Description<br />

Founded in 1998, <strong>the</strong> European Feder<strong>at</strong>ion of Professional Circus Schools (<strong>FEDEC</strong>) is a network of 55<br />

members: 42 professional circus schools <strong>and</strong> 13 circus arts organis<strong>at</strong>ions loc<strong>at</strong>ed in 26 different countries.<br />

<strong>FEDEC</strong>'s main voc<strong>at</strong>ion is to support <strong>the</strong> development <strong>and</strong> evolution of pedagogy <strong>and</strong> cre<strong>at</strong>ion in <strong>the</strong> field<br />

of circus arts educ<strong>at</strong>ion.<br />

The <strong>FEDEC</strong> team is comprised of a full-time General Coordin<strong>at</strong>or, a full-time Project Coordin<strong>at</strong>or, a parttime<br />

Project Assistant <strong>and</strong> Communic<strong>at</strong>ion Officer <strong>and</strong> a part-time Administr<strong>at</strong>ive <strong>and</strong> <strong>Finance</strong> Officer.<br />

Description<br />

Working in <strong>the</strong> <strong>FEDEC</strong> aisbl offices in Brussels you will be in charge of <strong>the</strong> following tasks:<br />

Management of finance <strong>and</strong> accountancy<br />

• Budget <strong>and</strong> bookkeeping: making budgets, cash flow plan, regular following of <strong>the</strong> budget, producing financial<br />

reports <strong>and</strong> reviews in EU <strong>and</strong> Belgian form<strong>at</strong> for <strong>the</strong> Managing Board meetings <strong>and</strong> for <strong>the</strong> General Assembly,<br />

budget review, <strong>and</strong> annual reports, analysis of <strong>the</strong> financial d<strong>at</strong>a <strong>and</strong> present<strong>at</strong>ion to <strong>the</strong> team <strong>and</strong> <strong>the</strong> Managing<br />

Board<br />

•Daily bookkeeping of <strong>the</strong> associ<strong>at</strong>ion (including reimbursements, depts, settling payments, issuing invoices,<br />

payment of staff salaries <strong>and</strong> allowances, cash…) accounting , coding <strong>and</strong> recording (purchase invoices, sales,<br />

credit r<strong>at</strong>ing), <strong>and</strong> coding <strong>the</strong> expenses both according to <strong>the</strong> Belgian accounting system <strong>and</strong> <strong>the</strong> analytical<br />

accounting system (EU subsidies)<br />

• Encoding in <strong>the</strong> bookkeeping software Popsy <strong>and</strong> complementary of ingoing <strong>and</strong> outgoing invoices prepar<strong>at</strong>ion,<br />

verific<strong>at</strong>ion of payments, reminders, sending receipts, follow-up,<br />

• Budget <strong>and</strong> cash flow (financial reports <strong>and</strong> reviews)<br />

• Follow-up of EU <strong>and</strong> local grants (review <strong>and</strong> upd<strong>at</strong>e of expenditure ...)<br />

• Liaise with <strong>the</strong> bank <strong>and</strong> with accounting <strong>and</strong> auditing services for <strong>the</strong> end of <strong>the</strong> fiscal year<br />

Financial management <strong>and</strong> reports of EU grant<br />

• Budgets <strong>and</strong> writing of <strong>the</strong> financial part of <strong>the</strong> EU grant applic<strong>at</strong>ion (in collabor<strong>at</strong>ion with <strong>the</strong> General<br />

Coordin<strong>at</strong>or)<br />

• Follow up <strong>and</strong> control of all d<strong>at</strong>a to ensure th<strong>at</strong> <strong>the</strong> budget is respecting <strong>the</strong> financial guidelines, <strong>and</strong> management<br />

of possible amendments to <strong>the</strong> contract<br />

• Closure of annual accounts <strong>and</strong> liaise with <strong>the</strong> auditing services for <strong>the</strong> end of <strong>the</strong> fiscal year/valid<strong>at</strong>ion of <strong>the</strong><br />

accounts by <strong>the</strong> auditing services<br />

• Liaise with funding bodies regarding <strong>the</strong> financial questions<br />

Administr<strong>at</strong>ive management of <strong>the</strong> staff<br />

• Prepar<strong>at</strong>ion of all contracts (for permanent staff or SMART contracts)<br />

• Liaise with <strong>the</strong> payroll services (employee files, payroll salaries <strong>and</strong> allowances, follow-up of vac<strong>at</strong>ion…)<br />

• Ordering <strong>and</strong> distributing of <strong>the</strong> meal vouchers<br />

• Verific<strong>at</strong>ion <strong>and</strong> refunding of <strong>the</strong> transport fees<br />

• Prepar<strong>at</strong>ion <strong>and</strong> sending of all official documents (st<strong>at</strong>utes changes, etc)<br />

• Follow-up of <strong>the</strong> assurances to be paid by <strong>the</strong> employer<br />

Secretarial <strong>and</strong> administr<strong>at</strong>ive assistance to <strong>the</strong> associ<strong>at</strong>ion <strong>and</strong> coordin<strong>at</strong>ion:<br />

• daily administr<strong>at</strong>ion <strong>and</strong> secretari<strong>at</strong> to <strong>the</strong> associ<strong>at</strong>ion (mail, archiving, reminders, layout, editing, sending of <strong>the</strong><br />

invit<strong>at</strong>ion to <strong>the</strong> General assembly, prepar<strong>at</strong>ion of specific files)<br />

Required Qualific<strong>at</strong>ions<br />

Professionnal experience<br />

• Experience in financial management of European grants<br />

• Experience in management <strong>and</strong> accountancy in associ<strong>at</strong>ions under Belgian law<br />

• Good knowledge in accountancy <strong>and</strong> particularly of Popsy –accountancy software<br />

• Experience <strong>and</strong> practice in <strong>the</strong> human resources field (managing of permanent or short-term, Belgian or<br />

• intern<strong>at</strong>ional contracts)<br />

• Common languages <strong>at</strong> work: French <strong>and</strong> English. Good knowledge of English applied to <strong>the</strong> financial<br />

Experienced financial manager with professional experience in a similar position, preferably in <strong>the</strong> EU<br />
