(ii) The actual expenditure on travelling allowances of the Senior Engineers and Architects visiting<br />

the work abroad periodically will be incurred in the first instance under the head “2059 <strong>Public</strong><br />

Work - Direction and Administration”, but intimation of expenditure incurred shall be sent by<br />

the concurred Officer or the Superintending Engineer or the Director General (<strong>Works</strong>) (Cash<br />

Section) as the case may be, to the Divisional Officer executing the work so that necessary<br />

adjustment may be made by him by debiting the amount to the work concerned and by affording<br />

credit under the head “2059 <strong>Public</strong> <strong>Works</strong> - Direction and Administration recovered from other<br />

Government <strong>Department</strong> etc.”<br />

(iii) 3% to the building cost as “Direction Charges” to cover the service of Architects and Designers<br />

and of higher level supervision. Adjustment on this account shall be made on the basis of work<br />

expenditure directly by the Divisional Officer executing the work by debit to the account of the<br />

work and credit to the head “2059 <strong>Public</strong> <strong>Works</strong> - Direction and Administration recovered from<br />

other Government <strong>Department</strong> etc.”.<br />

(b) In other cases where CPWD is associated with the work to assist and advise the local Architects<br />

in respect of the items mentioned in para 12.4(b), adjustment will appear in the accounts of F.O. to<br />

Director General (<strong>Works</strong>) if expenditure is incurred in respect of staff of the office of the<br />

Superintending Engineer or of the Director General (<strong>Works</strong>). In case, a Superintending Engineer,<br />

not attached to the <strong>Central</strong> Office, visits abroad, he should report the expenditure incurred to the<br />

F.O. to Director General (<strong>Works</strong>) (Cash Section) for further necessary action. Necessary debit<br />

on account of expenditure incurred on staff or on the travelling allowance of Senior Engineers and<br />

Architects charged to “2059 <strong>Public</strong> <strong>Works</strong>” should be raised against the Ministry of External Affairs<br />

and credit adjusted under the “Establishment charges recovered from other Government<br />

<strong>Department</strong> etc.” It will be the responsibility of the office other than the Divisional Office from<br />

where the above Officer proceeds on tour for the purpose to report to the F.O. to Director General<br />

(<strong>Works</strong>) (Cash Section) for necessary action.<br />

12.4.3 Expenditure on preliminary plans and estimates<br />

(1) 1% of the estimated cost shall be recovered for preparation of preliminary sketches and estimates,<br />

for which necessary adjustment will appear in the accounts of the F.O. to Director General (<strong>Works</strong>)<br />

by debiting to the grant of the Ministry of External Affairs and crediting to head “2059 <strong>Public</strong> <strong>Works</strong><br />

- Direction and Administration recovered from other Government <strong>Department</strong> etc.” In this connection<br />

the <strong>Works</strong> Section concerned with the estimates etc. shall keep a register and raise the debits<br />

against the Ministry of External Affairs under intimation to the F.O. to the Director General (<strong>Works</strong>),<br />

who will watch acceptance and carry out the adjustment in his accounts.<br />

(2) If any expenditure under these items is incurred by any of the Divisional Officers in the <strong>Central</strong><br />

PWD, such expenditure will be debited by him in the first instance to “2059 <strong>Public</strong> <strong>Works</strong>”, and<br />

later on corresponding debit raised against the External Affairs Ministry’s grant and credit adjusted<br />

under “Establishment charges recovered from other Government <strong>Department</strong> etc.”<br />

12.4.4 Recoveries of over payments<br />

All recoveries of over payments, irrespective of the year in which they are affected, should be treated<br />

as deduction from expenditure. Transfer of amounts from “2059 <strong>Public</strong> <strong>Works</strong> Establishment” to the work/<br />

head concerned should be made monthly by Director General (<strong>Works</strong>) /F.O. to the Director General<br />

(<strong>Works</strong>) as the case may be, so that the accounts of the work take cognizance of the expenditure at the<br />

earliest opportunity.<br />

12.5 <strong>Department</strong>al charges for Fair Rent Certificate<br />

(1) The <strong>Central</strong> PWD may charge fees for issuing certificates of reasonableness of rent on buildings<br />

hired by the State Government at the same rates as are charged by the State Govt. P.W.<br />

<strong>Department</strong> for giving such certificates to the <strong>Central</strong> Government in respect of building taken on<br />

hire by the latter.
