D. Conclusions<br />
In this concluding section we summarize <strong>the</strong> main findings and recommendations of this chapter:<br />
For IFAD’s operational instruments:<br />
IFAD has <strong>the</strong> necessary operational instruments to support scaling up, but <strong>the</strong>y need to be<br />
adapted and more systematically devoted to this agenda. Revival of <strong>the</strong> Flexible Lending<br />
Mechanism and setting up a special grants window in support of scaling up initiatives are<br />
options to be fur<strong>the</strong>r explored.<br />
Co-financing is a mechanism specifically designed to encourage larger scale programs than<br />
would be possible with IFAD’s own resources, but it needs to support scaling-up pathways,<br />
not merely individual projects.<br />
IFAD’s needs to streng<strong>the</strong>n its capacity for policy dialogue and working with partners who<br />
have such capacity.<br />
For knowledge management (KM):<br />
KM is a key input into effective scaling up; its role in operational work needs to be<br />
streng<strong>the</strong>ned, esp. in support of analytical work, policy dialogue and fur<strong>the</strong>r development of<br />
IFAD’s currently limited knowledge networks..<br />
IFAD should initiate a systematic review of its country and <strong>the</strong>matic experience to develop<br />
insights and lessons on how to design and implement scaling up pathways.<br />
Based on it KM experience, IFAD needs to develop <strong>the</strong> capacity to train of staff and<br />
counterparts on incorporating scaling up into program design and implementation.<br />
For human resource management:<br />
IFAD’s move to direct supervision and enhanced field presence are important changes that<br />
will also support its scaling up agenda. Fur<strong>the</strong>r improvements in country presence and<br />
especially <strong>the</strong> out-placement of CPMs will streng<strong>the</strong>n <strong>the</strong> potential for scaling up.<br />
Staff and managerial incentives support a strong focus on innovation; this needs to be balanced<br />
with a stronger focus on scaling up (including for short-term staff and consultants).<br />
CPMs are stretched very thin and have limited resources for focusing on scaling up.<br />
Streng<strong>the</strong>ning <strong>the</strong>ir capacity and placing <strong>the</strong>m in-country are high priorities.<br />
For financial resource management:<br />
Financial resource allocation to country programs that effectively scale up will enhance <strong>the</strong><br />
capacity and incentives for scaling up.<br />
The administrative budgets supporting country programs should similarly be structured.<br />
IFAD should explore an increase <strong>the</strong> average size of its projects for enhanced efficiency and<br />
effectiveness in scaling up, for given administrative resources.<br />
For changing IFAD’s core values:<br />
IFAD should revisit its core value statement to reflect its institutional focus on scaling up.<br />
