1. THE TOURISTIC GATHERINGS OF CATEGORY A<br />

This category comprises the <strong>FIM</strong> Classic Touristic Gatherings, which are:<br />

• The <strong>FIM</strong> Rally<br />

• The <strong>FIM</strong> Motocamp<br />

• The <strong>FIM</strong> Rendez-Vous Meritum<br />

For these meetings, special additional rules are published.<br />

2. ORGANISATION<br />

<strong>FIM</strong> Classic Touristic Gatherings may be organised:<br />

• By an FMN (National Motorcycling Federation affiliated to the <strong>FIM</strong>).<br />

• By an individual or corporate body when authorised to do so by an FMN for<br />

meetings within its own territory.<br />

• The <strong>FIM</strong> Management Council or, if necessary, the Executive Board, may<br />

authorise the organisation of one or more Touristic Gatherings in a country<br />

where there is no <strong>FIM</strong> affiliate, under the supervision of an FMN, with the<br />

prior consent of the latter and the organiser of the Touristic Gathering,<br />

under conditions which are to be determined in each case by the <strong>FIM</strong><br />

Management Council or, if necessary, the Executive Board.<br />

3. DESIGNATION<br />

The use of titles of <strong>FIM</strong> Classic Touristic Gatherings: <strong>FIM</strong> Rally, <strong>FIM</strong> Motocamp,<br />

<strong>FIM</strong> Rendez-Vous Meritum or any other description or designation of a Touristic<br />

Gathering which implies a World or Continental status under the auspices of the<br />

<strong>FIM</strong>, and/or use of the terms "International" or "Championship" as title or subtitle,<br />

is reserved for meetings which are accordingly entered in the <strong>FIM</strong> Calendar.<br />

These titles can also be used in official, promotional or advertising documents,<br />

etc., providing prior approval of the <strong>FIM</strong> has been obtained. Non-observance<br />

entails prescribed penalties.<br />

In accordance with Art. 3 of the <strong>FIM</strong> Statutes, any question relating to all<br />

television, radio, video cassette, sponsoring, marketing, advertising,<br />

merchandising, promotion, licensing and any other rights of gatherings or<br />

activities under the auspices of the <strong>FIM</strong> are within the exclusive control of the<br />

<strong>FIM</strong>.<br />

Any touristic gathering or activity organised under the auspices of the <strong>FIM</strong> may<br />

be associated in the title or subtitle with the name of any accepted commercial<br />

sponsor, with the approval of the <strong>FIM</strong>. In which case, an increased registration<br />

fee or a special fee, decided upon annually by the <strong>FIM</strong> Management Council, will<br />

be applied.<br />

For the <strong>FIM</strong> Rally, the FMNR is obliged to sign an agreement with the <strong>FIM</strong><br />

concerning, amongst other things, the terms of cancellation and reimbursement<br />

of registration and accommodation fees in accordance with the model agreement<br />

in Appendix A.<br />

4. DEFINITION OF A TOURISTIC GATHERING<br />

A Touristic Gathering is an event organised with the prime objective of<br />

assembling touring motorcyclists at a point fixed in advance.<br />

5. DURATION<br />

As a rule, the Touristic Gathering takes place on the territory of the FMNR and<br />

lasts a maximum of three days from the day of opening the Arrival Control to the<br />

day of the proclamation of the results and awarding the prizes.<br />

6. ESTABLISHMENT AND PUBLICATION OF THE CALENDAR<br />

For the <strong>FIM</strong> Classic Touristic Gatherings in the following year, the FMNs must<br />

submit their applications to the <strong>FIM</strong> Secretariat before 31 January of the year<br />

that the CML will examine the applications.<br />

During the <strong>FIM</strong> Conference Meetings, 3 years prior to the year of the event,<br />

applications for a <strong>FIM</strong> Classic Touristic Gathering will be examined by the CML<br />

which will fix the dates, status or category, subject to final approval by the <strong>FIM</strong><br />

Management Council.<br />

Each year, the <strong>FIM</strong> will publish in its yearbook the list of the <strong>FIM</strong> Classic<br />

Touristic Gatherings and all International Touristic Gatherings registered by the<br />

FMNs, with details relating to their special status or their category, to be held<br />

during the year in the different countries which are under the jurisdiction of the<br />

<strong>FIM</strong> or FMNs.<br />

7. REGISTRATION FEE FOR TOURISTIC GATHERINGS<br />

The fees payable for each entry in the <strong>FIM</strong> Yearbook are established by the<br />

General Assembly and invoiced to the FMNRs.<br />

8. PARTICIPATION<br />

Each participant in a <strong>FIM</strong> Classic Touristic Gathering must be a member of an<br />

FMN either on an individual basis or as a member of a club affiliated to an FMN.<br />

As a general rule, only motorcyclists and passengers of a motorcycle are allowed<br />

to participate. No <strong>FIM</strong> licence is required.<br />

However, the organiser can admit non-motorcyclists as well.<br />

9. MOTORCYCLES<br />

All types of motorcycles authorised by road traffic regulations may participate.<br />

10. SUPPLEMENTARY REGULATIONS (SR)<br />

The organiser will publish Supplementary Regulations (SR) including:<br />

• Title, meeting place, date and IMN number of the event<br />

• Name, address, tel. fax and e-mail of the organiser and the FMNR<br />

• Conditions of participation<br />

• Benefits (inclusive or exclusive of accommodation)<br />

• Terms of reimbursement in case of cancellation of registration by the<br />

participant<br />

• Closing date for entries<br />

• Meeting place, date and duration of the Arrival Control; and when<br />

appropriate, the Welcome Control for the participants<br />

• Arrangements concerning the arrival – Closed Park – area (Parc Fermé)<br />

• Arrangements concerning the participants (check-in, formalities, etc.)<br />

• System of calculation of results<br />

• Scale of classifications<br />

• List of prizes and awards and system of attribution<br />

• Place, date and times for proclaiming the results, classification and<br />

distribution of awards<br />

• A detailed programme of daily events<br />

11. REGISTRATION<br />

As a general rule, registration is made on the spot. Compulsory advanced entries<br />

may be required by the organiser in accordance with the requirements of the<br />

Supplementary Regulations (SR).<br />

In the case of entries made directly at the Arrival Control, as specified in the SR,<br />

it is only necessary to fill in one form. The form does not have to bear the official<br />

seal of the rider’s FMN, but he must be able to justify that he belongs to the FMN<br />

upon arrival at the Arrival Control when depositing the entry form.<br />

The organiser must have entry forms available for the riders when they arrive at<br />

the Arrival Control, and he must strictly verify that the riders belong to an FMN.<br />

12. ENTRY FEE FOR THE TOURISTIC GATHERING<br />

The individual entry fee is fixed by the organiser. Payment can be requested at<br />

the same time as the advanced entry is made by the participant or it can also be<br />

paid at the Arrival Control. The SR must state precisely which form of payment is<br />

required.<br />

The entry fee cannot include the expenses for accommodation and daily<br />

breakfast, unless prior approval of the <strong>FIM</strong> has been obtained. The amount of the<br />

entry fee is fixed in Euros (€) or the equivalent in the national currency of the<br />

FMNR.<br />

The amount of the individual entry fee must be established in relation to the<br />

benefits which are offered and in the interest of the participant.<br />

A group entry fee, such as for clubs, can be requested by the organiser. It is<br />

however optional and must provide additional benefits for the group.<br />

The SR must always clearly indicate the quantity and the quality of the benefits<br />

that are offered for the entry fee.<br />

Representatives of the <strong>FIM</strong> present at the event in an official capacity are not<br />

required to pay the registration fee.<br />

13. CONDITIONS OF CANCELLATION AND REIMBURSEMENT<br />

Each Supplementary Regulation of the <strong>FIM</strong> Classic Touristic Gatherings must<br />

mention in a clear and precise manner the conditions of reimbursement in case<br />

of cancellation. These conditions must also appear on the registration and<br />

accommodation forms. These conditions must not be in contradiction of an<br />

agreement signed between the <strong>FIM</strong> and the FMNR.<br />

14. PROGRAMME<br />

Any Classic Touristic Gathering must include a touring or folklore programme,<br />

solely commercial or publicity aims are excluded.<br />

15. ITINERARY – DISTANCE<br />

The participants have the choice of the date and time of departure, the itinerary<br />

and speed; these factors are not taken into consideration for the results and<br />

classification.<br />

However, in certain exceptional cases, the <strong>FIM</strong> can require compulsory check<br />

points to justify the real distance made.<br />

The distance used in the calculation of results and classification is established by<br />

the most direct main roads between the domicile of the rider or the headquarters<br />

of the club, and the collection point of the Arrival Control. The distances must be<br />

certified by the FMN of the rider in the case of an advanced entry.<br />

16. ARRIVAL CONTROL<br />

This is the only control that is compulsory for the participants in order to be<br />

eligible for the results and classifications. It must be located at the final<br />

converging point. The place, date and times of the control must be stipulated in<br />

the SR.<br />

At the Arrival Control, each participant must check-in personally with the<br />

motorcycle for his entry to be approved by the organiser.<br />

17. CLASSIFICATION<br />

17.1 Types of Classification<br />

The organiser may include various classifications, for example:<br />

• Federations (3 motorcycles minimum per FMN)<br />

• Clubs (3 motorcycles minimum per club)<br />

• Motorcyclists<br />

• Motorcyclists + passengers<br />

• Passengers<br />

• Classification by distance<br />

• Number of participants<br />

• Other<br />

17.2 Calculation of Points<br />

The result is calculated at the rate of one point per km. The distance to be used<br />

for the classification is established by the most direct main road between the<br />

domicile of the driver, or the headquarters of the club and the place of the<br />

Touristic gathering.<br />

17.3 Club Classification<br />

The club classification includes the results of one or several clubs per FMN; for<br />

each FMN, the club(s) having obtained the best results is/are qualified.<br />

Therefore, this classification is established between the first, second and third,<br />

etc. clubs of each FMN represented. The clubs of the FMNR may not appear in<br />

this classification.<br />

The club classification must first reward the winning club of each FMN. The other<br />

clubs classified second, third, etc. will receive awards according to the<br />

organiser's possibilities.<br />

18. THE EXECUTIVE COMMITTEE<br />

The Executive Committee of <strong>FIM</strong> Classic Touristic Gatherings must consist of at<br />

least two persons: the Director of the event (FMNR) and a nominated member of<br />

the CML (Jury President). For the <strong>FIM</strong> Rally and Motocamp, a second CML<br />

member shall be nominated. Only the Director of the event and the nominated<br />

CML Member(s) have voting rights.<br />

The nomination of the CML Members will be decided by the CML, by the<br />

Management Council or by the Executive Board. If a Member appointed by the<br />

<strong>FIM</strong> is prevented from arriving at the event in time, the Jury President may name<br />

a replacement with first priority given to an official who does not belong to the<br />

FMNR.<br />

The following persons are entitled to attend the meetings of the Executive<br />

Committee but without voting rights:<br />

• The Members of the Management Council, the Presidents of the permanent<br />

Commissions, the <strong>FIM</strong> Chief Executive Officer and the CML Coordinator.<br />

• The <strong>FIM</strong> Environmental Delegate.<br />

18.1 The Jury President<br />

The Jury President is appointed by the <strong>FIM</strong>.<br />

He must ensure that the decisions of the Executive Committee conform to the<br />

rules of the Touristic Code, to the regulations published by the <strong>FIM</strong> and the<br />

Supplementary Regulations of the meeting.<br />

He shall determine the times of the Executive Committee meetings and, if<br />

necessary, convene any extraordinary meetings.<br />

The Jury President has the right to invite any guests to the Executive Committee<br />

meetings, when appropriate for the event.<br />

He is responsible for the communication with the FMN Delegates.<br />

In case of absence of the Jury President, he will be replaced by the other Jury<br />

Member appointed by the <strong>FIM</strong>.<br />

18.2 Duties of the Jury President<br />

He shall call a meeting of the Executive Committee the day before the start of<br />

the event during which the following matters shall be approved:<br />

• Amendments, if any, to the SR after the opening date for entries verifying<br />

that all the participants engaged have been informed thereof.<br />

• Report and control of the safety standards of the event.<br />

• Control of the official permission from the local authorities to run the event<br />

and the third party insurance policy of the organiser.<br />

• Report and control of the environmental standards of the event.<br />

At the end of each day the Jury President will call a meeting of the National<br />

Delegates to hear the reports of the Director of the organisation, the Secretary to<br />

the meeting or any other appropriate officials.<br />

At the end of the event, during the last meeting of the National Delegates, the<br />

Jury President must sign the official classification of the event. He must also sign<br />

with the Secretary of the meetings, all Minutes of the meetings.<br />

The Jury President shall send the following documents to the <strong>FIM</strong> Executive<br />

Secretariat:<br />

• His report (using the official form)<br />

• The report of the <strong>FIM</strong> Environmental Delegate<br />

18.3 Terms of Reference of the Executive Committee<br />

The Executive Committee exercises supreme control of the meetings but only in<br />

respect of the application of the <strong>FIM</strong> Codes, <strong>FIM</strong> Regulations and of the SR,<br />

which it must ratify. Consequently, the members of the Executive Committee are<br />

responsible only towards the <strong>FIM</strong>. They are responsible for the touristic side of<br />

the organisation of the meeting in which they have an executive function. All civil<br />

and legal responsibilities lie with the organisers. The Executive Committee may<br />

authorise an alteration to the SR in exceptional circumstances provided that it is<br />

brought to the attention of all persons concerned. It is not authorised to make<br />

alterations or additions to the <strong>FIM</strong> rules, but is entitled to take decisions in the<br />

exceptional cases provided for below:<br />

• The Executive Committee is entitled either on its own initiative or on<br />

request of the organiser to delay the start of a meeting, to have the venue<br />

improved, to prematurely stop or cancel part or the entire meeting because<br />

of urgent safety reasons or for any other reasons of “force majeure”.<br />

18.4 Procedures at Executive Committee Meetings<br />

Decisions of the Executive Committee are based on a simple majority. In the<br />

case of a tie the Jury President will exercise a casting vote.<br />

18.5 Publication of the Executive Committee Decisions<br />

All decisions of the Executive Committee necessary for the running of the<br />

meeting must be published as soon as possible. The decisions must be<br />

published in the official languages of the <strong>FIM</strong>.<br />

18.6 Minutes of the Meetings with the National Delegates<br />

The minutes of the meetings of the Executive Committee with the National<br />

Delegates must be written in both official <strong>FIM</strong> languages, unless it is agreed to<br />

accept them in one official language. They are prepared by the Secretary to the<br />

meetings and must be signed by him/her and the Jury President.<br />

18.7 National Delegates<br />

Each participating FMN has the right to nominate one delegate holder of a<br />

Tourism Steward’s licence. The nomination shall be made in writing to the<br />

organiser at least 15 days before the event.<br />

The National Delegates represent their FMN and the participants entered by that<br />

FMN and are entitled to:<br />

• receive documents, including meeting minutes, during the entire event<br />

• explain their questions to the Jury President so that the National Delegates<br />

are aware of all the circumstances<br />

• receive passes to be present at important places during the event.<br />

The Jury President will arrange meetings with National Delegates in order to<br />

explain the work of the Executive Committee and to receive the remarks of the<br />

National Delegates.<br />

19. LIABILITY OF THE AUTHORITIES, THE ORGANISERS<br />

AND THE PARTICIPANTS<br />

The liability of the <strong>FIM</strong>, the FMNR (Organising National Federation), organisers<br />

and officials as well as the liability of their representatives, agents and<br />

employees to a participant in a Touristic Gathering shall be limited to gross<br />

negligence. This limitation of liability shall extend to all kinds of liabilities and all<br />

kinds of losses.<br />

The participant undertakes to indemnify and exonerate the <strong>FIM</strong>, the Participant's<br />

National Federation, the FMNR, the organisers and officials, the employees,<br />

officers and agents, from and against any and all liability to third parties for any<br />

loss, damage or injury for which he is jointly and severally liable.<br />

20. LIABILITY FOR MATERIAL DAMAGES<br />

Neither the <strong>FIM</strong> nor the FMNR may be held responsible for any damage<br />

sustained by a participant or participant's vehicle in an official Touristic Gathering<br />

or to its accessories or equipment during the meeting, caused either by fire,<br />

accident or any other means, or by theft or deterioration.<br />

The organiser is responsible for the motorcycles which are placed in his<br />

exclusive custody and control. He should therefore take adequate measures<br />

against theft, loss or damage.<br />

21. LEGAL AUTHORISATIONS<br />

No <strong>FIM</strong> Classic Touristic Gathering may be organised before all necessary legal<br />

permission from the public authorities has been obtained by the organiser.<br />

22. INSURANCE POLICIES<br />

It is required that all necessary insurance policies be taken out by the organiser<br />

of a <strong>FIM</strong> Classic Touristic Gathering as follows:<br />

23. SAFETY<br />

Organiser’s Third Party Liability insurance<br />

Insurance against theft, loss or damage to motorcycles while in the<br />

Parc Fermé<br />

Safety during a <strong>FIM</strong> Classic Touristic Gathering (for the participants, spectators<br />

and officials) must be of utmost priority for the organiser.<br />

No effort should be spared, including co-operation with public authorities, to<br />

avoid any possibility of accident.<br />

24. FIRST AID<br />

In each <strong>FIM</strong> Classic Touristic Gathering, the organiser is responsible for making<br />

it possible to give first aid to the participants and to transport sick or injured<br />

persons to the nearest hospital.<br />

25. FIRE PRECAUTIONS<br />

Adequate precautions must be taken to eliminate the risk of fire in the Closed<br />

Park and in all places the participants will be during the <strong>FIM</strong> Classic Touristic<br />

Gathering.<br />

26. ENVIRONMENT<br />

Proper prominence must be given to environmental matters and to the principles<br />

of the <strong>FIM</strong> Environmental Code.<br />

1. THE INTERNATIONAL TOURISTIC GATHERINGS<br />

The International Touristic Gatherings are divided up into three groups:<br />

• “Inter” (Category B)<br />

• “Clubs” (Category C)<br />

• “Special” (Category D)<br />

2. ORGANISATION<br />

International Touristic Gatherings may be organised:<br />

• By an FMN (National Motorcycling Federation affiliated to the <strong>FIM</strong>).<br />

• By an individual or corporate body when authorised to do so by an FMN for<br />

meetings within its own territory.<br />

• The <strong>FIM</strong> Management Council or, if necessary, the Executive Board, may<br />

authorise the organisation of one or more Touristic Gatherings in a country<br />

where there is no <strong>FIM</strong> affiliate, under the supervision of an FMN, with the<br />

prior consent of the latter and the organiser of the Touristic Gathering,<br />

under conditions which are to be determined in each case by the <strong>FIM</strong><br />

Management Council or, if necessary, the Executive Board.<br />

3. DESIGNATION<br />

With the exception of the titles reserved for the <strong>FIM</strong> Classic Touristic Gatherings,<br />

full freedom is given to organisers to use any new term to express the character<br />

of the event, such as: meeting, concentration, assembly, gathering, etc.<br />

4. DEFINITION OF A TOURISTIC GATHERING<br />

A Touristic Gathering is an event organised with the prime objective of<br />

assembling touring motorcyclists at a point fixed in advance.<br />

5. REGISTRATION AND PUBLICATION OF THE CALENDAR<br />

To register an International Touristic Gathering, the FMNR should announce it to<br />

the <strong>FIM</strong> before 30 November of the preceding year.<br />

Each year, the <strong>FIM</strong> will publish in its yearbook, the list of all <strong>FIM</strong> Classic Touristic<br />

Gatherings and all International Touristic Gatherings registered by the FMNs,<br />

with details relating to their special status or their category, to be held during the<br />

year in the different countries which are under the jurisdiction of the <strong>FIM</strong> or<br />

FMNs.<br />

6. PARTICIPATION<br />

Each participant in an International Touristic Gathering must be a member of an<br />

FMN either on an individual basis or as a member of a club affiliated to an FMN.<br />

As a general rule, only motorcyclists and passengers of a motorcycle are allowed<br />

to participate. No <strong>FIM</strong> licence is required.<br />

However, the organiser can admit non-motorcyclists as well.<br />

7. MOTORCYCLES<br />

All types of motorcycles authorised by road traffic regulations may participate.<br />

8. SUPPLEMENTARY REGULATIONS (SR)<br />

For category B Touristic Gatherings, the organiser must establish Supplementary<br />

Regulations (SR).<br />

For the C and D categories, the establishment of the SR is not compulsory.<br />

The SR should contain the following information:<br />

• Title, meeting place, dates and IMN of the event<br />

• Name, address, tel. fax and e-mail of the organiser and the FMNR<br />

• A few elements on the event’s features<br />

• Amount of individual entry fee with a list of the corresponding benefits<br />

(accommodation not included)<br />

• In case of obligatory advanced entries (see Art. 9), last deadline for<br />

registration<br />

• Duration of the Arrival Control(s), possibly same indications concerning the<br />

Welcome Control(s)<br />

• Extract from the <strong>FIM</strong> Environmental Code – Article 11.<br />

The following information is recommended:<br />

• Conditions of participation (particularly for category D)<br />

• Description of the possible route on the FMNR territory with exact<br />

indications as to the checking-in conditions of the participants<br />

• Arrangements concerning a possible Closed Park area (Parc Fermé)<br />

• Types of placing and list of prizes<br />

• A detailed programme of daily events.<br />

The SR should be sent to the persons who have requested it and must be<br />

displayed at the International Touristic Gathering place.<br />

9. REGISTRATION<br />

As a general rule, registrations are made on-the-spot. However, if specified by<br />

the Supplementary Regulations, an entry submitted obligatorily in advance can<br />

be planned by the organisers, in which case a cancellation and refund policy<br />

statement should also be published.<br />

10. ARRIVAL CONTROL<br />

In case a classification is scheduled, each participant must check-in personally<br />

with his motorcycle for the entry to be controlled and approved.<br />

11. CLASSIFICATION<br />

11.1 Types of Classification<br />

The organiser may include various classifications:<br />

• Federations (3 motorcycles minimum per FMN)<br />

• Clubs (3 motorcycles minimum per club)<br />

• Motorcyclists<br />

• Motorcyclists + passengers<br />

• Passengers<br />

• Classification by distance<br />

• Number of participants.<br />

11.2 Calculation of Points<br />

The result is calculated at the rate of one point per km. The distance to be used<br />

for the classification is established by the most direct main road between the<br />

domicile of the rider, or the headquarters of the club, and the place of the<br />

Touristic gathering.<br />

12. LIABILITY OF THE AUTHORITIES, THE ORGANISERS<br />

AND THE PARTICIPANTS<br />

The liability of the <strong>FIM</strong>, the FMNR (Organising National Federation), organisers<br />

and officials as well as the liability of their representatives, agents and<br />

employees to a participant in a Touristic Gathering shall be limited to gross<br />

negligence. This limitation of liability shall extend to all kinds of liabilities and all<br />

kinds of losses.<br />

The participant undertakes to indemnify and exonerate the <strong>FIM</strong>, the Participant's<br />

National Federation, the FMNR, the organisers and officials, the employees,<br />

officers and agents, from and against any and all liability to third parties for any<br />

loss, damage or injury for which he is jointly and severally liable.<br />

13. LIABILITY FOR MATERIAL DAMAGES<br />

Neither the <strong>FIM</strong> nor the FMNR may be held responsible for any damage<br />

sustained by a participant or participant's vehicle in an official Touristic Gathering<br />

or to its accessories or equipment during the meeting, caused either by fire,<br />

accident or any other means, or by theft or deterioration.<br />

The organiser is responsible for the motorcycles which are placed in his<br />

exclusive custody and control. He should therefore take adequate measures<br />

against theft, loss or damage.<br />

14. LEGAL AUTHORISATIONS<br />

No International Touristic Gathering may be organised before all necessary<br />

permission from the public authorities has been obtained by the organiser.<br />

15. INSURANCE POLICIES<br />

It is required that all necessary insurance policies be taken out by the organiser.<br />

16. SAFETY<br />

Safety during an International Touristic Gathering (for the participants, spectators<br />

and officials) must be of utmost priority for the organiser.<br />

No effort should be spared, including co-operation with public authorities, to<br />

avoid any possibility of accident.<br />

17. FIRST AID<br />

In each International Touristic Gathering, the organiser is responsible for making<br />

it possible to give first aid to the participants and to transport sick or injured<br />

persons to the nearest hospital.<br />

18. FIRE PRECAUTIONS<br />

Adequate precautions must be taken to eliminate the risk of fire in the Parc<br />

Fermé area and in all places the participants will be during the International<br />

Touristic Gathering.<br />

19. ENVIRONMENT<br />

Proper prominence must be given to environmental matters and to the principles<br />

of the <strong>FIM</strong> Environmental Code.<br />

1. HISTORY<br />

Created in 1936 by the International Federation of Motorcycle Clubs (FICM) with<br />

the intent of bringing together each year, and in a different country each time, the<br />

teams representing the affiliated National Motorcycling Federations (FMNs), the<br />

"<strong>FIM</strong> Rally Concentration" took place with some success until 1939. Interrupted<br />

by the 1939-1945 World War, it was re-established in 1950 with a growing<br />

participation at each annual edition.<br />

Patronised and promoted by the <strong>FIM</strong>, this <strong>FIM</strong> Classic Touristic Gathering, more<br />

usually called "<strong>FIM</strong> Rally", is the most important Touristic Gathering on the <strong>FIM</strong><br />

annual international calendar of motorcyclists' touring events. It is the only one<br />

entitled to be called "<strong>FIM</strong> Rally".<br />

2. PARTICIPATION<br />

The <strong>FIM</strong> Rally is open to motorcycling members and their passengers, of a<br />

National Motorcycling Federation (FMN), or its approved delegated body,<br />

affiliated to the <strong>FIM</strong>.<br />

Members of the Fédération Internationale des Véhicules Anciens (FIVA) are also<br />

entitled to participate in the Rally. This follows the signing of an Agreement<br />

between the <strong>FIM</strong> and FIVA in 2004.<br />

The following non-motorcyclist supporters are admitted without classification:<br />

• The official delegate of the participating FMNs.<br />

• The driver of one technical and medical assistance vehicle per 100<br />

participants. This vehicle must have two places available for motorcycling<br />

participants in difficulty.<br />

• The elected and appointed Members of the <strong>FIM</strong>.<br />

• Meritum holders as from "Grand" Meritum.<br />

Every participant must compulsorily be resident in the country of the FMN of<br />

which he is a member. However, special agreements may be made between two<br />

or several FMNs.<br />

3. ENVIRONMENTAL CODE<br />

Participants of the <strong>FIM</strong> Rally are motorcyclist ambassadors of their country. By<br />

their riding behaviour, they can promote the attractions of motorcycling. From<br />

that moment, they endeavour to respect the rules of the <strong>FIM</strong> Environmental<br />

Code and to use their machines in a responsible manner.<br />

4. MOTORCYCLES<br />

All types of motorcycles authorised by road traffic regulations may participate.<br />

5. ENTRIES<br />

Entries to the <strong>FIM</strong> Rally have to be made on the official <strong>FIM</strong> entry form which can<br />

be obtained from the FMN of the participant. It is the FMN of the participant that<br />

fixes the deadline for the return of the form and who sends all the entries to the<br />

organiser.<br />

Only participants in possession of an entry form bearing the authorisation of their<br />

FMN are admitted.<br />

6. ENTRY FEE<br />

The entry fee is fixed by the FMN of the participant. It is made up of the<br />

organiser's fee plus any administrative expenses which may be added by the<br />

FMN.<br />

For each <strong>FIM</strong> Rally, the organiser's fee is determined by the <strong>FIM</strong>’s Commission<br />

for Leisure Motorcycling (CML). The amount may be fixed in the local currency of<br />

the FMNR or in Euros (€). Children between the ages of 8 and 12 will pay 50%<br />

of the adult entrance fee, while children under the age of 8 will be admitted free<br />

of charge.<br />

The FMNs must pay in advance the whole of the organiser's fee.<br />

The entry fee gives the right to the following minimal benefits:<br />

• Participation in the <strong>FIM</strong> Rally programme as specified in the SR<br />

(entertainment, folklore demonstrations, Nations Parade, excursions, etc.)<br />

• Good quality food and in sufficient quantity<br />

– 1 st day: arrival lunch, dinner<br />

– 2 nd day: picnic excursion, dinner<br />

– 3 rd day: dinner<br />

• A souvenir medal/plaque or pin<br />

• Other souvenirs left to the choice of the organiser, but easy to transport on<br />

a motorcycle.<br />

7. DISQUALIFICATION<br />

Participants may be officially disqualified at the discretion of the Executive<br />

Committee if necessary.<br />

8. ACCOMMODATION<br />

The organiser must provide the opportunity for reservation of accommodation in<br />

hotels, hostels and camping sites throughout the duration of the <strong>FIM</strong> Rally.<br />

For temporary campsites, the organiser should attempt to provide sanitary and<br />

hygiene facilities in accordance with the standards fixed for countries in<br />

membership of the European Union (EU).<br />

The minimum requirements specified are:<br />

• Per group of up to 20 campers: 1 WC and 1 wash-basin with running water<br />

• Per group of up to 30 campers: 1 shower.<br />

However, the CML recommends a better ratio of toilets and showers. There must<br />

also be at least one shower for the disabled.<br />

The accommodation tariffs must be indicated separately from the entry fee and<br />

include breakfast. For the hotels, a reservation fee may be required in advance<br />

and, for the camping sites, the total cost.<br />

9. CONDITIONS OF CANCELLATION AND REIMBURSEMENT<br />

The Supplementary Regulations of this <strong>FIM</strong> Classic Touristic Gathering must<br />

mention in a clear and precise manner the conditions for reimbursement in case<br />

of cancellation. These conditions must also appear on the registration and<br />

accommodation forms. These conditions must not be in contradiction to the Rally<br />

agreement signed between the <strong>FIM</strong> and the FMNR. (Appendix A)<br />

10. SUPPLEMENTARY REGULATIONS (SR)<br />

The Supplementary Regulations (SR) of the <strong>FIM</strong> Rally must be written in the<br />

official languages of the <strong>FIM</strong> (French, English), and in any other language(s) at<br />

the discretion of the organiser. The SR of the Rally should be drawn up in<br />

conformity with the standard model provided by the CML. (Appendix B)<br />

Before publication, the SR must be submitted to the CML for examination and<br />

approval at the <strong>FIM</strong> Congress or Biennial Session of the preceding year. After<br />

this approval, the SR must be sent to all FMNs and at the latest by 1 December<br />

of the year preceding the <strong>FIM</strong> Rally.<br />

• Title, meeting place, dates and IMN of the event<br />

• Name, address, telephone, fax and e-mail address of the organiser and the<br />

FMNR<br />

• Internet site of the organisers, if existing<br />

• Telephone and fax numbers of the <strong>FIM</strong> Rally secretariat<br />

• Location and opening times of the <strong>FIM</strong> Rally secretariat<br />

• Details of date, opening, closing times and location of the <strong>FIM</strong> Rally Arrival<br />

Control<br />

• Opening time of the Closed Park<br />

• List of benefits (excluding accommodation)<br />

• Arrangements concerning classification and prizes<br />

• Information concerning the meetings of the Executive Committee and<br />

National Delegates according to details laid down in the <strong>FIM</strong> Touristic Code<br />

– <strong>FIM</strong> Rally Chapter<br />

• Extract from the <strong>FIM</strong> Environmental Code – Article 11.<br />

No modification can be made to the SR once it has been approved by the <strong>FIM</strong>.<br />

However, in exceptional cases, the Executive Committee can authorise a<br />

modification as long as it is made known to all the persons concerned.<br />

The SR shall stipulate that the event is organised according to the <strong>FIM</strong> Touristic<br />

Code – <strong>FIM</strong> Rally Chapter – and the <strong>FIM</strong> Environmental Code.<br />

11. WELCOME CENTRE<br />

On arrival, participants should visit the Welcome Centre at the <strong>FIM</strong> Rally<br />

Secretariat and present a copy of their entry form stamped by their FMN in<br />

order to settle administrative questions (accommodation, etc.) and to receive<br />

any information that has not been previously transmitted. Correctly registered<br />

participants will receive a participation certificate in respect of <strong>FIM</strong> Meritum<br />

and Co-Meritum awards as detailed in Article 13 as well as a copy of their<br />

event Identity Card to be handed in at the Arrival Control for classification<br />

purposes. The place must be well indicated and easy to find.<br />

12. ARRIVAL CONTROL (MEET AND GREET) AND CLOSED PARK<br />

The <strong>FIM</strong> Rally participants are welcomed in national teams at the Arrival Control.<br />

The order of presentation of the nations will be by agreement with the CML and<br />

the <strong>FIM</strong> Rally Jury President. In order to be classified, each participant must<br />

hand over the copy of his event Identity Card, distributed earlier.<br />

After passing through the Arrival Control, each participant should park as<br />

directed by the organiser in the Closed Park where the motorcycles will be<br />

secure until the Closed Park opens.<br />

The organiser must carefully ensure that no motorcycle leaves the Closed Park<br />

until the last national hymn has been played. The Supplementary<br />

Regulations will state until what time the Parc Fermé will be secured.<br />

13. <strong>FIM</strong> “MERITUM” AND “CO-MERITUM” AWARDS<br />

In order to sanction individual participation and to award their loyalty to the <strong>FIM</strong><br />

Rally, the <strong>FIM</strong> has created the following awards for the participants, namely:<br />

<strong>FIM</strong> “Meritum” Badge of Honour for riders<br />

<strong>FIM</strong> “Co-Meritum” Distinction for motorcycle passengers.<br />

13.1 <strong>FIM</strong> “Meritum” Badge of Honour for Riders<br />

Created in 1963, the <strong>FIM</strong> “Meritum” Badge of Honour is awarded to riders<br />

participating in <strong>FIM</strong> Rallies since 1950.<br />

It is awarded only to motorcycle and authorised non-motorcyclist riders.<br />

13.2 <strong>FIM</strong> “Co-Meritum” Distinction for Motorcycle Passengers<br />

Created in 1981, the <strong>FIM</strong> “Co-Meritum” Distinction is awarded to motorcycle<br />

passengers participating in <strong>FIM</strong> Rallies since 1982.<br />

This distinction is awarded only to the motorcycle passengers who are properly<br />

registered at the Arrival Control.<br />

13.3 <strong>FIM</strong> Junior Meritum<br />

A Junior Meritum programme was introduced in 2005. At each <strong>FIM</strong> Rally, all<br />

young participants aged between 3 and 12 years of age are presented with a<br />

Junior Meritum neck scarf provided by the organisers and a souvenir scarf ring<br />

provided by the CML.<br />

13.4 Categories<br />

The recognition of individual participation is divided into the following categories:<br />

• 05) Bronze for participation in 05 <strong>FIM</strong> Rallies<br />

• 10) Silver for participation in 10 <strong>FIM</strong> Rallies<br />

• 15) Gold for participation in 15 <strong>FIM</strong> Rallies<br />

• 20) Grand for participation in 20 <strong>FIM</strong> Rallies<br />

• 25) Excellent for participation in 25 <strong>FIM</strong> Rallies<br />

• 30) Supreme for participation in 30 <strong>FIM</strong> Rallies<br />

• 35) Elite for participation in 35 <strong>FIM</strong> Rallies<br />

MASTER for participation in 40 <strong>FIM</strong> Rallies<br />

13.5 Eligibility<br />

The organiser must send to the CML Secretariat an order for the requisite<br />

number of Meritum and Co-Meritum certificates incorporating the annual Rally<br />

“stamp” for the year in question for the following participants:<br />

• All participants in accordance with Article 2 of the <strong>FIM</strong> Rally Code<br />

• On the authorisation of the FMNR, all members of the <strong>FIM</strong> Rally<br />

organisation team.<br />

13.6 Application for “Meritum” and “Co-Meritum” Awards<br />

For the <strong>FIM</strong> Rally, a certificate with the annual stamp is delivered to each<br />

motorcycle rider and/or passenger duly registered at the Welcome Centre<br />

(see Art. 11). The delivery of these annual stamps is established as follows:<br />

• For the <strong>FIM</strong> “Meritum” Badge of Honour: since the 35 th 1980 <strong>FIM</strong> Rally in<br />

Ettelbruck (Grand-Duchy of Luxembourg) – the green certificate with the<br />

annual stamp<br />

• For the <strong>FIM</strong> “Co-Meritum” Distinction: since the 37 th 1982 <strong>FIM</strong> Rally in<br />

Monthey (Switzerland) – the yellow certificate with the annual stamp<br />

The minimum age for obtaining the “Co-Meritum” stamp is 12 years.<br />

13.7 Award<br />

Applications for the award are made individually and must be filled in by the FMN<br />

of the applicant. The application is then verified and certified by the FMN and<br />

submitted to the <strong>FIM</strong> before 10 September of each year for examination.<br />

The awards are made annually by the <strong>FIM</strong> upon proposals from the CML. The<br />

<strong>FIM</strong> awards to each recipient the <strong>FIM</strong> “Meritum” Badge of Honour or the <strong>FIM</strong><br />

“Co-Meritum” Distinction, together with a certificate.<br />

14. LIABILITY OF THE AUTHORITIES, ORGANISERS<br />

AND PARTICIPANTS<br />

The <strong>FIM</strong> and/or its FMNs may not be held liable for any claims made against the<br />

organisation of an event. The organisers must make all necessary arrangements<br />

to minimise the risk of liability of the FMNR, organisers, officials and any other<br />

person involved in the organisation of the <strong>FIM</strong> Rally. The insurance policies shall<br />

be in conformity with Articles 19, 20 and 22 – Category A.<br />

The organisers must follow local, regional and national regulations for safety.<br />

The Rally organiser must provide the <strong>FIM</strong> Executive Secretariat, not later than<br />

20 days prior to the event, with a copy of the insurance policy in English or<br />

French covering his third party and organiser’s risk liability during the event.<br />

15. RESULTS AND CLASSIFICATIONS<br />

15.1 Points/km<br />

The kilometres covered by the rider of a motorcycle are converted into points:<br />

1 km = 1 point.<br />

The distance applied to calculate the results for the classifications is established<br />

by the most direct national roads between the domicile of the rider and the place<br />

of the gathering for the Arrival Control. It must be certified by the FMN of the<br />

rider.<br />

The distances covered by sea or air are not accountable when a participant is<br />

not travelling with his own motorcycle, and the motorcycle is not transported by<br />

the same means of transport.<br />

For the club classifications, the total of the points scored by each individual club<br />

participant will be taken into account. The distance to be used for the<br />

classification is the distance between the headquarters of the club and the place<br />

of the Rally. Any club not possessing a headquarters is obliged to communicate<br />

to the organisers the address of the person in charge.<br />

Organisers should use a reputable computer programme to calculate the<br />

correct distances.<br />

15.2 Club classification<br />

The following classification is established:<br />

For each FMN, a classification is established of its three best clubs according to<br />

the total number of points.<br />

In order to be classified, the club must be represented by at least three<br />

motorcycles.<br />

The first club classified of each FMN shall receive an award, provided by the<br />

organisers.<br />

No club or individual rider of the organising federation may appear in the results.<br />

16. CHALLENGES<br />

16.1 Types of Challenges<br />

<strong>FIM</strong> Challenge: This perpetual challenge, of solid silver, which was created in<br />

1936 by the FICM, is the highest award of the <strong>FIM</strong> Rally. It is awarded to the<br />

FMN that has achieved the highest number of points and is placed first in the<br />

Inter-FMN classification.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

offered by the <strong>FIM</strong>.<br />

“Marcel Haecker” Challenge: This perpetual challenge, first donated in 1952 by<br />

the Fédération Motocycliste Suisse (FMS) in memory of the late <strong>FIM</strong> President,<br />

is awarded to the FMN with the greatest number of members, supporters<br />

included, participating in the <strong>FIM</strong> Rally.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Monaco” Challenge: This perpetual challenge, first donated in 1954 by the<br />

Moto Club de Monaco (MCM), is awarded to the FMN represented by the highest<br />

number of scooter riders.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“France” Challenge: This perpetual Challenge, first donated by the Fédération<br />

Française de Motocyclisme (FFM) in 1956, is awarded to the FMN represented<br />

by the greatest number of riders riding motorcycles of small capacity, over 50 cc<br />

and up to 125 cc, other than scooters.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Gagarine” Challenge: This perpetual challenge, in carved silver and enamel,<br />

was first donated in 1964 by the Central Automotoclub of the USSR to honour<br />

the exploit of the first cosmonaut, Youri Gagarine, and is awarded to the FMN<br />

represented by the greatest number of motorcyclists, riding motorcycles of all<br />

categories, groups and classes.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Italia” Challenge: This challenge, first donated in 1968 by the Federazione<br />

Motociclistica Italiana (FMI), is awarded to the FMN represented by the greatest<br />

number of motorcycle riders under the age of 21 (the rider must be between the<br />

ages of 17 and 21 at the end of the month during which the <strong>FIM</strong> Rally takes<br />

place).<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Austria” Challenge: This perpetual challenge, donated in 1974 by the<br />

Oesterreichischer Automobil-Motorrad-u. Touring Club (OeAMTC), is awarded to<br />

the club having registered with the greatest number of participants (motorcycle<br />

riders and passengers).<br />

The winning club receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Hungaria” Challenge: This perpetual challenge, donated in 1975 by the<br />

Magyar Motorsport Szovetseg (MMS, now called MAMS), is awarded to the FMN<br />

which has achieved the highest number of points for riders of motorcycles of all<br />

categories, groups and classes carrying one or more passengers, all registered<br />

at the Arrival Control.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Romania” Challenge: This perpetual challenge, donated in 1976 by the<br />

Federation Romana de Motociclism (FRM), is awarded annually to the FMN<br />

represented by the greatest number of riders riding motorcycles of more than<br />

500 cc.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Meritum <strong>FIM</strong>” Challenge: This perpetual challenge, donated by the<br />

Federazione Motociclistica Italiana (FMI) in 1976 on behalf of the “Gruppo<br />

Meritum <strong>FIM</strong> Italiani”, is awarded to the FMN represented by the greatest number<br />

of motorcycle riders who are holders of the <strong>FIM</strong> Meritum Badge of Honour and<br />

passengers who are holders of the <strong>FIM</strong> Co-Meritum distinction.<br />

In case of a tie between the FMNs, the participation of non-motorcycle riders<br />

who are holders of the <strong>FIM</strong> Meritum award will be taken into consideration.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Nederland” Challenge: This perpetual challenge, donated in 1979 by the<br />

Koninklijke Nederlandse Motorrijders Vereniging (KNMV), is awarded to the FMN<br />

represented by the greatest number of motorcyclists with sidecar.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“San Marino Foemina” Challenge: This perpetual challenge, donated in 1979<br />

by the Federazione Sammarinese Motociclistica (FSM), is awarded to encourage<br />

female participation in the <strong>FIM</strong> Rally. This challenge is awarded to the club which<br />

enters the greatest number of female motorcyclists (riders and passengers).<br />

The winning club receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Belgium” Challenge: This perpetual challenge, donated in 1979 by the<br />

Fédération Motocycliste de Belgique (FMB) is awarded to the FMN represented<br />

by the greatest number of clubs which were classified.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Luxembourg” Challenge: This perpetual challenge, donated in 1980 by the<br />

Motor Union du Grand-Duché du Luxembourg (MUL), is awarded to the FMN<br />

with the greatest number of riders riding motorcycles of 50 cc and lower capacity.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>.<br />

“Bohemia” Challenge: This perpetual challenge, donated in 1994 by the<br />

Ceskoslovenska Motoryclova Federace (CMF), is awarded to the FMN with the<br />

greatest number of riders of motorcycles over 125 cc and up to 250 cc.<br />

The winning FMN receives for permanent retention a replica of this challenge<br />

from the <strong>FIM</strong>. (This Trophy replaces the “Jugoslavija” Challenge which was<br />

withdrawn in 1994.)<br />

“Norway” Cup: Officially inaugurated in 1991, the Norway Cup is awarded<br />

annually, for permanent retention, to the club having covered the longest<br />

distance to arrive at the <strong>FIM</strong> Rally.<br />

The Cup is offered by the Norges Motorsykkelforbund (NMF).<br />

“FIVA” Challenge: This perpetual challenge was offered by the Fédération<br />

Internationale des Véhicules Anciens (FIVA) in 2004. It is awarded to the FMN<br />

that has acquired the highest number of FIVA points for motorcycles over<br />

20 years of age. Points are calculated by distance multiplied by a factor<br />

depending on the age of the motorcycle.<br />

16.2 Regulations<br />

No other trophy or challenge may be instituted without the approval of the <strong>FIM</strong><br />

who determines the terms of award for the forthcoming <strong>FIM</strong> Rallies.<br />

In case of a tie, the challenge concerned will be attributed according to the<br />

highest number of points/km.<br />

17. TORCH OF HONOUR<br />

In 1960, at the 15 th <strong>FIM</strong> Rally in Florence (Italy) the Federazione Motociclistica<br />

Italiana (FMI) presented the <strong>FIM</strong> with the Torch of Honour to symbolise the<br />

organisation of the <strong>FIM</strong> Rally. On the occasion of the official closing of the <strong>FIM</strong><br />

Rally, this Torch, made of artistic bronze and marble, is presented by the FMNR<br />

to the FMN in charge of the organisation of the next <strong>FIM</strong> Rally and will be<br />

retained for one year.<br />

17.1 Transport of the <strong>FIM</strong> Challenge and Torch of Honour<br />

After the Prize-Giving Ceremony, the following year’s Rally organisers shall<br />

arrange with the current Rally organisers to take care of the <strong>FIM</strong> Challenge<br />

and the Torch of Honour and take them back with them for the following<br />

year’s Rally.<br />

18. CANDIDATURES<br />

Requests for the organisation of a <strong>FIM</strong> Rally must be submitted, in writing, to the<br />

<strong>FIM</strong> Secretariat by the FMNs and be accompanied by an explanation leaflet.<br />

In principle, in order to facilitate the preparations of the FMNR, the permission to<br />

organise may be granted up to three years before the year of the <strong>FIM</strong> Rally in<br />

question.<br />

19. PREPARATION<br />

Representatives of the organising committee of a <strong>FIM</strong> Rally shall be present at<br />

the two preceding Rallies, in order to gain the best experience possible.<br />

20. SITE VISIT<br />

For each <strong>FIM</strong> Rally, one or more CML Members will be designated to make a<br />

preliminary site visit to inspect the venue and examine the organiser's projects<br />

and preparations, advise him, and give him every assistance in order to avoid<br />

any flaw or setback to the participants who must be assured of an organisation<br />

and benefits corresponding to the entry fee as well as the reputation and<br />

international standing of the <strong>FIM</strong>.<br />

This site visit will normally take place at a date to be determined by the CML with<br />

the agreement of the FMNR, in the year preceding the <strong>FIM</strong> Rally to determine<br />

updated information and in order to be able to submit these observations at the<br />

Congress or Biennial Session.<br />

21. DATE AND DURATION<br />

The Rally shall take place during the summer period and have a maximum<br />

duration of three days.<br />

22. PARTICIPANTS' INFORMATION<br />

During the meetings of delegates, the <strong>FIM</strong> Rally Director will give information on<br />

the daily programmes.<br />

Every evening, at the time and place of dinner, the organiser will display on a<br />

board the details of the following day's programme (place and departure time of<br />

the buses, places for gathering, meal times, planned events, etc.). Information<br />

will be given in at least the languages of the <strong>FIM</strong>. The delegates of the FMNs are<br />

requested to collaborate in preparing a version in their national language.<br />

23. EXECUTIVE COMMITTEE/NATIONAL DELEGATES<br />

23.1 Executive Committee<br />

The Executive Committee shall be constituted according to Art. 18 of the Touristic<br />

Code (<strong>FIM</strong> Classic Touristic Gatherings Category A).<br />

23.2 National Delegates<br />

Each participating FMN has the right to name a delegate. The nomination shall<br />

be made in writing to the organiser at least 15 days before the event.<br />

The Jury President will convene meetings of FMN delegates. Representatives of<br />

the next <strong>FIM</strong> Rally organisation may be present as observers. The first meeting<br />

with the delegates will usually take place at 18h00 on the eve of the event.<br />

24. ORGANISATION PLAN<br />

24.1 Three years before the event<br />

• Before the <strong>FIM</strong> Congress or Biennial Session: The organisation request<br />

must be presented, in writing, to the <strong>FIM</strong>.<br />

• <strong>FIM</strong> Congress or Biennial Session: The CML designates the organising<br />

FMN (FMNR).<br />

24.2 Two years before the event<br />

• Conference Meetings: The CML fixes the place and date of the <strong>FIM</strong> Rally<br />

• <strong>FIM</strong> Rally: The organisation committee shall participate in the current<br />

year's <strong>FIM</strong> Rally<br />

• <strong>FIM</strong> Congress or Biennial Session: The provisional programme is<br />

presented. The CML fixes the entry fee.<br />

24.3 One year before the event<br />

• Conference Meetings: The final programme shall be presented<br />

• <strong>FIM</strong> Rally: The organisation committee shall participate in the current<br />

year's <strong>FIM</strong> Rally<br />

• <strong>FIM</strong> Congress or Biennial Session: The CML ratifies the SR and<br />

designates the Jury President and CML member<br />

• The postal date on the documentation and entry forms sent by the<br />

organisers must be at the latest, 1 December of the year preceding the<br />

Rally. The closing date for registration will be deferred in relation to the<br />

number of days' delay after that date.<br />

• Before the Congress or Biennial Session: a site visit of the Jury<br />

President and nominated CML members(s)<br />

If deemed necessary by the CML, further site visits will take place.<br />

25. PRIZE-GIVING CEREMONY<br />

During the first meeting of the Executive Committee, the organiser should give<br />

information on how they plan to run the Prize-Giving Ceremony. (Appendix D)<br />

The prize-giving should take place in three stages. Between each stage there<br />

should be a short period of music or entertainment.<br />

25.1 First Stage – Club Awards<br />

Presentation of awards to the largest classified club team from each of the<br />

participating nations. These awards are provided by the event organisers. It is<br />

convenient to award these in alphabetical order of the home country of each<br />

club.<br />

In order to highlight these club awards and shorten an otherwise long<br />

Prize-Giving Ceremony on the last night, these awards are distributed<br />

during the second evening.<br />

25.2 Second Stage – Challenge Replicas<br />

• These replicas are provided by the <strong>FIM</strong> and are dispatched in such a way<br />

that they are in the organiser's possession at least 2 weeks before the<br />

Rally.<br />

• When one country team wins a number of prizes, arrangements should be<br />

made for all the awards won by one nation to be presented at the same<br />

time. The awards should be presented to the National Delegate of the FMN.<br />

• The complete list of Challenges and Trophies to be presented is detailed in<br />

Article 16.<br />

25.3 Third Stage – <strong>FIM</strong> Challenge<br />

• For the third and second placed nation, some ceremony could be created<br />

by playing the appropriate national hymn commencing at the moment that<br />

the Master of Ceremonies announces the winners. This creates an<br />

opportunity for some flag waving and singing.<br />

• The final award to be presented will be the <strong>FIM</strong> Challenge. This should be<br />

done with special ceremony, including a fanfare and national hymn, with<br />

plenty of opportunity for flag waving and the taking of photographs. The<br />

Challenge shall be presented by the CML President or a Vice-President.<br />

25.4 Torch of Honour<br />

The organiser should choose a very special time in the programme of the final<br />

evening of the <strong>FIM</strong> Rally to exchange the Torch of Honour. National hymns, as<br />

well as other well-known music could be played and the members of the<br />

organising team and participants from the next year’s country should be able to<br />

exchange greetings and wave their flags and banners.<br />

The CML President or the <strong>FIM</strong> representative should be associated with the<br />

handing over of the Torch of Honour.<br />

1. HISTORY<br />

Upon the initiative of the Federazione Motociclistica Italiana (FMI), the 1st <strong>FIM</strong><br />

Motocamp was organised on the island of Elba in 1981 as a prelude to the<br />

International Six Days' Enduro. The idea was to create an event parallel to the<br />

<strong>FIM</strong> Rally, reserved solely for campers, in order to relieve the burden of the<br />

organisation of the <strong>FIM</strong> Rally which was becoming more and more difficult to<br />

manage in view of its ever-increasing participation.<br />

2. PARTICIPATION<br />

The <strong>FIM</strong> Motocamp is open to motorcycling members and their passengers of a<br />

National Motorcycling Federation (FMN), or its approved delegated body,<br />

affiliated to the <strong>FIM</strong>.<br />

The following non-motorcyclist supporters are admitted without classification:<br />

• The official delegate of the participating FMNs.<br />

• The driver of one technical and medical assistance vehicle per<br />

100 participants. This vehicle must have two places available for<br />

motorcycling participants in difficulty.<br />

• The elected and appointed Members of the <strong>FIM</strong>.<br />

Every participant must compulsorily be resident in the country of the FMN of<br />

which he is a member. However, special agreements may be made between two<br />

or several FMNs.<br />

3. ENVIRONMENTAL CODE<br />

Participants in a <strong>FIM</strong> Motocamp are motorcyclist ambassadors for their country.<br />

By their riding behaviour, they can promote the attractions of motorcycling. From<br />

that moment, they endeavour to respect the rules of the <strong>FIM</strong> Environmental<br />

Code and to use their machines in a responsible manner.<br />

4. MOTORCYCLES<br />

All types of motorcycles authorised by road traffic regulations may participate.<br />

5. ENTRIES<br />

Entries to the <strong>FIM</strong> Motocamp have to be made on the official <strong>FIM</strong> entry form<br />

which can be obtained from the FMN of the participant. It is the FMN of the<br />

participant that fixes the deadline for the return of the form and who sends all the<br />

entries to the organiser.<br />

Only participants in possession of an entry form bearing the authorisation stamp<br />

of their FMN are admitted.<br />

6. ENTRY FEE<br />

The entry fee is fixed by the Federation of the participant. It is made up of the<br />

organiser's fee plus any administrative expenses which may be added by the<br />

FMN.<br />

For each <strong>FIM</strong> Motocamp, the organiser's fee is determined by the <strong>FIM</strong><br />

Commission for Leisure Motorcycling (CML). The amount may be fixed in the<br />

local currency of the FMNR or in Euros (€). Children between the ages of 8 and<br />

12 will pay 50% of the adult entrance fee, while children under the age of 8 will<br />

be admitted free of charge.<br />

The FMNs must pay in advance the whole of the organiser's fee.<br />

The entry fee gives the right to the following minimal benefits:<br />

• Participation in the <strong>FIM</strong> Motocamp<br />

• Accommodation on a camping site for the duration of the event<br />

• Good quality food and in sufficient quantity:<br />

– 1 st day: dinner<br />

– 2 nd day: breakfast, lunch, dinner<br />

– 3 rd day: breakfast, lunch, dinner<br />

– last day: breakfast<br />

• A souvenir medal/plaque or pin<br />

• Other souvenirs left to the choice of the organiser, but easy to transport on<br />

a motorcycle.<br />

7. ACCOMMODATION<br />

Tent camping is compulsory.<br />

The organiser must provide tent camping accommodation on campsites for the<br />

participants throughout the duration of the Motocamp.<br />

For temporary campsites, the organiser should attempt to provide sanitary and<br />

hygiene facilities in accordance with the standards fixed for countries in<br />

membership of the European Union (EU).<br />

The minimum requirements specified are:<br />

• Per group of up to 20 campers: 1 WC and 1 wash-basin with running water<br />

• Per group of up to 30 campers: 1 shower.<br />

However, the CML recommends a better ratio of toilets and showers. There must<br />

also be at least one shower for the disabled.<br />

8. CONDITIONS OF CANCELLATION AND REIMBURSEMENT<br />

The conditions of reimbursement in case of cancellation should be clearly and<br />

concisely mentioned in the Supplementary Regulations of the Classic Touristic<br />

Gathering. These conditions should also appear on the entry and<br />

accommodation forms.<br />

9. SUPPLEMENTARY REGULATIONS (SR)<br />

The Supplementary Regulations (SR) of the <strong>FIM</strong> Motocamp must be written in<br />

the official languages of the <strong>FIM</strong> (French, English), and in any other languages at<br />

the discretion of the organiser. The SR of the Motocamp must be drawn up in<br />

conformity with the standard model provided by the CML. (Appendix C)<br />

Before publication, the SR must be submitted to the CML for examination and<br />

approval at the <strong>FIM</strong> Congress or Biennial Session of the preceding year. After<br />

this approval, the SR must be sent to all FMNs at least 3 months preceding the<br />

Motocamp.<br />

The SR shall include:<br />

• Title, meeting place, dates and IMN of the event<br />

• Name, address, telephone, fax and e-mail address of the organiser and the<br />

FMNR<br />

• Internet site of the organisers, if existing<br />

• A list of the benefits (excluding lodging)<br />

• Arrangements concerning classification and prizes<br />

• General programme of events, with daily details<br />

• Composition of the organisation committee<br />

• Names of the executive officials<br />

• Details of dates of meetings of the Executive Committee and National<br />

Delegates according to details laid down in the <strong>FIM</strong> Touristic Code – <strong>FIM</strong><br />

Motocamp Chapter<br />

• Extract from the <strong>FIM</strong> Environmental Code – Article 11.<br />

No modification can be made to the SR once it has been approved by the <strong>FIM</strong>.<br />

However, in exceptional cases, the Executive Committee can authorise a<br />

modification as long as it is made known to all the persons concerned.<br />

The SR shall stipulate that the event is organised according to the <strong>FIM</strong> Touristic<br />

Code – <strong>FIM</strong> Motocamp Chapter – and the <strong>FIM</strong> Environmental Code.<br />

10. ADMINISTRATIVE CONTROL<br />

<strong>FIM</strong> Motocamp participants are welcomed at the Administrative Control. Each<br />

participant must present a copy of his entry form stamped by his FMN.<br />

11. LIABILITY OF THE AUTHORITIES, ORGANISERS<br />

AND PARTICIPANTS<br />

The <strong>FIM</strong> and/or its FMNs may not be held liable for any claims made against the<br />

organisation of an event. The organisers must make all necessary arrangements<br />

to minimise the risk of liability of the FMNR, organisers, officials and any other<br />

person involved in the organisation of any event. The insurance policies shall be<br />

in conformity with Articles 19, 20 and 22 – Category A.<br />

The organisers must follow local, regional and national regulations for safety.<br />

The Motocamp organiser must provide the <strong>FIM</strong> Executive Secretariat, not later<br />

than 20 days prior to the event, with a copy of the insurance policy in English or<br />

French covering his third party and organiser’s risk liability during the event.<br />

12. RESULTS AND CLASSIFICATIONS<br />

12. 1 Points/km<br />

The kilometres covered by the rider of a motorcycle are converted into points:<br />

1 km = 1 point.<br />

The distance applied to calculate the results for the classifications is established<br />

by the most direct national roads between the domicile of the rider and the place<br />

of the gathering for the Arrival Control. It must be certified by the FMN of the<br />

rider.<br />

The distances covered by sea or air are not accountable when a participant is<br />

not travelling with his own motorcycle, and the motorcycle is not transported by<br />

the same means of transport.<br />

For the club classifications, the total of the points scored by each individual club<br />

participant will be taken into account. The distance to be used for the<br />

classification is the distance between the headquarters of the club and the place<br />

of the Motocamp. Any club not possessing a headquarters is obliged to<br />

communicate to the organisers the address of the person in charge.<br />

12. 2 Classifications<br />

The following classifications are established:<br />

12.2.1 FMNs<br />

Each participating Federation shall receive a souvenir prize provided by the<br />

organiser.<br />

12.2.2 Clubs<br />

For each FMN, a classification is established of its clubs according to the total<br />

number of points.<br />

In order to be classified, the club must be represented by at least 3 motorcycles.<br />

The first club classified of each FMN shall receive an award provided by the<br />

organiser.<br />

No club or individual rider of the organising federation may appear in the results.<br />

13. CHALLENGES<br />

13.1 Types of Challenges<br />

“<strong>FIM</strong> Motocamp” Trophy: This perpetual trophy donated in 1981 by the<br />

Fédération Internationale Motocycliste (<strong>FIM</strong>) is awarded to the FMN with the<br />

greatest number of points/km.<br />

“Ferruccio Colucci” Challenge: This perpetual challenge donated in 1981 by<br />

the Federazione Motociclistica Italiana (FMI) is awarded to the FMN with the<br />

greatest number of motorcyclists and passengers.<br />

“Espana” Challenge: This perpetual challenge donated in 1982 by the Real<br />

Federacion Motociclista Espanola (RFME) is awarded to the club with the<br />

greatest number of motorcyclists and passengers.<br />

13.2 Regulations<br />

No other trophy or challenge may be instituted without the approval of the <strong>FIM</strong><br />

who determines the terms of award for any future <strong>FIM</strong> Motocamps.<br />

In case of a tie, the challenge concerned will be attributed according to the<br />

highest number of points/km.<br />

The holder of a challenge is responsible for any damage or loss that might occur<br />

during the period it is in his possession, ensuring security of the Motocamp<br />

Challenges prior to, during and after presentation. A challenge that is lost must<br />

be replaced by a challenge of an equivalent value.<br />

The winning FMN must ensure that the challenge won the preceding year is<br />

returned during the following <strong>FIM</strong> Motocamp; otherwise a fine of CHF 250.– will<br />

be imposed.<br />

14. DISTRIBUTION OF PRIZES<br />

Prizes will be presented at a ceremony arranged by the organisers in<br />

collaboration with the Jury President.<br />

15. CANDIDATURES<br />

Requests for the organisation of a <strong>FIM</strong> Motocamp must be submitted, in writing,<br />

to the <strong>FIM</strong> Secretariat by the FMNs.<br />

In principle, in order to facilitate the preparations of the FMNR, the permission to<br />

organise may be granted up to 3 years before the year of the <strong>FIM</strong> Motocamp in<br />

question.<br />

16. DATES AND DURATION<br />

The Motocamp shall have a maximum duration of three days.<br />

Between the <strong>FIM</strong> Motocamp and <strong>FIM</strong> Rally, an interval of 45 days must be<br />

respected.<br />

17. PREPARATION<br />

Representatives of the organising committee of the <strong>FIM</strong> Motocamp shall be<br />

present at the Motocamp preceding its event in order to gain the best experience<br />

possible.<br />

18. PARTICIPANTS' INFORMATION<br />

During the meetings of delegates, the Motocamp Director will give information on<br />

the daily programmes.<br />

Every evening, at the time and place of dinner, the organiser will display on a<br />

board the details of the following day's programme (place and departure time of<br />

the trips, meal times, planned events, etc.). Information will be given in at least<br />

the languages of the <strong>FIM</strong>. The delegates of the FMNs are requested to<br />

collaborate in preparing a version in their national language.<br />

19. SITE VISIT<br />

Facility should be made, where requested by the CML, for a site visit by an<br />

appointed CML Member in the year prior to the staging of a <strong>FIM</strong> Motocamp.<br />

20. EXECUTIVE COMMITTEE/NATIONAL DELEGATES<br />

20.1 <strong>FIM</strong> Motocamp Executive Committee<br />

The Executive Committee shall be constituted according to Art. 18 of the Touristic<br />

Code (<strong>FIM</strong> Classic Touristic Gatherings Category A.)<br />

20.2 National Delegates<br />

Each participating FMN has the right to name a delegate. The nomination shall<br />

be made, in writing, to the organiser at least 15 days before the event.<br />

The Jury President will convene meetings of FMN delegates. Representatives of<br />

the next <strong>FIM</strong> Motocamp organisation may be present as observers.<br />

21. <strong>FIM</strong> MOTOCAMP MERITUM AND CO-MERITUM AWARDS<br />

In order to increase the “Meritum” community and to reward loyalty to the <strong>FIM</strong><br />

Motocamp, in 2008 the CML created the following awards for Motocamp<br />

participants:<br />

• <strong>FIM</strong> Motocamp Co-Meritum award for passengers<br />

1. HISTORY<br />

The aim of the Rendez-Vous Meritum meetings was to create a 3-day event for<br />

holders of the Meritum and Co-Meritum awards based on an idea of Mr I.<br />

Bertolasi and of the then Vice-President of the CTC, Mr Carlo de Ambroggi.<br />

The first such meeting was organised in Arona in Italy in 1982 as a prelude to the<br />

<strong>FIM</strong> Rally to be held in Monthey, Switzerland, that same year.<br />

2. PARTICIPATION<br />

The <strong>FIM</strong> Rendez-Vous Meritum is open to motorcycling members and their<br />

passengers of a National Motorcycling Federation (FMN), or its approved<br />

delegated body, affiliated to the <strong>FIM</strong> and who are holders of a Meritum or Co-<br />

Meritum award.<br />

Motorcyclists who are not yet holders of a Meritum Badge of Honour or a Co-<br />

Meritum Distinction may participate if they are accompanying persons who are<br />

already holders of these awards.<br />

The following non-motorcyclist supporters are also admitted:<br />

• The driver of one technical and medical assistance vehicle per<br />

100 participants. This vehicle must have two places free for motorcycling<br />

participants in difficulty.<br />

• The elected and appointed Members of the <strong>FIM</strong>.<br />

3. ENVIRONMENTAL CODE<br />

Participants in a <strong>FIM</strong> Rendez-Vous Meritum are motorcyclist ambassadors for<br />

their country. By their riding behaviour, they can promote the attractions of<br />

motorcycling. From that moment, they endeavour to respect the rules of the <strong>FIM</strong><br />

Environmental Code and to use their machines in a responsible manner.<br />

4. MOTORCYCLES<br />

All types of motorcycles authorised by road traffic regulations may participate.<br />

5. ENTRIES<br />

Entries to the <strong>FIM</strong> Rendez-Vous Meritum have to be made on the official <strong>FIM</strong><br />

registration form which can be obtained from the FMN of the participant. It is the<br />

FMN of the participant that fixes the deadline for the return of the form.<br />

The organiser can decide whether the participants must send in their registration<br />

form through their federation or whether they may do this on an individual basis.<br />

6. ENTRY FEE<br />

The entry fee is fixed by the Federation of the participant. It is made up of the<br />

organiser's fee plus any administrative expenses which may be added by the<br />

FMN.<br />

For each <strong>FIM</strong> Rendez-Vous Meritum, the organiser's fee is determined by the<br />

<strong>FIM</strong>’s Commission for Leisure Motorcycling (CML). The amount may be fixed in<br />

local currency or in Euros (€). Children between the ages of 8 and 12 will pay<br />

50% of the adult entrance fee, while children under the age of 8 will be admitted<br />

free of charge.<br />

The entry fee gives the right to the following minimal benefits:<br />

• Participation in the <strong>FIM</strong> Rendez-Vous Meritum<br />

• Good quality food and in sufficient quantity:<br />

– 1 st day: evening meal<br />

– 2 nd day: excursion picnic, evening meal<br />

– 3 rd day: lunch, dinner<br />

– last morning: breakfast<br />

• A souvenir medal/plaque or pin<br />

• Other souvenirs left to the choice of the organiser, but easy to transport on<br />

a motorcycle.<br />

7. ACCOMMODATION<br />

The organiser must provide the opportunity for reservation of accommodation in<br />

hotels, hostels and camping sites throughout the duration of the <strong>FIM</strong> Rendez-<br />

Vous Meritum.<br />

For temporary campsites, the organiser should attempt to provide sanitary and<br />

hygiene facilities in accordance with the standards fixed for countries in<br />

membership of the European Union (EU).<br />

The minimum requirements specified are:<br />

• Per group of up to 20 campers: 1 WC and 1 wash-basin with running water<br />

• Per group of up to 30 campers: 1 shower.<br />

However, the CML recommends a better ratio of toilets and showers. There must<br />

also be at least one shower for the disabled.<br />

The accommodation tariffs must be indicated separately from the entry fee and<br />

include breakfast. For the hotels, a reservation fee may be required in advance<br />

and, for the camping sites, the total cost.<br />

8. CONDITIONS OF CANCELLATION AND REIMBURSEMENT<br />

The conditions of reimbursement in case of cancellation should be clearly and<br />

concisely mentioned in each Supplementary Regulations of the Classic Touristic<br />

Gathering. These conditions should also appear on the entry and<br />

accommodation forms.<br />

9. SUPPLEMENTARY REGULATIONS (SR)<br />

The Supplementary Regulations (SR) of the <strong>FIM</strong> Rendez-Vous Meritum must be<br />

written in the official languages of the <strong>FIM</strong> (French, English), and in any other<br />

languages at the discretion of the organiser.<br />

Before publication, the SR must be submitted to the CML for examination and<br />

approval at the <strong>FIM</strong> Congress or Biennial Session of the preceding year. After<br />

this approval, the SR must be sent to all FMNs at least 3 months preceding the<br />

Rendez-Vous Meritum.<br />

The SR shall include:<br />

• Title, meeting place, dates and IMN of the event<br />

• Name, address, telephone, fax and e-mail of the organiser and the FMNR<br />

• Internet site of the organisers, if existing<br />

• A list of the benefits (excluding lodging)<br />

• General programme of events, with daily details<br />

• Extract from the <strong>FIM</strong> Environmental Code – Article 11.<br />

No modification can be made to the SR once it has been approved by the <strong>FIM</strong>.<br />

The SR shall stipulate that the event is organised according to the <strong>FIM</strong> Touristic<br />

Code – <strong>FIM</strong> Rendez-Vous Meritum Chapter – and the <strong>FIM</strong> Environmental Code.<br />

10. ADMINISTRATIVE CONTROL<br />

<strong>FIM</strong> Rendez-Vous Meritum participants are welcomed at the Administrative<br />

Control. Each participant must present a copy of his entry form.<br />

11. LIABILITY OF THE AUTHORITIES, ORGANISERS<br />

AND PARTICIPANTS<br />

The <strong>FIM</strong> and/or its FMNs may not be held liable for any claims made against the<br />

organisation of an event. The organisers must make all necessary arrangements<br />

to minimise the liability of the FMNR, organisers, officials and any other person<br />

involved in the organisation of an event. The insurance policies shall be in<br />

conformity with Articles 19, 20 and 22 – Category A.<br />

The organisers must follow local, regional and national regulations for safety.<br />

12. PARTICIPANTS’ LIST<br />

The organiser shall submit to the <strong>FIM</strong> delegate a list showing the number of<br />

participants and nations represented at the Rendez-Vous Meritum meeting.<br />

13. PRIZES<br />

The <strong>FIM</strong> Rendez-Vous Meritum is a gathering of individual friends of the <strong>FIM</strong><br />

Rally who are gathered under the common insignia of the <strong>FIM</strong> Meritum and Co-<br />

Meritum medals. In these circumstances, participants at the <strong>FIM</strong> Rendez-Vous<br />

Meritum are not regarded as members of clubs or national teams. Therefore<br />

there is no classification and no perpetual challenges or trophies are presented.<br />

Taking into account the above conditions, the event organisers may present<br />

special awards if they so wish.<br />

"11. RECOMMENDATIONS TO ROAD USERS<br />

11.1 Introduction<br />

"We must voluntarily add a greater degree of responsibility to our natural desire<br />

for individual mobility. We should try to achieve results on the basis of freedom<br />

of thought and movement, and exploit every opportunity to combine the pleasure<br />

of motorcycling more effectively with ecological and economic needs."<br />

11.2 Rider conduct<br />

a) Individual motorcyclists should develop riding habits to ensure full<br />

integration with other types of road users.<br />

b) Ride safely and avoid aggressive and competitive riding.<br />

c) Save petrol and reduce pollution by avoiding unnecessary idling of engines.<br />

d) Ride politely and limit noise pollution by using your horn only in an<br />

emergency.<br />

e) Noise annoyance. Use a standard or another quiet exhaust system and<br />

keep audio systems at a low level.<br />

f) Use only routes which are open to motorcyclists.<br />

g) Ride like a professional by riding at a quiet and unobtrusive pace when<br />

riding in groups.<br />

h) Respect nature by not travelling on paths which risk being damaged<br />

beyond a point of natural recovery.<br />

i) Protect wildlife and its natural habitat by riding intelligently.<br />

j) Ensure that your used oil, tyres, batteries and other recyclable items are<br />

properly recycled.<br />

k) Encourage a rational use of fuel and space economy by using motorcycles<br />

instead of driving automobiles.<br />

l) Remember that our cities and our roads are not circuits.”<br />

The organiser has applied to stage the ……… <strong>FIM</strong> Rally and will organise the gathering<br />

THEREFORE THE PARTIES AGREE AS FOLLOWS:<br />

The rights and obligations of the organiser relate to the ………. <strong>FIM</strong> Rally that will be<br />

held from …………….. to …….………... and organised under the aegis of the <strong>FIM</strong> and<br />

in accordance with the <strong>FIM</strong> Code for Touristic Gatherings.<br />

Subject to the strict compliance of the obligations mentioned below, the <strong>FIM</strong><br />

commissions the organiser to undertake and use his full endeavours to optimise and<br />

ensure a maximum performance and high level of organisation of the event.<br />

To this end, the organiser commits himself to fulfil the following obligations:<br />

1. Secure the necessary persons, funding and skilled manpower that will be applied<br />

and available before, during and after the event.<br />

2. Appoint a Rally Director who has the necessary experience and give him the<br />

authority that is necessary to be in charge of such a major event.<br />

3. Organise the said <strong>FIM</strong> Rally in accordance with the current edition of the <strong>FIM</strong> Code<br />

for Touristic Gatherings.<br />

4. Dispatch the Supplementary Regulations (which should be in conformity with the<br />

standard model provided), and Entry and Accommodation Forms to the FMNs by<br />

1 December at the latest of the year prior to the year of the said <strong>FIM</strong> Rally.<br />

5. Set a closing date for receipt of entries at ………………………..<br />

6. Apply an entry fee of ………… euros (€). In the case of a registered participant<br />

not being able to attend the said <strong>FIM</strong> Rally, the FMN of the rider may substitute<br />

another rider, and the organiser should be advised by the FMN. Where no<br />

7. Provide arrangements for participants who wish to be accommodated in hotels.<br />

The conditions for cancellation and reimbursement of hotel accommodation fees<br />

paid in advance will be as follows:<br />

For cancellation of the hotel accommodation payment up to 30 days prior to<br />

the event, the refund from the 100% advance payment will be 80%. Refunds<br />

after this time are at the option of the organiser.<br />

8. Provide sufficient places for camping in accordance with guidelines laid down by<br />

the <strong>FIM</strong>/CML. In case of a registered participant not being able to attend the said<br />

<strong>FIM</strong> Rally, and where no substitute is available, the organiser is free to decide if<br />

any refund of camping fees is to be made.<br />

8.1 Apply a camping fee of xx euros (€) per night for the duration of<br />

the Rally. This fee includes breakfast.<br />

9. Make a security deposit of 9’500 (€) to the <strong>FIM</strong>, in order to guarantee the strict<br />

10. Any decision to draw on the security deposit will be made by the<br />

<strong>FIM</strong> Management Council after due consideration for the recommendations of the<br />

CML after the conclusion of the Rally.<br />

11. The organiser shall fulfil the requirements provided for in the Code for Touristic<br />

Gatherings, this present Agreement and the <strong>FIM</strong> Rally Workbook for Organisers.<br />

12. If, after the official CML site visit, the organiser wishes to change any of the agreed<br />

arrangements, a second visit, if deemed necessary by the CML, will be at the cost<br />

of the organiser.<br />

On arrival day, each participant will receive information concerning the gathering<br />

place from which each national team will pass by the Arrival Control.<br />

The entry papers and vehicles of the participants will be checked at the<br />

Welcome Centre upon arrival. The <strong>FIM</strong> Meritum and Co-Meritum stamps will<br />

also be distributed at this time. Participants will receive a “classification<br />

card”, similar to their ID card, which MUST be handed over at the Arrival<br />

Control.<br />
