Landowners opting <strong>for</strong> periodic payments would also face increased income<br />

uncertainty due to the possibility that rental payments may reduce. A number of<br />

landowners, however, expect this opti<strong>on</strong> to provide them with greater returns.<br />

In theory the net risk is the same <strong>for</strong> lump-sum and periodic payments, the difference<br />

is in who bears the risk. This, in turn, will influence the cost of the risk.<br />

Whereas Transpower currently bears the full risk of easement values depreciati<strong>on</strong> by<br />

more than anticipated, this risk will be shifted to landowners who opt <strong>for</strong> periodical<br />

payments. Transpower will, instead, bear the risk of easement prices appreciating by<br />

more than anticipated <strong>for</strong> these cases.<br />

Providing landowners with the opti<strong>on</strong> of periodic or lump-sum payment allows them<br />

to select the opti<strong>on</strong> that suits their willingness to bear risk. This in turn would be<br />

expected to reduce the net cost to landowners of easement income uncertainty. For<br />

the same reas<strong>on</strong> Transpower would face additi<strong>on</strong>al costs if payments were made<br />

periodically. It is difficult to estimate these costs but there is no evidence to suggest<br />

that they would be large. We have not, there<strong>for</strong>e, tried to quantify how a change to<br />

periodic payments changes the costs of uncertainty.<br />
