
done with special ceremony, including a fanfare and national hymn, with
plenty of opportunity for flag waving and the taking of photographs. The
Challenge shall be presented by the CML President or a Vice-President.
36
25.4 Torch of Honour
The organiser should choose a very special time in the programme of the final
evening of the FIM Rally to exchange the Torch of Honour. National hymns, as
well as other well-known music could be played and the members of the
organising team and participants from the next year’s country should be able to
exchange greetings and wave their flags and banners.
The CML President or the FIM representative should be associated with the
handing over of the Torch of Honour.
39
1. HISTORY
Upon the initiative of the Federazione Motociclistica Italiana (FMI), the 1st FIM
Motocamp was organised on the island of Elba in 1981 as a prelude to the
International Six Days' Enduro. The idea was to create an event parallel to the
FIM Rally, reserved solely for campers, in order to relieve the burden of the
organisation of the FIM Rally which was becoming more and more difficult to
manage in view of its ever-increasing participation.
2. PARTICIPATION
The FIM Motocamp is open to motorcycling members and their passengers of a
National Motorcycling Federation (FMN), or its approved delegated body,
affiliated to the FIM.
The following non-motorcyclist supporters are admitted without classification:
• The official delegate of the participating FMNs.
• The driver of one technical and medical assistance vehicle per
100 participants. This vehicle must have two places available for
motorcycling participants in difficulty.
• The elected and appointed Members of the FIM.
Every participant must compulsorily be resident in the country of the FMN of
which he is a member. However, special agreements may be made between two
or several FMNs.
3. ENVIRONMENTAL CODE
Participants in a FIM Motocamp are motorcyclist ambassadors for their country.
By their riding behaviour, they can promote the attractions of motorcycling. From
that moment, they endeavour to respect the rules of the FIM Environmental
Code and to use their machines in a responsible manner.
4. MOTORCYCLES
All types of motorcycles authorised by road traffic regulations may participate.
40
5. ENTRIES
Entries to the FIM Motocamp have to be made on the official FIM entry form
which can be obtained from the FMN of the participant. It is the FMN of the
participant that fixes the deadline for the return of the form and who sends all the
entries to the organiser.
Only participants in possession of an entry form bearing the authorisation stamp
of their FMN are admitted.
6. ENTRY FEE
The entry fee is fixed by the Federation of the participant. It is made up of the
organiser's fee plus any administrative expenses which may be added by the
FMN.
For each FIM Motocamp, the organiser's fee is determined by the FIM
Commission for Leisure Motorcycling (CML). The amount may be fixed in the
local currency of the FMNR or in Euros (€). Children between the ages of 8 and
12 will pay 50% of the adult entrance fee, while children under the age of 8 will
be admitted free of charge.
The FMNs must pay in advance the whole of the organiser's fee.
The entry fee gives the right to the following minimal benefits:
• Participation in the FIM Motocamp
• Accommodation on a camping site for the duration of the event
• Good quality food and in sufficient quantity:
– 1 st day: dinner
– 2 nd day: breakfast, lunch, dinner
– 3 rd day: breakfast, lunch, dinner
– last day: breakfast
• A souvenir medal/plaque or pin
• Other souvenirs left to the choice of the organiser, but easy to transport on
a motorcycle.
7. ACCOMMODATION
Tent camping is compulsory.
The organiser must provide tent camping accommodation on campsites for the
participants throughout the duration of the Motocamp.
For temporary campsites, the organiser should attempt to provide sanitary and
hygiene facilities in accordance with the standards fixed for countries in
membership of the European Union (EU).
41
The minimum requirements specified are:
• Per group of up to 20 campers: 1 WC and 1 wash-basin with running water
• Per group of up to 30 campers: 1 shower.
However, the CML recommends a better ratio of toilets and showers. There must
also be at least one shower for the disabled.
8. CONDITIONS OF CANCELLATION AND REIMBURSEMENT
The conditions of reimbursement in case of cancellation should be clearly and
concisely mentioned in the Supplementary Regulations of the Classic Touristic
Gathering. These conditions should also appear on the entry and
accommodation forms.
9. SUPPLEMENTARY REGULATIONS (SR)
The Supplementary Regulations (SR) of the FIM Motocamp must be written in
the official languages of the FIM (French, English), and in any other languages at
the discretion of the organiser. The SR of the Motocamp must be drawn up in
conformity with the standard model provided by the CML. (Appendix C)
Before publication, the SR must be submitted to the CML for examination and
approval at the FIM Congress or Biennial Session of the preceding year. After
this approval, the SR must be sent to all FMNs at least 3 months preceding the
Motocamp.
The SR shall include:
• Title, meeting place, dates and IMN of the event
• Name, address, telephone, fax and e-mail address of the organiser and the
FMNR
• Internet site of the organisers, if existing
• A list of the benefits (excluding lodging)
• Arrangements concerning classification and prizes
• General programme of events, with daily details
• Composition of the organisation committee
• Names of the executive officials
• Details of dates of meetings of the Executive Committee and National
Delegates according to details laid down in the FIM Touristic Code – FIM
Motocamp Chapter
• Extract from the FIM Environmental Code – Article 11.
No modification can be made to the SR once it has been approved by the FIM.
However, in exceptional cases, the Executive Committee can authorise a
modification as long as it is made known to all the persons concerned.
42
The SR shall stipulate that the event is organised according to the FIM Touristic
Code – FIM Motocamp Chapter – and the FIM Environmental Code.
10. ADMINISTRATIVE CONTROL
FIM Motocamp participants are welcomed at the Administrative Control. Each
participant must present a copy of his entry form stamped by his FMN.
11. LIABILITY OF THE AUTHORITIES, ORGANISERS
AND PARTICIPANTS
The FIM and/or its FMNs may not be held liable for any claims made against the
organisation of an event. The organisers must make all necessary arrangements
to minimise the risk of liability of the FMNR, organisers, officials and any other
person involved in the organisation of any event. The insurance policies shall be
in conformity with Articles 19, 20 and 22 – Category A.
The organisers must follow local, regional and national regulations for safety.
The Motocamp organiser must provide the FIM Executive Secretariat, not later
than 20 days prior to the event, with a copy of the insurance policy in English or
French covering his third party and organiser’s risk liability during the event.
12. RESULTS AND CLASSIFICATIONS
12. 1 Points/km
43
For the club classifications, the total of the points scored by each individual club
participant will be taken into account. The distance to be used for the
classification is the distance between the headquarters of the club and the place
of the Motocamp. Any club not possessing a headquarters is obliged to
communicate to the organisers the address of the person in charge.
1. HISTORY
The aim of the Rendez-Vous Meritum meetings was to create a 3-day event for
holders of the Meritum and Co-Meritum awards based on an idea of Mr I.
Bertolasi and of the then Vice-President of the CTC, Mr Carlo de Ambroggi.
The first such meeting was organised in Arona in Italy in 1982 as a prelude to the
FIM Rally to be held in Monthey, Switzerland, that same year.
2. PARTICIPATION
The FIM Rendez-Vous Meritum is open to motorcycling members and their
passengers of a National Motorcycling Federation (FMN), or its approved
delegated body, affiliated to the FIM and who are holders of a Meritum or Co-
Meritum award.
Motorcyclists who are not yet holders of a Meritum Badge of Honour or a Co-
Meritum Distinction may participate if they are accompanying persons who are
already holders of these awards.
The following non-motorcyclist supporters are also admitted:
• The driver of one technical and medical assistance vehicle per
100 participants. This vehicle must have two places free for motorcycling
participants in difficulty.
• The elected and appointed Members of the FIM.
3. ENVIRONMENTAL CODE
Participants in a FIM Rendez-Vous Meritum are motorcyclist ambassadors for
their country. By their riding behaviour, they can promote the attractions of
All types of motorcycles authorised by road traffic regulations may participate.
49
5. ENTRIES
Entries to the FIM Rendez-Vous Meritum have to be made on the official FIM
registration form which can be obtained from the FMN of the participant. It is the
FMN of the participant that fixes the deadline for the return of the form.
The organiser can decide whether the participants must send in their registration
form through their federation or whether they may do this on an individual basis.
6. ENTRY FEE
The entry fee is fixed by the Federation of the participant. It is made up of the
organiser's fee plus any administrative expenses which may be added by the
FMN.
For each FIM Rendez-Vous Meritum, the organiser's fee is determined by the
FIM’s Commission for Leisure Motorcycling (CML). The amount may be fixed in
local currency or in Euros (€). Children between the ages of 8 and 12 will pay
50% of the adult entrance fee, while children under the age of 8 will be admitted
free of charge.
The entry fee gives the right to the following minimal benefits:
• Participation in the FIM Rendez-Vous Meritum
• Good quality food and in sufficient quantity:
– 1 st day: evening meal
– 2 nd day: excursion picnic, evening meal
